Campbell Avenue APPLICANT: ARC Inc., Architects DATE: December 29,2003 The applicant is hereby notified, as part of this application, that (s)he is required to meet the following conditions in accordance with the ordinances of the City of Campbell and the State of California. The lead department with which the applicant will work is identified on each condition where necessary. Where approval by the Director of Community Development, City Engineer, Public Works Director, City Attorney, or Fire Department is required, that review shall be for compliance with all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and regulations, and accepted engineering practices, for the items under review. Additionally, the applicant is hereby notified that (s)he is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to this development and are not herein specified: CO~ITYDEVELOPMENTDEPARTMENT Plannilll~ Division 1. Approved Project: Approval is granted for a Site and Architectural Review Permit (PLN2003-1O7) to allow the exterior remodel of an existing gasoline service station and a Sign Application (PLN 2003- 108) on property located at 1530 W. Campbell Avenue. The site, building, and landscaping design shall substantially conform to the project exhibits listed below, except as may be modified by the Conditions of Approval herein: a. Set of plans prepared by ARC, Inc. Architects, revised November 11, 2003, including building elevations, site plan, and a signage plan consisting of nine sheets. 2. Site and Architectural Review Permits Approval Expiration: Within one year from the date of approval, a building permit must be obtained and construction completed one year thereafter or the Site and Architectural Review Permit approvals shall be void. 3. Fencing: Any existing or proposed fencing shall comply with Section 21.59.090 of the Campbell Municipal Code. 4. Signing: This Sign Permit has been approved subject to the following conditions of approval: a. The applicant shall obtain a demolition permit for removal of the building signage and monument sIgn b. The applicant shall obtain any necessary building or electrical permits from the Building Division prior to sign installation. c. The proposed wall and freestanding signs shall be fabricated and installed per the approved plans dated as approved on November 17,2003. d. Mechanical Equipment: All roof mounted and ground mounted equipment shall be screened with architecturally compatible materials, subject to approval by the Community Development Director, prior to the issuance of building permits. 8. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals, permitting, and fee requirements of the serving utility companies. Two telephone booths are located along the westerly property line with overhead services. These services need to be placed underground or the telephone booths removed. 9. Trash and Recycling Enclosure: The applicant shall submit details regarding the design and location of a trash and recycling enclosure(s) to the Planning Division for review and approval by the Community Development Director, prior to the issuance of building permits for the project. Unless otherwise noted, enclosures shall consist of a concrete floor surrounded by a six-foot high solid wall and have decorative self-closing doors. The enclosure shall be constructed at grade level and have a level area adjacent to the trash enclosure area to service the containers. Cyclone fences with plastic or wood slats are not permitted. 10. Operational Hours: Operational hours shall be limited to 7 a.m. to 11 p.m. daily for both gasoline and repair uses, unless a conditional Use Permit is obtained from the Planning Commission for late night operations. Buildilli~ Division 11. Permits Required: A building permit application shall be required for each proposed new structure. The building permit shall include Electrical/PlumbinglMechanical fees when such work is part of the permit. 12. Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet of construction plans submitted for building permit. 13. Size of Plans: The maximum size of construction plans submitted for building permits shall be 24 inches by 36 inches. 14. Plan Preparation: This project requires plans prepared under the direction and oversight of a California Licensed Engineer or Architect. Plans submitted for building permits shall be "wet stamped" and signed by the qualifying professional person. 15. Site Plan: Application for building permit shall include a competent site plan that identifies property and proposed structures with dimensions and elevations as appropriate. Site plan shall also include site drainage details. Site address and parcel numbers shall also be clearly called out. Site parking and path of travel to public sidewalks shall be detailed. 16. Title 24 Energy compliance: California Title 24 Energy Standards Compliance forms shall be blue- lined on the construction plans. Compliance with the Standards shall be demonstrated for conditioning of the building envelope and lighting of the building. 17. Special Inspections: When a special inspection is required by D.B.C. Section 1701, the architect or engineer of record shall prepare an inspection program that shall be submitted to the Building Official for approval prior to issuance of the building permits, in accordance with D.B.C Section 106.3.5. Non-Point Source Pollution Control: The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program specification sheet shall be part of plan submittal. The specification sheet (size 24" by 36") is available at the Building Division service counter. 