Dear Ms. & Mrs. Bini
The Community Development Director has conditionally approved your application for the removal of
one Magnolia tree with a diameter of 60-inches located at 19 Barbano Avenue in the PD (Planned
Development) Zoning District, subject to the following condition of approval for tree replacement:
1. The applicant is required to plant one (1) 24-inch box Mayten tree in the location specified by the
approved replanting plan on or before June 30, 2005.
The Tree Removal Permit has been approved based upon the City's determination, with a supporting
recommendation by a Certified Arborist, that tree roots have grown underneath the driveway and its close
proximity to the existing home house may cause substantial damage to it, and that cannot be controlled or
remedied through reasonable relocation or modification of the main driveway or building.

NOTICE OF TREE REMOVAL PERMIT APPLICATION
Notice is hereby given that the Community Development Director of the City of
Campbell has received an application for a Tree Removal Permit (PLN2005-51) to
remove one existing tree (sixty-inch circumference Magnolia) on property located at
19 Barbano Avenue in a P-D (Planned Development) Zoning District (see map on
reverse).
Any comments regarding this application must be submitted to the Community
Development Department before 5:00 p.m. on Thursday, May 26, 2005. Questions or

Assignment:
Assessment of health, stability and structural integrity of a single mature specimen of Southern magnolia,
Magnolia grandiflora, that is located in northeastern (front) lawn.
Observations:
Relatively sparse foliation among more mature portions of the foliar canopy indicates that the subject is only
moderately healthy. Profuse and healthier watersprouts have developed approximately during the previous three
years in response to distress and likely because the interior of the canopy had become more exposed by severe
pruning. Some of the largest watersprouts had been initiated more than five years ago.
Symptoms associated with compromised stability have not been observed. The species innately exhibits
remarkable stability and sturdy root systems.
The species also innately exhibits superior structural integrity. However, unions of water sprouts to mature limbs
will not develop adequate structural integrity, and some may eventually succumb to leverage exerted by
increasing weight and wind resistance of the associated healthy foliage. Disfigurement caused by improper
pruning otherwise has not directly compromised structural integrity of the subject. Three large wounds caused
by the removal of three main limbs are approximately four, four and five inches wide. Substantial decay has not
yet been observed within these wounds; which will likely become adequately compartmentalized.
Because three large limbs that had previously extended toward the driveway to the south have been removed, a
disproportionate portion of the canopy currently extends toward an adjacent mature specimen of coast live oak,
Quercus agrifolia, to the north. This encroachment is not detrimental to the health of either specimen, but will
inhibit development of the southern portion of the coast live oak canopy; which has already extended most of
the associated canopy towards the north.
The subject incidentally is located within approximately seven feet of the driveway to the associated residence.
A portion of this driveway has been elevated as much as approximately one inch above the adjacent portion at
the expansion joint that separated the two portions. A fracture within the elevated portion has been displaced
only less than half an inch.
The subject is not remarkable or of a rare species. Trunk circumference is sixty inches at four feet above grade.
Recommendations:
The subject currently does not require corrective arboricultural procedures.
Minor pruning of the outer canopy may improve the appearance of the subject, but will not improve health.
