PRUNEY ARD SHOPPING CENTER MASTER SIGN PLAN STANDARDS
October 25, 2005
A. General
1. All proposed signs, modifications and changes of copy/logo shall conform to the Master Sign
Plan Standards and Master Sign Plans.
2. Any proposed variations, modifications or additions to the Master Sign Plan shall require a
modification to the approved Master Sign Plan.
3. A building permit must be obtained from the Building Division for each proposed sign or
change of sign copy/logo prior to installation of the sign.
4. No exposed neon shall be used on any sign.
5. All signs shall be internally illuminated and exterior illumination shall not be allowed.
6. All conductors, transformers and other equipment related to the signs shall be concealed.
7. Window signs are permitted but shall not exceed 25% of the individual windowpane area.
The allowable window sign area shall not include seasonal or holiday graphic displays that
do not include the name, products, or services of the occupant.
B. Monument Signs
1. The main monument, secondary monument and single tenant ill monument signs shall
conform to the height, sign area, design, color and illumination as specified on the Master
Sign Plans.
C. Directional Signs
a. The seven vehicular directional signs shall conform to the location, height, sign area, design
and color as specified on the Master Sign Plan. The vehicular directional signs shall contain
no advertising matter and shall only display information regarding directions within the
shopping center.
b. Each of the existing main directory, pedestrian directional, blade directional and tenant
secondary ill signs shall conform to the design and color of the Master Sign Plan.

BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A MODIFICATION TO THE
MASTER SIGN PLAN (PLN2005-97) FOR THE PRUNEY ARD
SHOPPING CENTER ON PROPERTY OWNED BY EQUITY OFFICE
LOCATED AT 1875 5" BASCOM AVENUE IN A C-2 (GENERAL
COMMERCIAL) ZONING DISTRICT. APPLICATION OF MS. JULIE
PETIT, ON BEHALF OF EQUITY OFFICE. PLN2005-97.
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as
follows with respect to application PLN2005-97:
1. The existing sign for Buca di Beppo, located in tenant space #155, is consistent with
other sign exemptions from the Master Sign Plan.
2. Buca di Beppo shall keep their existing sign and not be required to install a new
large roof-mounted sign.
3. Bankers Network Corporation, located on the second floor in tenant space # 2550,
shall have two small roof-mounted signs; one facing west and one facing east.
4. Bankers Network Corporation has expressed a problem with people finding their
business given that they have business frontages facing south, west, and east and
only one sign facing west. The proposed second sign to the east would allow people
entering the shopping center from the east to better locate the business.
5. PizzaMyHeart, located inside the Camera Cinemas, shall be allowed a new exterior
wall-mounted sign.
6. The project qualifies as Categorically Exempt project under Section 15311, Class 11
of the California Environmental Quality Act (CEQA), pertaining to the construction or
placement of on-premise signs.
Based on the foregoing findings of fact, the Planning Commission further finds and
concludes that:
1. The use or uses for which the signs are to be erected would not be adequately
identified without the Sign Exception.
2. The uses are of such size and are located in reference to surrounding uses and the
traffic circulation system so that larger, higher and more signs would best serve the
public welfare and would be in keeping with the purposes of the Sign Ordinance.
3. The signs are consistent with the requirements of the Sign Ordinance.

4. The size, shape, color, and placement of the signs are compatible with the buildings
they identify and are compatible with the visual characteristics of the surrounding
area so as not to detract from or cause to decrease the value or quality of adjacent
properties.
5. Both the location of the proposed signs and the design of their visual elements
(lettering, words, figures, colors, decorative motifs, spacing, and proportions) are
legible under normal viewing conditions.
6. The location and design of the proposed signs do not obscure from view or unduly
detract from existing or adjacent signs.
7. The location and design of the proposed signs (e.g., size, shape, illumination, and
color) are compatible with the visual characteristics of the surrounding area so as
not to detract from or cause to decrease the value or quality of adjacent properties.
8. The location and design of the proposed signs, located in close proximity to any
residential district, do not adversely affect the quality or character of the residential
area.
9. No substantial evidence has been presented from which a reasonable argument
could be made that shows that the project, as currently presented and subject to the
required conditions of approval, will have a significant adverse impact on the
environment.
10. There is a reasonable relationship and a rough proportionality between the
conditions of approval and the impacts of the project.
THEREFORE, BE IT RESOLVED that the Planning Commission approves a
Modification to the Master Sign Plan (PLN2005-97) for the PruneYard Shopping Center
on property owned by Equity Office located at 1875 5" Bascom Avenue in a C-2
(General Commercial) zoning District" subject to the following conditions:
Where approval by the Director of Community Development, City Engineer, Public
Works Director, City Attorney or Fire Department is required, that review shall be for
compliance with all applicable conditions of approval, adopted policies and guidelines,
ordinances, laws and regulations and accepted engineering practices for the item under
review. Additionally, the applicant is hereby notified that he/she is required to comply
with all applicable Codes or Ordinances of the City of Campbell and the State of
California that pertain to this development and are not herein specified.