19. Title 24 Accessibilitv - Commercial: On site general path of travel shall comply with the latest California Title 24 Accessibility Standards. Work shall include but not be limited to accessibility to building entrances from parking facilities and sidewalks. Projects seeking to use the Title 24 Hardship exemption clause shall blue-line completed, City of Campbell "20%" exemption form on submitted construction plans. Campbell Avenue Shell Station Retail Visual Identity Remodel Site and Architectural Review Permit Approval/Sign Program Dear Mr. Duttamel: Thank you for your Site and Architectural Review Permit/Sign Program application submitted on August 15,2003, for the remodel of the Shell gasoline service station at 1530 W. Campbell Avenue. Your application was distributed to the City's Development Review Committee. The Committee, which consists of the Fire Depan:ment, Building Division, Planning Division and Public Works Department, reviewed the application for completeness and compliance with the City's Zoning Code and General Plan. The Planning Division has prepared comments that are included herein. The other departments did not have comments at this time. Desi2ß The project site is located within the Site and Architectural Design Review Area and subject to the development policies of the General Plan. Development requirements for this area are intended to enhance the character, stability, and integrity of the business districts and to assure high quality architectural design and optimum site design. The City recently adopted a General Plan Update, which states clearly that generic "corporate architecture is discouraged." Corporate architecture is more difficult to blend with existing development and becomes dated quickly. Development projects are required to be compatible with surrounding development, which can be achieved through careful attention to scale, materials, colors, building form, and design details. The proposed Shell station remodel does not blend with the surrounding architecture and the canopy design does not complement the main building design. Your design should include features, colors, or materials that complement the surrounding buildings. The Planning Division is not supportive of the proposed projects since it does not meet the City's design requirements and is not consistent with the City's General Plan in regards to corporate architecture. 70 North First Street. Campbell Avenue September 12,2003 Page 2 of 3 The project site depicts a minimal amount of landscaping. The landscaping standard for a C-1-S (Neighborhood Commercial) Zoned site is 12 percent of the site area as a minimum. It is recommended that additional landscaping be investigated for the perimeter of the project. Si2na2e The proposed remodel involves the addition and reconfiguration of signage. The City considers the entire yellow and red fascia panel to be signage since they are designated Shell colors that reflect the corporate identity. Additional signage requires the approval of a Sign Exception under a separate application. The City is not supportive of additional signage beyond what is permitted for service stations in the Sign Ordinance, which consists of only: 1. One wall sign per business, mounted parallel to the building. Any illumination shall be provided by interior lights or reflectors concealed in shrubbery or decorative structures. Such illumination shall not cause glare on surrounding streets or adjacent property. 2. One freestanding sign for each parcel. The maximum height of a freestanding sign shall be fourteen feet above ground. Freestanding sign need to be architecturally compatible with the site and building design of which they are associated. The propose sign exceeds the height and area provisions of the sign ordinance. 3. A maximum of two readerboard signs, not to exceed sixteen square feet each, to be attached to an approved freestanding sign, the building, the canopy or secured to the property. Generally, the proposed signing program exceeds the number and area provisions of the sign ordinance. Li2htin2 If any new lighting is proposed with the remodel, it should be as minimal as possible. A photometric lighting plan must be provided. The City will not be supportive of metal halide lighting that spills light off the property, causes glare, or uses excessive amounts of energy. The lighting should be fully shielded and carefully installed to maximize their effectiveness on the site and minimize their adverse impacts beyond the site. The following items and details are required to complete your application: 1. Property Owner's Si2nature a. Plan Submittal Site Plan The site plan submitted is incomplete and does not meet the application requirements. These include: PLN 2003-107.108 1530 W. Campbell Avenue September 12, 2003 Page 3 of 3 1. Setbacks - indicate the dimensions of all setbacks from property line and distances between buildings/structures. 2. Project Data Summary - Review lot coverage, percentage of landscaping and paving. 3. Landscaping - conceptual landscape plans indicating existing and proposed landscaping. Show existing trees with a trunk diameter larger than four inches to be removed/retained. Indicate the trunk diameter, tree drip line and tree type. 4. Fencing, including retaining walls, existing and/or proposed to be shown (type, height, and materials). The stations must have a masonry wall a minimum of six feet in height on abutting property lines. Existing fencing that does not meet this standard shall be upgraded to meet the standards. 5. Provide location and uses of buildings on adjacent properties. Describe the height, setbacks and type of structures on adjacent properties. 6. Please depict parking spaces on the site plan. Elevations 7. Provide a detail of the proposed new dispenser spandrels with graphics valance and decals. Your application has been deemed incomplete and will not be placed on the Planning Commission agenda until additional information and details are submitted and your application is deemed complete.
