The Planning Commission meeting of October 11, 1994, was called to order at 7:30
p.m., in the Council Chambers, 70 North First Street, Campbell, California by
Chairperson Perrine, and the following proceedings were had, to wit:

APPROVAL OF MINUTES
Motion: On motion of Commissioner Meyer-Kennedy, seconded by
Commissioner Kearns, the Planning Commission minutes of
September 13, 1994, were approved with minor correction (6-0-1;
Commissioner Lowe was absent.)

PUBLIC HEARINGS
Chairman Perrine read Item No. 1 into the record.
1. UP 94-18
Public Hearing to consider the application of Mr. Joe Fletcher,
on behalf of Our Savior Church, for approval of a Conditional
Use Permit to establish a church use in an existing industrial
building located at 911 Dell Avenue in a PD (Planned
Development) Zoning District.
Mr. Mark A. Rhoades, Planner I, presented the staff report noting the following:
For the past several months, staff has worked with representatives of Our
Savior Church to assist in finding a new site for the church as the
congregation is "bursting at the seams" at its current site.
· The Building Division and Central Fire have participated in the site location
in order to meet ail requirements for the use.
· Applicant is seeking a Conditional Use Permit.
· Proposed use is consistent with Zoning and General Plan.
· The applicant has entered into a parking agreement with the adjacent
property owner for use of 50 off-site parking spaces. There will be no
vehicular access between the two sites but only pedestrian access.
· Applicant's proposal includes little modification to the existing building. Site
will include approximately 300 fixed seats.
Chairman Perrine opened the Public Hearing on Item No. 1.
There were no parties in attendance who wished to address the Commission.
MOTIO~
On motion of Commissioner Meyer-Kennedy, seconded by
Commissioner Alne the Planning Commission moved to close the
Public Hearing. (6-0-1, Commissioner Lowe was absent)
Commissioner Alne stated that he believed staff had addressed all potential issues
and had nothing to challenge. Therefore, he expressed his support of this
application and intention to support.

On motion of Commissioner Meyer-Kennedy, seconded by
Commissioner Kearns, the Planning Commission adopted
Resolution 2939, approving a Conditional Use Permit to allow the
establishment of a church use in an existing industrial building
located at 911 Dell Avenue, by the following roll-call vote:

2. TS 94-01
Public Hearing to consider the application of Mr. Ted Borns for
approval of a Tentative Subdivision Map for five townhome
lots on property located at 80 Dot Avenue in a PD (Planned
Development) Zoning District.
Mr. Darryl M. Jones, Senior Planner, presented the staff report noting the
following:
· Applicant is seeking approval of a Tentative Subdivision Map to meet a
Condition of Approval called for in the Planned Development Permit
approval.
· At this time, staff is asking that the Commission continued this item to the
Planning Commission meeting of November 8, 1994, to allow the
combination of this request with a Modification request to extend the
Planned Development Permit which expires in February 1995.
Chairman Perrine opened the Public Hearing of Item No. 2.

Kearns, the Planning Commission moved to continue the Public
Hearing regarding TS 94-01 to the Planning Commission meeting
of November 8, 1994. (6-0-1, Commissioner Lowe was absent)

3. SA 94-26
Hearing to consider the application of Cal Neon Signs, on
behalf of Kirkwood Plaza, for approval of a cabinet addition to
an existing freestanding sign in Kirkwood Plaza located at 1630
W. Campbell Avenue in a C-1-S (Neighborhood Commercial)
Zoning District.
Mr. Darryl M. Jones, Senior Planner, presented the staff report noting the
following:
· Applicant's proposal is to increase the size on an existing freestanding sign
that is non-conforming to the Sign Ordinance based on the last revisions to
the Ordinance.
· Proposal brings the total signage to 42 square feet.
· The cabinet will match the stucco appearance of the remainder of the sign
and will have raised three dimensional lettering.
Vice Chair Meyer-Kennedy inquired whether the lettering represented "relief
treatment".
Mr. Darryl Jones replied that that was correct.
Chairman Perrine asked whether the sign was fairly new.
Mr. Darryl Jones replied that it was a fairly new sign.
Vice Chair Meyer Kennedy provided the Site and Architectural
Committee (SARC) report as follows:
· SARC is supportive of the proposal and recommends approval.

Commissioner Lindstrom, the Planning Commission approved the
sign request (SA 94-26) to allow a cabinet addition to an existing
freestanding sign in Kirkwood Plaza located at 1630 W. Campbell
Avenue (6-0-1, Commissioner Lowe was absent)
This action is final in ten days, unless appealed.
REPORT OF THE COMMUNITY DEVELOPMENT DIRECTOR
The written report of Mr. Steve Piasecki, Community Development Director, was
accepted with the following highlights:
Plannin$ Commission Minutes of October 11, 1994 Pase 5
Announced an American Planning Association (APA) seminar on Friday,
December 2, 1994, in Mountain View. Two Campbell Planners, Curtis Banks
and Mark Rhoades, are coordinators for this program. He invited the
Commissioners to attend if interested.
Commissioner Kearns announced that a vehicle procession will leave Campbell
Avenue (downtown) at 10 a.m. on Saturday, October 15, 1994, and travel down
Winchester Boulevard to the Highway 85 on-ramp where a ribbon cutting
ceremony will occur and music, activities and food will be available. The grand
opening party for Highway 85 will be held from 10 a.m. to 3 p.m. with the freeway
opening four days later on October 19, 1994. She is serving as Campbell's
volunteer coordinator.

The Planning Commission meeting adjourned at 7:57 p.m., to the next Planning
Commission meeting of October 25, 1994, at 7:30 p.m., in the Council Chambers,
City Hall, 70 North First Street, Campbell, California.
