Dear Ms. Feddema:
Thank you for your continued interest in Downtown Campbell. This letter will serve to clarify the approved
use at 342 E. Campbell Avenue, in order to insure compliance with applicable zoning ordinances.
The subject property is within the Central Business District (C-3-S) zoning district in Downtown Campbell
and subject to certain regulations regarding what types of businesses may operate within the zoning district.
Business license approval is made in reliance upon the business description provided in correspondence
provided by you date June 18, 2001. This description includes costume rental and sales of new clothing,
accessories and antiques, including furniture. No more than 20 percent of the floor area will be devoted to
costume/clothing rental per our discussion. This limitation will insure that rental remains an incidental use to
the primary retail use.
The sale of second hand items other than antiques (at least 100 years old) or collectables (at least 50 years
old) requires approval of a Conditional Use Permit by the Planning Commission. Please be advised that
business operations not in compliance with the approved use will result in immediate filing of a Notice of
Violation and related Code Enforcement actions.
In order to continue the improvements taking place Downtown, I encourage you to repaint the building and
install quality signage in accordance with an approved plan. Please do not hesitate to contact myself in order

Dear Geoff,
Pursuant to our conversation this afternoon, this letter will describe the revisions I have made in my
business plan to 23 Skidoo.
In order to cooperate more with the City of Campbell and its plans for the Downtown District, 23
Skidoo will now focus on costume rental and sales of new clothing, accessories and antiques.
Costumes will be of specific periods, and my goal is aimed at meeting the needs of those who are
looking for a wardrobe for a theme party. Items such as Hawaiian shirts, bowling shirts, and
poodle skirts will be represented. I will also carry hula dolls, sunglasses, etc. to compliment the
parties.
The clothing I am bringing in will be unused reproductions of styles from the 1940' s,1950' s and
the 1960's. Jewelry, hosiery and other accessories will also be new. I will still be selling antiques,
including lamps, tv's, radios, etc.
My focus is on carrying items that are compatible with each other, and to select antiques from only
specific eras.

Dear Ms. Feddema,
Thank you for your interest in locating the 23 Skidoo vintage clothing store in Downtown
Campbell. Based on your business description Staffhas determined that your business
includes second hand items.
The zoning designation for the Downtown Campbell Area is C-3 (Central Business
District) which allows retail uses such as antique or collectible stores without a use
permit. Secondhand stores or thrift stores are excluded from this list of allowed retail uses
per Section 21.26.030 of the Campbell Zoning Code and are only permitted subject to the
approval of a use permit. Use permits are a discretionary permit which receive a
recommendation from Planning Staff and other reviewing agencies and are taken to a
public hearing to be decided by the Planning Commission.
Planning Staff and the Redevelopment Agency would recommend denial of a use permit
for a vintage clothing store in the downtown area based on the goals for the development
of the downtown area.

Dear Geoff,
As per our agreement, here is an overview of my business, 23 Skidoo, it's merchandise and my
marketing strategy.
Like my first store, Pandemonium, which opened in Campbell in 1995, my focus has always been on
being a vintage clothing store. My clientele ranges from teenagers to collectors seeking higher end
vintage apparel. As my business expanded, moving from 400 square feet to a 1200 square foot store
on East Campbell Avenue, and finally a 4500 square foot superstore in San Jose, I have gained a large
customer base and a very loyal following. These customers fred it more and more difficult to acquire
the sought items and with the limited number of such stores in the south bay, many of them will
inevitably come to downtown Campbell.
The apparel I specialize in ranges from the 1940's to the 1970's, everything from casual to evening
and formal wear. I will also be selling reproduction clothing, as items such as authentic bowling shirts
are not only expensive, but very hard to come by. People who collect rarities from specific designers
will be able to find things at z3 $1ddoo, as will the customer shopping for a cute summer dress at a
price lower than the larger depathnent stores. Other items I will have include lamps and other knick-
knacks of the same periods.
I have a diverse customer base not only stemming from the San Jose area, but reaching to Santa Cruz
and as far north as San Francisco. By participating in the high profile Vintage Clothing Expos and
Deco Shows held in San Francisco, I have been able to garnish exposure to people who have
otherwise not heard of Campbell.
A vintage clothing store would be ideal in downtown Campbell, as it is compatible with a good number
of other shops (i.e. Radio Daze, Faux, The Rug and Yam Hut, etc.). It would not only be a
destination store, but an attraction for passers by, as well.
I look forward to returning to Campbell and being part of the community that has always supported