COMMUNITY DEVELOPMENT DEPARTMENT
Planning Division:
1. Approved Plans: Approval is granted for a Modification to the Master Sign Plan and
Sign Exception for the Prune Yard Shopping Center located at 1875 S. Bascom
Avenue to allow Bankers Network Corporation, located on the second floor in tenant
space # 2550, to have two small tenant roof mounted signs; and Buca di Beppo,
located in tenant space #155, to retain their existing sign and PizzaMyHeart, located
in the Camera Cinemas, to have an exterior wall-mounted sign. The project shall
substantially conform to the project exhibits listed below; except as may be modified
by the conditions of approval contained herein:
a. Revised PruneYard Master Sign Plans
b. Revised PruneYard Shopping Center Master Sign Plan Standards
2. Master Siqn Plan: All signs permitted under the Master Sign Plan, as modified, shall
be constructed and installed by December 31, 2005.
3. Consistencv With Master Siqn Plan: All new signs shall be constructed and installed
in conformance with the approved Master Sign Plan and PruneYard Shopping
Center Master Sign Plan Standards. A deviation from the approved plans and
standards shall require approval from the Planning Commission for a modification to
the Master Sign Plan.
4. Siqn Maintenance: The signs shall be maintained in good condition at all times and
shall be repaired or replaced as necessary.
5. Siqn Permit Required: The applicant/business operator shall obtain a Sign Permit
from the Planning Division prior to the installation of any new signs to ensure sign
consistency with the Master Sign Plan.
6. Buildinq Permits Required: The applicant/business operator shall obtain all
necessary building and/or electrical permits from the Building Division prior to the
installation of any new signs.
7. PizzaMvHeart Siqn: PizzaMyHeart shall submit a separate Sign Permit Application
for the Community Development Director's approval for a wall sign that falls within
the existing Master Sign Plan criteria as a minor tenant sign.

located at 1875 S. Bascom Avenue in a C-2 (General Commercial) Zoning
District.
STAFF RECOMMENDATION
That the Planning Commission take the following action:
1. Adopt a Resolution, incorporating the attached findings, approving a Modification to the
Master Sign Plan and Sign Exception for the PruneYard Shopping Center, subject to the
attached conditions of approval.
ENVIRONMENTAL DETERMINATION
Staff recommends that the Planning Commission find that this project is Categorically Exempt
under Section 15311, Class 11 of the California Environmental Quality Act (CEQA), pertaining
to the construction or placement of on-premise signs.
DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a modification to the existing
Master Sign Plan and a Sign Exception at the PruneYard Shopping Center located at 1875 S.
Bascom Avenue. The applicant is requesting the following modifications to the provisions of the
Master Sign Plan:
1. Buca di Beppo: To keep their existing sign and eliminate the major tenant requirement to
install a large roof-mounted sign;
2. Pizza My Heart: To allow a new exterior, wall-mounted sign; and
3. Bankers Network Corporation: To allow two small roof-mounted signs where only one per
tenant is currently allowed by the Master Sign Plan.
Background:
The Planning Commission approved a new Master Sign Plan for the entire Prune Y ard Shopping
Center in August 2004. The new Master Sign Plan included the following changes:
1. Modification to the existing main monument, secondary monument, and single tenant ID
monument signs on East Campbell and South Bascom Avenues;
2. Modification to the existing main directory, pedestrian directional, and blade directional
signs on the interior of the shopping center;
3. Modification to the existing breezeway mounted tenant identification signs;
4. Replacement of most of the individual tenant signs; and

5. New vehicular directional signs within the shopping center.
The Master Sign Plan requires that all the tenant signs be replaced within the shopping center by
the end of 2005, with the exception of the following existing tenant signs that would remain the
same:

