COUNCIL CHAHBEP~ PLANNING GONMISSION City of C~m~pbell, California March 12, 1991 Tuesday MINUTES The Planning Commission of the City of Campbell convened this day in regular session in the City Hall Council Chambers, 70 North First Street, Campbell, California, and the following proceedings were had to wit: ROLL CAT.T. (Bud) Alne Commissioner Alana Higgins Commissioner Jay Perrine Commissioner Mark Wilkinson (arrives at 7:45 p.m.) Commissioner Robert Dougherty Commissioners Absent: Commissioner David Fox Staff Present: Director of Planning, Steve Piasecki City Attorney, Bill Seligmann Engineering Manager, Bill Helms Reporting Secretary, Marlene Pomeroy APPROVAL OF THE MINUTES On motion of Commissioner Dougherty, seconded by Commissioner Alne, the minutes of the Planning Commission meeting of February 26, 1991, were approved (6-0-2), as submitted. COMMUNICATIONS Director of Planning Steve Piasecki directed the Commission's attention to receipt of correspondence addressed to West Valley Open Doors from Mr. and Mrs. Floyd Greenleaf, 1035 West Parr Avenue, Campbell, dated March 9, 1991, expressing opposition to a low income housing development on West Parr Avenue. He added that the City of Campbell has not formally received a referral from the Town of Los Gatos regarding this development. Mr. Piasecki also acknowledged the distribution of an article, "Why Did I Ever Want To Be A Planning Commissioner," from the March 1991 issue of Western City. AGENDA MODIFICATIONS OR POSTPONEMENTS There were no modifications to the agenda. Planning Commission Minutes -2- March 12, 1991 OPAL Pu~UES~S There were no oral requests. SPECIAL PRESENTATIONS Director of Planning Steve Ptaseckt introduced Tom Frutchey, Campbell's new City Manager. Mr. Frutchey was formerly City Manager of the Town of Los Altos Hills, having previously served as Assistant City Manager in Mountain View. Mr. Frutchey stated that he looks forward to learning about Campbell and contributing to its future development. The Commission welcomed Mr. Frutchey. PUBLIC HEARINGS 1. S 91-03 Indovina, P. Public Hearing to consider the application of Mr. Philip Indovtna for approval of a Site and Architectural Permit to allow an 840 square foot addition of an existing two-family dwelling located at 940-942 Michael Drive, in an R-3-S (Multi-family Residential) Zoning District. The Chairperson read the application into the record. Planning Director Steve Piasecki presented the Staff Report, pointing out that the applicant desires to convert 770 square feet of existing residential into storage and construct an additional 840 square foot residential unit behind the existing duplex unit. Staff has suggested that the applicant attempt to redesign the entryway to the new living unit with an enhanced gate treatment to better identify the rear unit. Commissioner Alne reported on the Site and Architectural Review Committee meeting of March 4, 1991, commenting that the Committee was of the opinion that the modifications requested did a good job of maintaining the residential nature of the building. The Committee was also concerned with the entryway to the back unit, suggesting removal of the gate, and requested that the applicant work with staff on a new design. The Committee recommended approval per the findings and conditions. The Chairperson declared the Public Hearing open. MOTION: On motion of Commissioner Alne, seconded by Commissioner Perrine, it was unanimously ordered that the Public Hearing be closed. Commissioner Perrine stated that the application is an interesting design approach to distracting noises on one side of a residential situation. Planning Commission Minutes 1991 -3- March 12, MOTION: On motion of Commissioner Higgims, seconded by Commissioner Alne, it was unanimously ordered on roll call vote (6-0-2, Commissioners Wilkinson and Fox bein~ absent) that Resolution 2739 be adopted approving S 91-03, incorporating the attached findings and conditions of approval. REPORT OF THE PLANNING DIRECTOR The written report of the Planning Director was accepted and Mr. Piasecki presented a brief oral report on the following: ao co City Council's response to the Bay Vision 2020 Draft Report. Referral by the City Council back to the Planning Commission of the Ainsley Development General Plan Amendment, Zone Change and Planned Development Permit at 3101 S. Winchester Boulevard (at Hacienda). There was strong opposition voiced at the March 5 Council meeting on issues such as lights from vehicles, noise, and left turns. Staff has asked the applicant to prepare an expanded initial study to look at the environmental issues more precisely. It is estimated that a revised application will be presented to the Commission some time in May. League of California Cities Planning Commissioners Institute, March 20-22, 1991, in Monterey.
