Campbell Avenue Date: October 12, 2001 A neighborhood meeting was held at Campbell Church of Christ on October 11, 2001. Two neighbors Frank Anzalone and John Emery were in attendance as well as Tim Haley, Matthew Jue, Peter Eakland (Traffic Consultant), Shawn Stuart(CCS), Dianne Carroll (CCS) and a Church Elder. The current circulation system that uses Hedegard Ave. only was concluded to be the most desirable from a safety standpoint and the school's perspective. The school representatives committed to investigating alternative circulation patterns with the consideration of a permanent building. They additionally would pursue opening the Campbell Ave. driveway up during orientation, open houses, and special events. Opening this driveway during normal school hours was felt to present too many safety risk. Frank Anzalone felt they should pursue opening the driveway with the addition of crossing guards. James Malone the adjacent neighbor sent a letter expressing his desires to open the Campbell Avenue driveway and to investigate a drop off circular drive from Campbell Avenue. cc: Matthew Jue Campbell Christian Schools "Building A Firm Foundation" 9-24-01 Fellow Neighbors: As many of you may know, we have been in the process of expanding our church and school body at the Campbell Church of Christ and Campbell Christian school located at 1075 West Campbell Ave. We realize that there have been some concerns regarding traffic issues in and around the property, especially during the high traffic times of 7:30 AMto 8:15 AM and 2:10 PM and 2:45 PM. Campbell Avenue Dear Kevin: The Planning Division has reviewed your Building Division submittal for the placement of a second modular classroom on the referenced property in light of the conditions of approval and the Planning Commission's approval. Please provide additional information or modifications as indicated below: I. The trash enclosure detail indicates a chain link fence with mesh vinyl slates. Please indicate the color to match buildings and provide clarification of the "barbed selvage". Is such barbing necessary or desirable? 2. The landscape plan does not indicate the size of plant materials. The condition of approval required 24 inch boxed trees and shrubs typically are a minimum five gallon size. A planting detail should be provided for the trees and shrubs. 3. Are the proposed trees within tree wells or planting containers? 4. Additionally a means of irrigation needs to be shown, for the trees. 5. It is recommended that a larger shade type of tree be proposed in lieu of the crape myrtles. The selected crape myrtle tends to be more of an accent tree and is susceptible to mildew in the north exposure of a building and 6. Please provide a detail of the benches. CAMPBELL AVENUE IN A P-F (PUBLIC FACILIITES). APPLICATION OF MR. KEVIN ORD, ON BEHALF OF CAMPBELL CHRISTIAN SCHOOL. FILE NO. PLN2001-66. After notification and public heating, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application PLN2001-66: 1. The proposed project is consistent with the Public/Semi-Public land use designation of the General Plan and the Public Facilities Zoning District. The proposed classroom of 960 square feet and 30 students, as conditioned, is well designed and architecturally compatible with other developments in the surrounding area and is consistent with the development standards for interim semi-public uses. 3. The proposed project is compatible with the adjacent residential and public-semi public uses. 4. The proposed classroom placement is centrally located on the site to minimize noise and activity impacts _on adjacent residential uses. 5. The revision to the parking lot and driveways addresses the on-site circulation needs of the new classrooms. A significant portion of the peak hour traffic volume is generated by the school. The proposed project would increase traffic in the vicinity of Victor and Campbell Avenues by twelve percent (12%). This increase in traffic would be at least partially mitigated by future signalization at the intersection of Victor and Campbell Avenues. The contribution for participation in a future signalized intersection at Victor and Campbell Avenues is proportional to the anticipated traffic volumes associated with the expansion of the classrooms. · Planning Commission Rest ion No. 3364 PLN2001-66 - 1075 W. Campbell Avenue - Modification to Use Permit - Modular Classroom Page 2 o The project is not located in a particularly sensitive environment; and no substantial evidence has been presented to suggest that there is a reasonable possibility that significant environmental impacts would result from the project, as conditioned, due to unusual circumstances or from the cumulative impacts of successive projects of the same type in the same place. Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed project will aid in the enhancement and the harmonious development of the immediate area. The establishment, maintenance, or operation of the use will not be detrimental to the public health, safety, peace, morals, comfort or general welfare of persons residing or working in the neighborhood of such proposed use, or be detrimental or injurious to property and improvements in the neighborhood or to the general welfare of the City. 2. The subject site is adequate in size and shape to accommodate the proposed uses and integrate them with the uses in the surrounding area. 3. The subject site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic such uses would generate. 