The reasons that the signs for these specific tenants were excluded from being replaced include:
(1) the tenant buildings have a wall area which are well suited for wall mounted signs, and (2)
Marshall's roof is higher than the rest of the shopping center and a roof mounted sign would not
be visible to pedestrians within the parking lot or on the sidewalk.
ANALYSIS
Buca di Beppo Sign
Buca di Beppo (located in tenant space #155) is requesting to keep their existing sign and not
install a large roof-mounted sign that is required for major tenants (a tenant space with a square
footage of 4,000 square feet and greater).
Staff believes that it's important to provide consistency for the signage within the shopping
center and the courtyard area that Buca di Beppo is located. Staff recommends that as a
compromise, the existing sign (i.e. letters and logo) be placed on a new sign frame that is
consistent with the frame design of the Master Sign Plan and installed in the same location as it
currently exists. This would result in a sign that is partially below the eave and partially above
the eave of the building and would provide visual sign height consistency with the surrounding
signs for Mrs. Fields, Cold Stone Creamery, and Unique Eyewear. The sign frame would need
to be larger and more structurally significant than the approved size of a major tenant sign frame
to accommodate the size of the existing sign, but would be consistent in terms of style and color
as the other sign frames in the shopping center. This compromise would allow Buca di Beppo to
keep their existing sign and registered trademark sign design typical of all Buca di Beppo
locations.
Pizza Mv Heart Sign
Pizza My Heart (located inside the Camera Cinemas) is requesting an exterior, wall-mounted
SIgn.
Staff believes that a new exterior wall sign for the concession stand within the Camera Cinemas,
which is operated by Pizza My Heart, would result in the recognition of this area as a restaurant
and not simply a concession stand of the movie theater. The "expanded concession stand" area
within the movie theater was not approved as a restaurant per the Conditional Use Permit
approved for the Camera Cinemas in April 2002. The entire Prune Yard Shopping Center is

allowed to have 18 restaurants/places dedicated to the service of food and beverage, and there are
currently 18 in the shopping center. Therefore, staff recommends that the exterior sign not be
allowed and only be approved if the Master Use Permit for the PruneYard is revised to allow the
number of restaurants in the shopping center to be increased.
Bankers Network Corporation Sign
Bankers Network Corporation (located on the second floor in tenant space #2550), is requesting
two small, roof-mounted signs allowed for minor tenants (a tenant space with a square footage of
less than 4,000 square feet) where only one is currently allowed by the Master Sign Plan.
Staff is supportive of this request and recommends that the Bankers Network Corporation be
allowed to have two minor tenant signs. The business has expressed a problem with customers
not being able to find their business given that they have a business frontage facing south, west,
and east and only one sign facing west. The proposed second sign facing east would be in the
location of the existing sign for tenant space number #600 (formerly Terra Nova) and would
allow people entering the shopping center from the east to better locate the business. The small
roof-mounted sign for tenant space #600 would be re-located to the southern side of the tenant
space along "main street." The existing illegal blade signs (flags) will be removed.
Site and Architectural Review Committee: The Site and Architectural Review Committee
(SARC) reviewed this application at the meeting of October 11, 2005. SARC had the following
recommendations:
1. Buca di Beppo: Mount the existing sign (i.e. letters and logo) on a new larger sign frame that
is consistent with the frame design of the Master Sign Plan and re-install the sign in the same
location as it currently exists.
2. Pizza My Heart: Prohibit a new exterior, wall-mounted sign.
3. Bankers Network Corporation: Allow a second small roof-mounted sign facing east.

Findings for approval of a Modification to the Master Sign Plan and Sign Exception for the

The Planning Commission finds as follows with regard to File No. PLN2005-97:
1. The existing sign (i.e. letters and logo) for Buca di Beppo, located in tenant space #155, shall
be mounted on a new sign frame that is consistent with the frame design of the Master Sign
Plan and shall be installed in the same location as it currently exists.
2. The modified sign for Buca di Beppo shall provide consistency in signage while allowing
them to keep the existing sign and registered trademark sign design typical of all Buca di
Beppo locations.
3. Bankers Network Corporation, located on the second floor in tenant space # 2550, shall have
two small roof-mounted signs; one facing west and one facing east.
4. Bankers Network Corporation has expressed a problem with people finding their business
given that they have business frontages facing south, west, and east and only one sign facing
west. The proposed second sign to the east would allow people entering the shopping center
from the east to better locate the business.
5. The project qualifies as Categorically Exempt project under Section 15311, Class 11 of the
California Environmental Quality Act (CEQA), pertaining to the construction or placement
of on-premise signs.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The use or uses for which the signs are to be erected would not be adequately identified
without the Sign Exception.
2. The uses are of such size and are located in reference to surrounding uses and the traffic
circulation system so that larger, higher and more signs would best serve the public welfare
and would be in keeping with the purposes of the Sign Ordinance.
3. The signs are consistent with the requirements of the Sign Ordinance.
4. The size, shape, color, and placement of the signs are compatible with the buildings they
identify and are compatible with the visual characteristics of the surrounding area so as not to
detract from or cause to decrease the value or quality of adjacent properties.

