Campbell Avenue. The project site is located two parcels west of Winchester Boulevard on the south side of Campbell Avenue. The site is surrounded by a single-family residence to the west, a commercial office building to the east, residential uses to the south and the Campbell Community Center to the north across Campbell Avenue. Staff Report - Planning Commi& ~ Meeting of April 10, 2001 PLN2001-24- 72 W. Campbell Ave. Page 2 of 2 Background: The building on this property was originally built as a residence, as many of the buildings along this stretch of Campbell Avenue were. In 1997, the Community Development Director found that the conversion of the residence to an office building in the front part of the building and storage in the rear part of the building had obtained legal non-conforming status. In 1998, the owner of Signature Images purchased the building with plans to use it as a studio, office, and storage facility for the various pieces of equipment and props used in their environmental photography business. Although this site has a parking deficiency based on the size of the building, the actual use of the property does not generate substantial parking demand and the legal non-conforming status does not require more parking to be provided unless the structure were being enlarged. ANALYSIS General Plan Designation: Professional Office. The General Plan land use designation for the project site is Zoning Designation: The zoning designation for the project site is P-O (Professional Office). The proposed project is consistent with the zoning designation and is considered a legal non- conforming use with regards to the parking requirements. Site Layout and Architecture: The applicant is proposing to remodel the front fagade of the building to be more aesthetically pleasing. The remodel would include changing the roof pitch, adding an entry trellis, front planter boxes, cultured stone wainscoting, a new door and sidelights, a new gable vent, and new exterior lighting fixtures. Trees/Landscaping: Due to site constraints and the need for parking, there is little front yard landscaping. The applicant proposes new planter boxes and small landscaped strips in the parking area where feasible. Site and Architectural Review Committee: The Site and Architectural Review Committee reviewed this application at its meeting of March 13, 2001, and is supportive of the submitted plan.
