TUESDAY Minutes September 10, 1991 The Planning Commission of the City of Campbell convened this day in regular session, at 7:30 p.m., in the City Hall Council Chambers, 70 North First Street, Campbell, California, and the following proceedings were had to wit: ROLL CALL Commissioners Present: Chairperson lane Meyer-Kennedy Commissioner Robert Dougherty Commissioner lay Perrine Commissioner I. (Bud) Alne Commissioner Alana Higgins Commissioner Mark Wilkinson Commissioners Absent: Commissioner David Fox Staff Present: Director of Planning, Steve Piasecki Senior Planner, Randy Tsuda City Attorney, Bill Seligmann Deputy Public Works Director, Bill Helms City Engineer, Joan Bollier Reporting Secretary, Karon Shaban APPROVAL OF THE MINUTES On motion of Commissioner Perrine, seconded by Commissioner Dougherty, the minutes of the Planning Commission meeting of August 13, 1991, were unanimously approved, as submitted, (6-0-1), Commissioner Fox being absent. COMMUNICATIONS: There were no items of communication. ORAL REOUESTS: There were no Oral Requests. AGENDA MODIFICATIONS OR POSTPONEMENTS There were no modifications or postponements. Planning Commission Minutes 2 September 10, 1991 CONSENT CALENDAR M 91-08 (S 91-07) Anderson, K. Consider the application of Mr. Kurt Anderson, for approval of a revised Development Schedule allowing the phasing of a previously approved Site and Architectural Application to allow the construction of four single- family homes on properties located at 1265-1271 Burrows Road, in an R-l-10 (Single-Family Residential) Zoning District. Chairperson Meyer-Kennedy read the application into the record, and asked if anyone would like to pull this item off the Consent Calendar. There was no response. MOTION: On motion of Commissioner Dougherty, seconded by Commissioner Perrine, it was unanimously ordered that M 91-08 be approved, subject to the recommended Conditions of Approval, (6-0-1) Commissioner Fox being absent. Chairperson Meyer-Kennedy called upon the Deputy Public Works Director, Mr. Bill Helms, to introduce a new member of the Public Works Staff. Mr. Helms introduced Joan Bollier, new City Engineer, noting that she would be representing the Public Works Department at future Commission meetings. The Commission welcomed Ms. Bollier, and she expressed appreciation for the recognition. Chairperson Meyer-Kennedy adjourned the meeting at 7:40 p.m., and reconvened in the Ralph Doetsch Conference Room, 70 North First Street, Campbell, California, at 7:42 p.m., to discuss Item Nos. 2 and 3, as follows: 2. Briefing on Congestion Management Agency Mr. Steve Piasecki, Director of Planning, presented a written executive summary of the Congestion Management Plan, and provided a brief oral report discussing the following: Implementation of California State Legislation initiating a change to the State's transportation planning process, increasing the funding for California's transportation system by raising gas taxes and a small portion being raised by bonds. Planning Commission Minutes September 10, 1991 The legislation would require urbanized counties to prepare an annual Congestion Management Program or be faced with losing gas taxes revenues. The link between traffic ¢on§est~on, noise and air quality. Concerns relating to creating a "sprawl effect." Formation of one agency having representation from each city to investigate a congestion management plan was beneficial from the standpoint that for the first time cities are uniting to solve a common problem. Establishment of a common method of measuring Levels of Service (LOS). Further, the Planning Director drew attention to the summary contained in the staff report, discussing: Baseline of the plan will be determined by current data including any projects approved, but not yet built, since April 17, 1991. Commended John Ashworth for his representation on the Congestion Management Agency. Any project generating more than 100 or more peak-hour trips a day would require an extensive traffic study. Degradation of intersections would be a violation of the plan. The Congestion Management Agency will have the final say in transportation matters. Commission Discussion: The following concerns were discussed between Commissioners and staff: Increased expenses for developers. Sprawling of development projects. Negotiating benefits between cities relating to increasing traffic on other city streets. Moratorium on growth. Duplication and accuracy of data. Increase of application fees. 3. Briefing on Department of Planning Work Plan. Randy Tsuda, Senior Planner, presented an oral outline of the Planning Planning Commission Minutes 4 September 10, 1991 Department's proposed work schedule for the upcoming year, as follows: Congestion Management. North of Campbell Avenue (NOCA) Area: Outlined the conceptual proposal for a mixed use, that would include a retail center, an office use, a 445 unit residential use, and a day care use. Mr. Tsuda noted that a detailed design will be reviewed and that an Environmental Impact Report (EIR) would be necessary. He displayed a map of the NOCA Area. McGlincey Lane Expansion Area and the development of the Winchester Drive-in site: The Redevelopment Area will include the Winchester Drive-in site. A 45-day public review period is scheduled to begin on September 19, 1991, for McGlincey Lane Expansion Area and the Central Campbell Redevelopment Plan. The Draft Environmental Impact Report and the Redevelopment Area Expansion will hold an informational meeting on October 16, 1991. Public Hearing before the Planning Commission is scheduled for October 24, 1991. A Public Information meeting scheduled for October 14, 1991, with the Final Environmental Impact Report scheduled for release in November. The Home Depot Project. Generation of General Plan Amendments to address Land Use, Transportation, Air Quality, and Noise. The intention is to implement concepts established in the Community Design Study, including the O'Connor site, the Pruneyard site and the Prometheus site. Development intensity may require limiting the floor area ratio of future developments. Development of a detailed streetscape standard. Commission Discussion: The Commission discussed the work plan, as follows; The effect Highway 85 upon traffic. The proposed Light Rail Project and public right-of-way. Mr. Bill Helms, Deputy Public Works Director, informed the Commission that the route selection has been fixed, and that Southern Pacific Railroad and the Light Rail will share the same tracks. Planning Commission Minutes 5 Se~ptember 10, 1991 REPORT OF THE PLANNING DIRECTOR The report of the Planning Director was accepted. Director Piasecki discussed the Open Space Implementation Plan, pointing out that Council is requesting a more detailed financial plan prior to action, and that there have been no acquisitions of property at this time for parks. ADIOURNMENT The Planning Commission meeting was adjourned by the Chairperson at 8:45 p.m., to the next regularly scheduled meeting of September 24, 1991, at 7:30 p.m., in the City Council Chambers, 70 North First Street, Campbell, California.