5. Both the location of the proposed signs and the design of their visual elements (lettering,
words, figures, colors, decorative motifs, spacing, and proportions) are legible under normal
viewing conditions.
6. The location and design of the proposed signs do not obscure from view or unduly detract

7. The location and design of the proposed signs (e.g., size, shape, illumination, and color) are
compatible with the visual characteristics of the surrounding area so as not to detract from or
cause to decrease the value or quality of adjacent properties.
8. The location and design of the proposed signs, located in close proximity to any residential
district, do not adversely affect the quality or character of the residential area.
9. No substantial evidence has been presented from which a reasonable argument could be
made that shows that the project, as currently presented and subject to the required conditions
of approval, will have a significant adverse impact on the environment.
10. There is a reasonable relationship and a rough proportionality between the conditions of
approval and the impacts of the project.

Project Description:
Buca di Beppo has been open and operating at The Pruneyard since 1999. This family
style Italian restaurant fills a very unique niche in the casual dining industry.
The more than 95 nationwide restaurants are a re-creation of neighborhood supper
clubs that emerged in America's Little Italy enclaves during the 1940's and 50's. The
concept is faithful to the southern Italian immigrant style of food, architectural design -
particularly the signage element and the interior decor.
The existing sign design concept both adapts to the physical constraints at this location
in the center, as well as conforms to the reaistered trademark desian typical of all Buca
di Beppo locations.
The size, color and placement of the sign is designed to be compatible with the
restaurant entry it identifies, as well as its location in a recessed courtyard location of
the center.
A Sign Exception was deemed necessary by the City Community Development
Department. That application was processed and subsequently approved by the
Planning Commission on September 15, 1999.
The sign was installed as approved, in conformance with the Conditions of Approval.
Justification:
The City of Campbell should find the following:
The original sign was approved under Sign Exception #99-18 on 9/14/99. Existing
tenants with sign exceptions in place have been allowed to keep their existing signs
under the new Sign Program, approved by the Planning Commission on 8/10/04.

RE: Temporary Signage for Camera 7 Cafe
Dear Sharon:
Per your request, we have put together a position statement related to the Cafe operation
at the Camera 7 Cinemas in the Pruneyard. This statement is meant to reflect the
parameters of operation for the Pizza My Heart Cafe operated by the theatre.
As you are aware, the Cafe is and has always been ancillary to the theatre operation. As
with our downtown San Jose operations, the Cafe is instrumental to the theatre operations
and value added for our patrons, offering them something other theatres do not - the
opportunity to have dinner and a movie within the theatre setting. We have found this
especially beneficial to Camera 7 in that we have something unique to offer theatregoers.
And, since we often compete with other theatres in other cities with the same product,
this gives us a competitive advantage in the marketplace. This is imperative for our
survival as a business.
We are aware that the Pruneyard Shopping Center has no additional room for a restaurant
or restaurant signage, and when city planning approved the Cafe, it was not to be counted
as a restaurant. It should not be counted as a restaurant and any temporary signage
should not be added to restaurant signage inventory for the Pruneyard Center.
We are asking the City of Campbell to approve a temporary sign (to replace the existing
banner now hanging in front of theatre) for the Cafe. \Ve say "temporary" as we
understand that should the theatre cease to exist and that the Cafe be shut down and not
have any rights to being an independent "restaurant" or rights to any signage in the
Shopping Center.
You also asked about the operation of the Cafe. As I mentioned above, it is adjunct to the
theatre and its clientele are primarily patrons of the theatre. It has the same operating
hours as the theatre and therefore addressing itself to primarily theatre patrons. Over
90% of the Cafe business is theatre going patrons, with very little "walk in" business.
Therefore, we also feel that the Cafe does not impact the parking situation (increased
parking load) at the Pruneyard. With the signage, visibility of the Cafe from the Access
Street would be enhanced, providing cars (which often stop there due to obstructions and
poor visibility), with better flow through the area.

