CITY HALL COUNCIL CHAMBERS TUESDAY August 13,1991 MINUTES The Planning Commission of the City of Campbell convened this day in regular session, at 7:30 p.m., in the City Hall Council Chambers, 70 North First Street, Campbell, California, and the following proceedings were had to wit: ROLL {~ALL Commissioners Present: Chairperson Jane Meyer-Kennedy Commissioner Robert Dougherty Commissioner Jay Perrine Commissioner I. (Bud) Alne Commissioner Alana Higgins Commissioner Mark Wilkinson Commissioners Absent: Commissioner David Fox Staff Present: Director of Planning, Steve Piasecki Planner I, Gloria Sciara City Attorney, Joe Raineri Engineering Manager, Bill Helms Reporting Secretary, Karon Shaban APPROVAL OF THE MINUTES On motion of Commissioner Wilkinson, seconded by Commissioner Itiggins, the minutes of the Planning Commission meeting of July 23, 1991, were unanimously approved, as submitted (6-0-0). IPlannin$ Commission Minutes 3 Aul~p~st il He stated that patrons of the shopping center frequently toss litter into the alleyways and over the soundwall into his yard. Mr. Kent Kirkorian, Kirkorian Development, indicated his intentions to be a good neighbor; that the trash compactor creating noise will soon be eliminated, that he would be checking the alleyways for debris. MOTION: On motion of Commissioner Dougherty, seconded by Commissioner Wilkinson, R was uoantmously ordered that the Public Hearing be closed. MOTION: On motion of Commissioner Wilkinson, seconded by Commissioner Perrine, it was unanimously ordered that Resolution No. 2768 be adopted, incorporating the attached findings, approving the application, subject to Conditions of Approval, by the following roll call vote: AYES: NOES: ABSENT: Commissioners: Commissioners: Commissioners: Alne, Htggins, Perrine, Wilkinson, Dougherty, Meyer-Kennedy None Fox Mr. Rick C. Rae, Vice President Finance, 'Nob Hill, noted that he would keep the area clean of debris and that he could not change the times that truck deliveries are made. Commissioner Perrine informed Mr. Rae that the issues raised in the letter from Mr. Stenzel were not attached to this request for a liquor license. 2. UP 91-15 Shilman, B. Public Hearing to consider the application of Mr. Barry Shilman for a Use Permit to allow a 230 square foot room addition to an Historic Landmark, located at 84 North Third Street, in a PD-H (Planned Development/Historic Overlay) Zoning District. Chairperson Meyer-Kennedy read the application into the record. Planner I, Gloria Sciara, presented the staff report noting the following: · Zoning and General Plan consistency. · The applicant's proposal is not visible from the street and is consistent with the architectural style and materials that currently exist. [Planning Commission Minutes August 13, 1991 I[ exist. The Historic Preservation Board recommends approval. The Architectural Advisor and the Historic Resources Director are supportive of the proposal. The staff recommends approval. Chairperson Meyer-Kennedy opened the public hearing. Public Comment: There is no public comment. MOTION: On motion of Commissioner Perrine, seconded by Commissioner Dougherty, it was unanimously ordered that the Public Hearing be closed. MOTION: On motion of Commi-~sioner Perrine, seconded by Commissioner Higgins, it was tlnarlimously ordered that Resolution No. 2770 be adopted, incorporating the attached findings, requesting that the City Council ratify the Commission's approval the application, subject to Conditions of Approval, by the following roll call vote: AYES: NOES: ABSENT: Commissioners: Commissioners: Commissioners: Alne, Higgins, Perrine, Wilkinson, Dougherty, Meyer-Kennedy None Fox MISCELLANEOUS 4. Commllnity Design Study Director of Planning, Steve Piasecki, discussed the Community Design Study, requesting that the Commission accept the report, and informed the Commission that a recommendation would be forthcoming. Commissioner Dougherty discussed the Whiteoaks area, and suggested that it be incorporated into the Community by adding sidewalks and pedestrian access to the Creek Trail. Mr. Piasecki noted this request and mentioned that currently plans are being reviewed to provide pedestrian access to the Whiteoaks area.
