BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A SIGN EXCEPTION (PLN2001-
138) TO ALLOW THE INSTALLATION OF ONE ADDITIONAL
WALL SIGN (STODDARD'S) ON A BUILDING LOCATED AT 200 E.
CAMPBELL AVENUE IN THE C-3-S (CENTRAL COMMERCIAL)
ZONING DISTRICT. APPLICATION OF MR. BOB STODDARD, ON
BEHALF OF STODDARD'S BREWHOUSE & EATERY. FILE NO.

After notification and public heating, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2001-138:
1. The proposed signs are architecturally compatible with the building in terms of style and design.
2. The proposed sizes of the wall signs are proportional to the building frontages of 149 and 220 feet.
3. The business would not be adequately identified with only one wall sign due to the size of the
building.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes that:
1. The proposed wall signs are consistent with the purposes of the Sign Ordinance by preserving and
improving the visual character of the community.
2. The use for which the sign is to be erected would not be adequately identified or easy to locate in
comparison to similar uses without exceeding the standards of the Sign Ordinance.
3. The proposed signs will not be detrimental to the public welfare or persons in the neighborhood or the
City as a whole and allows for reasonable business identification.
Where approval by the Director of Community Development, City Engineer, Public Works
Director, City Attorney or Fire Department is required, that review shall be for compliance with
all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and
regulations and accepted engineering practices for the item under review. Additionally, the
applicant is hereby notified that he/she is required to comply with all applicable Codes or
Ordinances of the City of Campbell and the State of California that pertain to this development
and are not herein specified.

Approved Plans: Approval is granted for an exception to the sign regulations to allow one additional
wall sign on the building to be located at 200 E. Campbell Avenue. Plans submitted for building permits
shall substantially comply with the plans as submitted by the applicant, except as herein modified by the
Planning Commission. The total sign area for the sign shall not exceed 28 square feet.

Location of Signs: The signs may be mounted above the sill of the second floor as shown on the
approved plans, subject to the limitation that future tenants of the building shall comply with the zoning
ordinance regarding sign placement.

Hearing to consider the application of Mr. Bob Stoddard on behalf of Stoddard's

STAFF RECOMMENDATION
That the Planning Commission take the following action:
Adopt a Resolution, incorporating the attached findings, approving a sign exception (PLN 2001-138)
allowing one additional wall sign, subject to the attached Conditions of Approval.

DISCUSSION
Background: This item was continued from the December 11, 2001 Planning Commission meeting to allow
for a sample sign materials to be submitted for review by the Planning Commission.
The proposed sign program consists of signage for both the restaurant and banquet functions of the building,
which are to be operated as two separate businesses. The Community Development Director could typically
approve such a sign program at staff level, however there are two signs proposed for the Campbell Avenue
frontage, where only one is allowed under the Sign Ordinance so Planning Commission review and approval
is required.
The subject property has been under construction since May 2000. Completion is expected by January 2002.
The project site is located at the southwest comer of E. Campbell Avenue and S. Second Street. The
property is surrounded by commercial uses to the north, west and east and residential uses to the south.
Applicant's Proposal: The applicant, Bob Stoddard, on behalf of Stoddard's Brewhouse & Eatery, is
requesting approval of a Sign Exception (PLN2001-138) to allow the installation of one (1) additional wall
sign on the Campbell Avenue facade of the new building. The proposed sign is a five-foot diameter circle
with an area of 20 square feet.
ANALYSIS
Sign Proposal: The proposed wall signs will be mounted on the north and west elevations. The round logo
sign requires a sign exception.
Design: The proposed wall sign over the main entrance reading "Stoddard's" are individual letters that will
be painted in a faux copper finish, mounted on aluminum bases that will project I/4" on all sides. The
proposed circular logo sign, that requires approval of a sign exception, consists of individual green letters
mounted on a black base around the perimeter of the sign and the brew master logo painted black in the
center. The letters and logo will be mounted to a stainless steel wire mesh background that will allow for
some visibility through the sign to the grain tower located behind it. The proposed stainless steel wire mesh
background is designed to complement the appearance of the grain silo and will screen portions of the top of
the silo and tower (See Attachment #3.)
The sign designs are considered to be architecturally compatible with the building design and the Sign
Ordinance and guidelines for signs in the Downtown.
The existing "Villa Ragusa" sign on Second Street is the name of the building and was installed as recessed
letters into the stucco finish. Once the final sign design is done for the banquet business, staff will determine
if this sign is compatible with the overall sign design and approve it or require that it be replaced.
Sign Requirements: Under Section 21.26.100 of the C-3 Ordinance a commercial business is permitted one
wall sign, cxcept comer businesses, which are allowed two. Each business is permitted one square foot of
sign area tbr each linear foot of business frontage, with a maximum sign area of 40 square feet and a
minimum sign area of 20 square feet. Under these provisions, the applicant would be allowed one 40 square
foot wall sign that must be architecturally compatible with the building.