Dear Ladies and Gentlemen:
I am writing you on behalf of my client, Bankers Network Corp. (BNC), owned by Siamack
Shariat and whose offices are located in the retail area of the Pruneyard Shopping Center, near
the Rock Bottom Cafe and the Bank of America. The company's main business is providing
real estate lending services.
This letter is being written pursuant to my discussions with the City of Campbell and Julie Petit,
the general manager of the Pruneyard for Equity Office Company. Pursuant to her recent
correspondence and other communications from her, this letter and the attached documentation
should be considered by the City of Campbell in order for BNC to obtain a signage variance
enabling them to obtain a second sign located near the front of their present second floor
location.
The attached documents show the present location of BNC premises, located on the second floor
and above the Terra Nova establishment ( see color photo attached). The enclosed sign
descriptions prepared by Corporate Sign Systems depict with great detail the nature of the sign
which the City had requested in its communications to the Pruneyard. Lettering size, color,
dimensions etc are all included in the package put together by the Corporate Sign Systems and
three copies are included for your use and evaluation.
The variance for a second sign is required by my client for various reasons:
1. As a part of the new Master Sign Plan Standards implemented by the City and the Pruneyard,
two previous "flag" signs coming out from the second floor exterior wall facing the roadway and
sidewalks are to be removed and cannot be replaced with a similar flag sign. Thus BNC is now
losing two existing signs. This loss of signage comes despite the language in the BNC lease

allowing for two flag signs and another horizontal sign flush with the building. (Paragraph 33 of
BNC Lease with Equity Office.)
2. BNC currently has just one sign which provides at a minimum, very low visibility to
individuals and vehicles traveling in that area. A second sign is needed to allow pedestrian and
vehicular traffic to see the second floor location ofBNC's offices. BNC is not in a retail
business and because of its second floor location, it does not have signs in its windows, nor
signs on or near the stair well leading to their offices. Its clients come to the offices to work with
BNC in ob~aining real estate lending services. A second sign would allow BNC's clients to
more readily find BNC's offices.
3. A second sign would also provide for more exposure to potential clients from vehicle and
pedestrian pathways.
4. BNC has no exposure or signage at or near its front door but the sign being requested as
shown on the documents submitted would permit somewhat more exposure in a non-intrusive
manner as this location would be near the stairwell which leads to BNC's premises on the
second floor. Signs located at a higher elevation are not visible to vehicular nor to pedestrian
traffic.
In sum, BNC is only asking for second sign in a lower level of the building in which it is located
in order for its clients and potential clients to find their offices located on the second floor. The
sign would be created in compliance with the new signage standards and with the input and
approval of the Pruneyard management.
If the City has any questions regarding this application or the enclosures please contact the
undersigned and I would be happy to provide any additional information the City needs in
considering this request for a variance from the signage program.

PRUNEY ARD SHOPPING CENTER MASTER SIGN PLAN STANDARDS
October 25, 2005
A. General
1. All proposed signs, modifications and changes of copy/logo shall conform to the Master Sign
Plan Standards and Master Sign Plans.
2. Any proposed variations, modifications or additions to the Master Sign Plan shall require a
Modification to the approved Master Sign Plan.
3. Any proposed modification to a sign that is not in compliance with the requirements of the
Master Sign Plan shall require approval of a Sign Exception.
4. A building permit must be obtained from the Building Division for each proposed sign or
change of sign copy/logo prior to installation of the sign.
5. No exposed neon shall be used on any sign.
6. All signs shall be internally illuminated and exterior illumination shall not be allowed.
7. All conductors, transformers and other equipment related to the signs shall be concealed.
8. Window signs are permitted but shall not exceed 25% of the individual windowpane area.
The allowable window sign area shall not include seasonal or holiday graphic displays that
do not include the name, products or services of the occupant.
B. Monument Signs
1. The main monument, secondary monument and single tenant ill monument signs shall
conform to the height, sign area, design, color and illumination as specified on the Master
Sign Plans.
C. Directional Signs
a. The seven vehicular directional signs shall conform to the location, height, sign area, design
and color as specified on the Master Sign Plan. The vehicular directional signs shall contain
no advertising matter and shall only display information regarding directions within the
shopping center.
b. Each of the existing main directory, pedestrian directional, blade directional and tenant
secondary ID signs shall conform to the design and color of the Master Sign Plan.

