A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING SOLICITATION OF
BIDS, AWARDING AND APPROVING CONTRACT, AND OTHER ASSOCIATED
ACTIONS FOR THE CAMPBELL PRIORITY DEVELOPMENT AREA (PDA)
ENHANCEMENT PHASE 2 ON ORCHARD CITY DRIVE AT SOUTH CENTRAL
AVENUE PROJECT (26-NN)
WHEREAS, the improvements, packaged as Campbell PDA Enhancements Project 22-
NN received a grant award of $550,000 in federal funds; and
WHEREAS, City Council authorized a local contribution of $100,000 from the City's
Vehicle Impact Fees (VIF) for a total project budget of $650,000; and
WHEREAS, accounting for all expenditures, Project 22-NN has a remaining balance of
$50,180 in (VIF) and $287,154 in OBAG2 funds; and
WHEREAS, the design of Project 22-NN was set up to allow the City the flexibility to
scope and construct in three phases as funding allows; and
WHEREAS, on October 14, 2024, the City Council adopted Resolution #13221 approving
the Plans and Specifications for the Campbell PDA Enhancements on Civic Center Drive
at Second and Third Streets Project No. 25-DD (Phase 1); and
WHEREAS, following advertisement and contract award, construction for Project No. 25-
DD was completed with project savings of $92,030; and
WHEREAS, Project 26-NN (Phase 2) focuses on improving pedestrian safety at the
intersection of Orchard City Drive and South Central Avenue; and
WHEREAS, the final plans and specifications for Project 26-NN (Phase 2) are complete,
and
WHEREAS, the final engineer's cost estimate for installing the 26-NN (Phase 2)
improvements is $570,000; and
WHEREAS, the project budget is comprised of various funding sources.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby: 1) approve the plans and specifications for the Campbell Priority Development
Area (PDA) Enhancement Project Phase 2 on Orchard City Drive at South Central
Avenue Project (26-NN); 2) authorize the solicitation of bids; 3) award and approve the
subsequent construction contract to the lowest, responsive bidder, in an amount not to
exceed $570,000, plus a 10% contingency of $57,000; 4) authorize the City Manager to
execute said contract as specified in Campbell Municipal Code Section 3.20.100; 5)
authorize the City Engineer to negotiate and execute contract change orders up to and
within the allocated construction contingency; 6) authorize the Public Works Director to
reject bids and rebid the project, should bids received have unamenable irregularities,
and 7) authorize the Finance Director to perform associated budget adjustments.