Additionally, the ordinance requires that all signs in the C-3 zone be mounted below the sill of the second
floor. This is to avoid signs on the upper floors of multi-tenant buildings.
Sign Exceptions: The Planning Commission, pursuant to section 21.53.030.C.3, may authorize larger and/or
additional signs when it determines the following:
The use or uses for which the signs are to be erected would not be adequately identified; or
The site is unusually difficult to locate in comparison to similar uses without exceeding the
standards provided in the Sign Ordinance.
Staff finds that due to the single tenant nature of the front portion of the building, and the rather long
building frontage of 149 feet, two signs, both mounted above the second floor sill, is warranted. The two
signs total 30 square feet, where a single sign could be a maximum of 40 square feet, without requiring a
sign exception.
Staff believes that only the first finding applies and not the second, in that the site is not unusually difficult
to locate in comparison to similar uses.
The Commission has previously approved Sign Exceptions in the Downtown, such as one for DeVries Data
Systems that was located on the second floor, above the sill of the second floor. This sign was justified on
the grounds that the sign was for a single tenant of the second floor office space and was architecturally
compatible with the building.
Site and Architectural Review Committee: The Site and Architectural Review Committee reviewed the
proposed project at its meeting of December 11, 2001, just prior to this item being considered by the
Planning Commission. The SARC committee recommended a continuance to allow for the submittal of sign
materials for review.

Findings for Approval of a Sign Exception (PLN2001-138) to allow the installation of one
additional wall sign on a new building located at 200 East Campbell Avenue
The Planning Commission finds as follows with regard to File No. PLN2001-138:
1. The proposed signs are architecturally compatible with the building in terms of style and
design.
2. The proposed sizes of the wall signs are proportional to the building frontages of 149 and 220
feet.
3. The business would not be adequately identified with only one wall sign due to the size of the
building.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed wall signs are consistent with the purposes of the Sign Ordinance by preserving
and improving the visual character of the community.
2. The use for which the sign is to be erected would not be adequately identified or easy to
locate in comparison to similar uses without exceeding the standards of the Sign Ordinance.
3. The proposed signs will not be detrimental to the public welfare or persons in the
neighborhood or the City as a whole and allows for reasonable business identification.

The applicant is hereby notified, as part of this application, that he/she is required to meet the
following conditions in accordance with the Ordinances of the City of Campbell and the State of
California. The lead department with which the applicant will work is identified on each
condition where necessary. Where approval by the Director of Community Development, City
Engineer, Public Works Director or City Attorney is required, that review shall be for
compliance with all applicable conditions of approval, adopted policies and guidelines,
ordinances, laws and regulations for the item under review. Additionally, the applicant is hereby
notified that he/she is required to comply with all applicable Codes or Ordinances of the City of
Campbell and the State of California that pertain to this development and are not herein
specified:
COMMUNITY DEVELOPMENT DEPARTMENT
Planning Division:
Approved Plans: Approval is granted for an exception to the sign regulations to allow one
additional wall sign on the building to be located at 200 E. Campbell Avenue. Plans
submitted for building permits shall substantially comply with the plans as submitted by the
applicant, except as herein modified by the Planning Commission. The total sign area for the
sign shall not exceed 20 square feet.
Location of Signs: The signs may be mounted above the sill of the second floor as shown on
the approved plans, subject to the limitation that future tenants of the building shall comply
with the zoning ordinance regarding sign placement.
Building Division:
Permits Required: A building permit application shall be required for the proposed signs.
The building permit shall include Electrical/Plumbing/Mechanical fees when such work is
part of the permit. Prior to performing any work, the applicant shall make application to, and
receive from, the Building Division, all applicable construction permits.