D. Individual Tenant Signs
1. Each tenant is allowed one sign per tenant space, with the exception of the tenant spaces
currently occupied by Le Boulanger (#440), Lisa's Tea Treasures (#165), and Bankers
Network Corporation (#2550).
2. The tenant space currently occupied by Le Boulanger shall be allowed two flagship tenant
roof-mounted signs, one facing east and one facing north. The tenant space currently
occupied by Lisa's Tea Treasures shall be allowed two small tenant roof-mounted signs, one
facing west and one facing north. The tenant space currently occupied by Bankers Network
Corporation shall be allowed two small tenant roof-mounted signs, one facing west and one
facing east. These signs may be modified to accommodate tenant occupancy changes, as long
as the signs for the tenant spaces are in compliance with the Master Sign Plan, other than the
increased number of signs.
3. Each roof-mounted sign shall be separated by a minimum of 10 feet. Individual tenant signs
are not required to be centered over the tenant space if impossible to achieve a lO-foot
separation.
4. There shall be four types of individual tenant signage: (1) flagship tenant roof-mounted signs,
(2) small tenant roof-mounted signs, (3) small tenant beam-mounted signs and (4) wall-
mounted channel letters.
5. A major tenant would be categorized as a tenant space with a square footage of 4,000 square
feet and greater and a small tenant would be categorized as a tenant space with a square
footage ofless than 4,000 square feet.
6. The flagship tenant roof-mounted signs are for major tenants within the shopping center

E. Existing Signs
1. Each of the tenant signs within the shopping center shall be replaced/modified to conform to
the new Master Sign Plan by December 31, 2005, with the exception of the following
existing signs:

2. The existing wall-mounted signs in the remodeled portion of the shopping center, located on
the southeastern portion of the center, would remain the same. Upon change in tenant
occupancy, new signs shall be internally lit, channel letters/logos mounted to the wall. The
maximum square footage of these signs would be one square foot of sign area for every
linear foot of business frontage, with a minimum of 20 square feet and a maximum of 50
square feet. Tenants would be allowed to pick the size, color, font, and arrangement of the
letters/logos of the sign.
3. The existing tenant signs that are not replaced as part of the Master Sign Plan shall be
required to come into conformance with the approved Master Sign Plan standards upon
change in tenant occupancy or a change to the sign, unless otherwise approved by the
Planning Commission as a modification to the Master Sign Plan.

Notice is hereby given that the Planning Commission of the City of" Campbell has set
the time of 7:30 p.m., or shortly thereafter, on Tuesday, October 25, 2005, in the City
Hall Council Chambers, 70 North First Street, Campbell, California, for a Public Hearing
to consider the application of Ms. Julie Petit, on behalf of Equity Office, for a
Modification to the Master Sign Plan (PLN2005-97) for the PruneYard Shopping Center
on property owned by Equity Office located at 1875 S. Bascom Avenue in a C-2
(General Commercial) Zoning District. Staff is recommending that this project be
deemed Categorically Exempt under CEQA.

1875 S. Bascom Avenue - Modification to the Master Sign Plan
PROPOSAL
The project includes an application for a Modification to the approved Master Sign Plan for the Prune Y ard
Shopping Center located at 1875 S. Bascom Avenue. The Planning Commission approved a new Master Sign
Plan for the entire PruneYard Shopping Center in August 2004. The new Master Sign Plan included the
following changes:
· Modification to the existing main monument, secondary monument, and single tenant ID monument
signs on East Campbell and South Bascom Avenues;
· Modification to the existing main directory, pedestrian directional, and blade directional signs on the
interior of the shopping center;
· Modification to the existing breezeway mounted tenant identification signs;
. Replacement of most of the individual tenant signs; and
· New vehicular directional signs within the shopping center.
The Master Sign Plan stipulates that all the tenant signs would be replaced within the shopping center by
the end of2005, with the exception of the following existing tenant signs that would remain the same:
1. Marshall's
2. Rock Bottom Brewery
3. Left at Albuquerque
4. Johnny Rockets
5. Barnes and Noble
6. Hollywood Video
7. Barbeque Galore
8. Togo's
9. Outback Steakhouse
10. Bank of America
The reasons that the signs for these specific tenants were excluded from being replaced include: (1) the
wall mounted signs in the remodeled portion of the shopping center provide a wall area that lends a
logical sign placement area for tenants three through ten listed above, and (2) Marshall's has a roofthat is
higher than the rest of the shopping center and a roof mounted sign would not be visible to people within
the parking lot or on the sidewalk.
The applicant is requesting the following modifications to the provisions ofthe Master Sign Plan:
· That the tenant Buca de Beppo, located in tenant space #155, be allowed to keep their existing sign
and not install a large roof-mounted sign that is required for major tenants (a tenant space with a
square footage of 4,000 square feet and greater);

. That Pizza My Heart, located inside the Camera Cinemas, be allowed to have an exterior, wall-
mounted sign; and
. Bankers Network Corporation, located on the second floor in tenant space # 2550, be allowed to have
two small roof-mounted signs allowed for minor tenants (a tenant space with a square footage of less
than 4,000 square feet) where only one is currently allowed by the Master Sign Plan.
STAFF RECOMMENDATION
Staff recommends the following for the Pizza My Heart sign:
. Staff believes that a new sign for the concession stand, which is operated by Pizza My Heart, would
result in the recognition of this area as a restaurant and not just a part of the movie theater. The
"expanded concession stand" area within the movie theater is not approved as a restaurant per the
Conditional Use Permit approved for the Camera Cinemas in April 2002. The entire shopping center
is allowed to have 18 restaurants/places dedicated to the service of food and beverage and there are
currently 18 in the shopping center. Therefore, staff recommends that the exterior sign only be
allowed if the Master Use Permit for the Prune Yard is revised and the allowable number of
restaurants for the shopping center increased.
Staff recommends the following for the Buca de Beppo sign:
. That the letters and logo on the existing sign be placed on a new sign frame that is consistent with the
frame design of the Master Sign Plan and installed in the same location as it currently exists. This
would result in a sign that is partially below the eave and partially above the eave of the building to
provide visual sign height consistency with the surrounding signs for Mrs. Fields, Cold Stone
Creamery, and Unique Eyewear given the larger size of the sign. The sign frame would need to be
larger than the approved size of a major tenant sign frame to accommodate the size of the existing
letters and logo.
Staff recommends the following for the Bankers Network Corporation sign:
· That the Bankers Network Corporation be allowed to have two minor tenant signs, where one is
currently allowed under the Master Sign Plan. The business has expressed a problem with people
finding their business given that they have a business frontage facing south, west, and east and only
one sign facing west. The proposed second sign to the east would allow people entering from both
sides of the shopping center to better locate the business. The existing illegal blade signs will be
removed.

The Planning Division has reviewed your Master Sign Plan application (PLN2005-97) for revisions to the
existing Master Sign Plan for the PruneYard Shopping Center located at 1875 S. Bascom Avenue. Your
application has been deemed incomplete. The following information and details are needed to deem your
application complete and schedule it for the Planning Commission public hearing:

Equity Office Properties proposes and requests permission to introduce a new signage program to the
Pruneyard Shopping Center. Currently, our program is difficult to enforce and allows for too much
deviation. Equity feels a "fresh ", "more modern" program will help attract new tenants and help keep
existing tenants.
It has been 9 years since the center has proposed a new signage program. Our involvement with the
International Council of Shopping Centers has provoked our need to enhance the center ifwe wish to stay
competitive with shopping venues in the San Jose area. We have found the trends for signage are a
channel setting conveying a more "lively" and "illuminated" identifier. Businesses that are hopeful to keep
up with the changing times should reposition themselves every 5 years by strategies and market trends.
The proposed change will encompass all the signage including the Monuments on Campbell and Bascom,
the can signage, flag signage and adding way-finding/directional signage throughout the property.
This signage program allows for a needed aesthetic upgrade and modernization of the center, more
competitiveness in attracting and leasing to new tenants and better maintenance of the signage. The
structure would be attached to the roofline and elevated slightly higher. The elevation will lessen the
possibility of damage when trucks back into them, which has been a recurring issue. The change in
attachment also allows for ease in changing out signage when tenants come and go.
The goal is to introduce the new program to the tenants in the summer of 2004 with a complete conversion
by the end of 2005.
We will be enforcing all tenants to comply that do not already have a variance approved by the City with
the exception of Le Boulanger and Trader Joe's. (Please see the attached spreadsheet that lists all current
types of sign age at the center)
We appreciate your consideration in helping us improve the Pruneyard Shopping Center in Campbell and
request approval to move forward on this concept.