4. The proposed uses are compatible with the uses in the area. 5. There is a reasonable relationship and a rough proportionality between the Conditions of Approval and the impacts of the project. 6. There is a reasonable relationship between the use of the fees imposed upon the project and the type of development project. 7. There is a reasonable relationship between the need for the public facilities for which fees are being imposed and the type of development project. 8. There is a reasonable relationship between the amount of the fees being imposed and the cost of the public facilities attributable to the project. The subject site is adequate in size and shape to accommodate the proposed uses and integrate them with the uses in the surrounding area. 9. The subject site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic such uses would generate. 10. The proposed uses are compatible with the uses in the area. 11. There is a reasonable relationship and a rough proportionality between the Conditions of Approval and the impacts of the project. Campbell Avenue - Modification to Use Permit - Modular Classroom Page 3 Where approval by the Director of Community Development, City Engineer, Public Works Director, City Attorney or Fire Department is required, that review shall be for compliance with all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and regulations and accepted engineering practices for the item under review. Additionally, the applicant is hereby notified that he/she is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to this development and are not herein specified. COMMUNITY DEVELOPMENT DEPARTMENT Planning Division: Approved Prqject: Approval is granted to allow the placement of a new 960 square-foot one- story classroom at 1075 W. Campbell Avenue. Project approval shall substantially comply with project plans prepared by Sugimura & Associates Architects, dated February 9, 2001, except as modified by the Conditions of Approval herein. The applicant shall obtain approval of additional classrooms in subsequent approvals based upon a further analysis of increased traffic due to the school's expansion. Applicant shall work with staff and interested neighborhood representatives to consider ways to improve the traffic circulation for this site. 2. Temporary Approval: Approval of the modular classroom is for a period of 4 years and shall expire June 20, 2005. o Landscape and Irrigation Plans: The applicant shall submit four (4) sets of landscape and irrigation plans to the Planning Division, prior to the issuance of building permits, for review and approval by the Community Development Director. Landscape and irrigation plans shall be consistent with the City's Water Efficient Landscaping Standards (WELS). The plans must also incorporate: a. Addition of approximately three shade trees (24 inch box size) and a turf area north of the modular classroom buildings. b. All landscape areas to be irrigated by an automatic sprinkler system. ° Mechanical Equipment: All roof mounted and ground mounted equipment, i.e. air conditioning units, shall be screened with architecturally compatible materials and located to minimize any negative visual impact, subject to approval by the Community Development Director, prior to the issuance of building permits. o Garbage Collection: Prior to the issuance of building permits, the existing freestanding dumpster in the parking lot and any additional trash enclosures necessary to serve the classrooms shall be relocated to an approved trash enclosure area. The expansion shall include the construction of a concrete floor or asphalt no less than six inches in depth surrounded by a minimum six-foot solid wall or fence and having a gate. Campbell Avenue - Modification to Use Permit - Modular Classroom Page 4 o Sign Permits: No signage is approved as a pan of the development application approved herein. The applicant shall submit a sign permit application for any new signs and shall not install the signs until the sign permit is approved by the Community Development Director as specified in Chapter 21.53 (Sign Ordinance) of the Campbell Municipal Code. Modification Approval Expiration: The Modification to the Previously-approved Conditional Use Permit approval (PLN2001-66) for this project is valid for a period of one (1) year from the Planning Commission approval. The applicant must secure the first building permit within one year of the Planning Commission's approval. 8. Revised Parking and Driveways: All parking and driveway areas shall be developed in compliance with the standards in Chapter 21.50 of the Campbell Municipal Code. Prior to the issuance of building permits for the modular building the applicant shall submit a revised parking layout plan providing an 8 to 10 foot loading and unloading area east of the modular classroom entrances and the shorting of the parking aisles by 9 feet to the east. 9. Property Maintenance: The property is to be maintained free of any combustible trash, debris and weeds at all times. Buildin~ Division: 10. Permits Required: A building permit application shall be required for the proposed structure. The building permit shall include Electrical/Plumbing/Mechanical fees when such work is part of the permit. Prior to performing any work, the applicant shall make application to, and receive from, the Building Division, all applicable construction permits. 11. Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet of construction plans submitted for building permit. 12. Size of Plans: The maximum size of construction plans submitted for building permits shall be 24 inches by 36 inches. 13. Plan Preparation: This project requires plans prepared under the direction and oversight of a California Licensed Engineer or Architect. Plans submitted for building permits shall be "wet stamped" and signed by the qualifying professional person. 14. Site Plan: Application for building permit shall include an accurate site plan that identifies property lines and proposed structures with dimensions and elevations as appropriate. The site plan shall also include site drainage details. The site address and parcel numbers shall be clearly called out. Planning Commission Rest ,~on No. 3364 PLN2001-66 - 1075 W. Title 24 Energy compliance: California Title 24 Energy Standards Compliance forms shall be blue-lined on the construction plans. Compliance with the Standards shall be demonstrated for conditioning of the building envelope and lighting of the building. 16. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the architect or engineer of record shall prepare an inspection program that shall be submitted to the Building Official for approval prior to issuance of the building permits, in accordance with U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms fi.om the Building Inspection Division Counter. 17. Title 24 Accessibility - Commercial: On site general path of travel shall comply with the latest California Title 24 Accessibility Standards. Work shall include but not be limited to accessibility to building entrances fi.om parking facilities and sidewalks. 18. Title 24 Accessibility - Commercial: Projects seeking to use the Title 24 Hardship exemption clause shall blue-line completed, City of Campbell "20%" exemption form on submitted construction plans. Form is available at Building Division service counter. 19. Approvals Required: The project requires the following agency approvals prior to issuance of the building permit: a. West Valley Sanitation District (378-2407) b. Santa Clara County Fire Department (378-4010) PUBLIC WORKS DEPARTMENT 20. Preliminary Title Report: Prior to issuance of any grading or building permits for the site, the applicant shall provide a current Preliminary Title Report. 21. Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant shall execute a street improvement agreement and shall cause plans for public Street Improvements to be prepared by a registered civil engineer, pay various fees and deposits, post security and provide insurance necessary to obtain an encroachment permit for construction of the standard public street improvements, as required by the City Engineer. The fee for a non-utility encroachment permit application is currently $245.00. The plans shall include the following: a. Removal of the existing driveway approach on Campbell Avenue at the southwesterly comer of the property and installation of a new ADA compliant approach. b. Construction of conforms to existing public and private improvements, as necessary. 22. Traffic Mitigation: Prior to issuance of permits for the current application, the applicant is required to execute an appropriate agreement, approved by the City Attorney, to assure its financial participation for construction of a Campbell/Victor traffic signal which is estimated to be $150,000. A significant portion of the peak hour traffic volume is generated by the school. The traffic volume will increase with the proposed expansion of the school. · Planning Commission Rest ,ion No. 3364 PLN2001-66 - 1075 W. Campbell Avenue - Modification to Use Permit - Modular Classroom Page 6 Therefore, a traffic signal may need to be installed in the future when funds are available. When the traffic signal is constructed, the school will be required to pay its proportionate share of the cost. 23. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals, permitting, and fee requirements of the serving utility companies. 24. Drainage System: Prior to issuance of any building permits, the applicant shall depict the on- site Drainage System, on their Site Plan. 25. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permitting requirements and the California Storm Water Best Management Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water District and the City of Campbell Municipal Code regarding Storm Water Pollution Prevention. This may include the installation of fossil filters or other appropriate measures to improve the quality of surface water runoff. FIRE DEPARTMENT 26. Required Fire Flow: The required fire flow for this project has been calculated at 1,500 gpm at 20 psi residual pressure. The required fire flow is available from area water mains and fire hydrant(s), which are located at the required spacing. PLN2001-66 Public Hearing to consider the application of Mr. Kevin Ord, Ord, K. on behalf of Campbell Christian School, for approval of a Modification (PLN2001-66) to a previously-approved Conditional Use Permit (UP 75-15) to allow the placement of three modular classrooms at Campbell Christian School on property located at 1075 W. Campbell Avenue in a P-F (Public Facilities) Zoning District. This project is Categorically Exempt. Planning Commission decision final in 10 days, unless appealed in writing to the City Clerk. Mr. Tim J. Haley, Associate Planner, presented the staff report as follows: · Advised that this application seeks approval of a Modification to a previously approved Conditional Use Permit to allow placement of a modular classroom at Campbell Christian School. · Said that the original request was for three modular classrooms over the next three years however staff's recommendation is for one modular classroom as the traffic analysis prepared can support one classroom. · Advised that this classroom will accommodate 30 additional students to the school and one teacher. This raises the enrollment fi.om 243 to 274. The modular classroom will be located north of the existing modular classroom, toward the center of the site. Staff is recommending Conditions of Approval to screen the trash enclosure. Adequate parking is provided on site to serve this use. Reminded that the school came before the Commission last summer and received approval for a modular unit. Informed that the school will be preparing a plan to have permanent buildings constructed by 2004/05. Said that the General Plan Designation for the site is Public/Semi-Public and the zoning is PF (Public Facilities). Recommended adoption of a Resolution approving this request with the revised findings provided this evening as a desk item. Commissioner Gibbons asked whether signalization would occur any time soon. Mr. Tim J. Haley advised that the need for signalization has been identified but funding is not included within the City's Capital Improvement Plan at the present time. Commissioner Gibbons asked if the applicants met all Conditions for the building approved last summer. Mr. Tim J. Haley replied that all requirements were met except the installation of a trash enclosure, which is being added to this project approval. Planning Commission Minm~o of June 26, 2001 Page 9 Commissioner Francois follows: · presented the Site and Architectural Review Committee report as SARC reviewed this proposal on June 12, 2001, was supportive of this request with the addition of an 8 to 10 foot pedestrian buffer in front of this classroom and a request for a letter of intent for long-term development plans. Added that SARC is recommending that the approval of this temporary use not exceed five years. Chair Lindstrom opened the Public Hearing for Agenda Item No. 3. Mr. John Emery, 91 Victor Avenue, cami~bell: · Reminded that last year, the modular building was actually in place on site prior to the school's receiving City approvals. · Asked what sort of traffic analysis was conducted since traffic in the area is horrendous. · Stressed that there have been problems with the use of this church site over the last 20 years as far as its impact on traffic in the area. · Expressed that the church/school have no regard for the neighborhood whatsoever and that only one access is used while the Campbell Avenue driveway is blocked off. · Added that he has resided in the neighborhood for over 44 years. · Asked for denial of this request. Commissioner Gibbons asked staff if both driveways are used. Mr. Tim J. Haley replied that only the driveway off Hedegard is used and that is what was considered during the preparation of the traffic analysis. The driveway off Campbell is equipped with an emergency gate. Mr. Sean Stewart, Co-Director, Campbell Christian School: · Clarified that the Campbell driveway is closed during school hours. One reason not to use this driveway is to prevent traffic from stopping on the busy Campbell Avenue. Said that they have a drop off system in the morning from 7:45 to 8:15 a.m. where about 130 cars bring students on site. The afternoon pick up runs from 2:25 to 2:45 p.m. with about 120 cars. There is never standing traffic and staff helps unload the students promptly from their family vehicles. Added that they advised parents not to park off campus. Commissioner Francois asked Mr. Stewart how parking for events such as Back-to-School Night is handled. Mr. Sean Steward replied that there is adequate on-site parking to handle such event parking. Commissioner Gibbons said that she is supportive of this request but wondered what the largest crowd would be for an event on-site. Mr. Scan Steward said that the maximum number of students is 340. There are 210 elementary school students and 72 pre-school students. Added that when there are special concerts, the Planning Commission Minm,.~ of June 26, 2001 Page 10 attendees are staggered to arrive alphabetically. Said that not all car spaces on site are utilized at any given time. Commissioner Gibbons said that she is very sensitive to neighborhood traffic problems. Said that bringing 200 cars each morning and evening onto Hedegard are a lot. Suggested some sort of traffic plan. Mr. Geoff I. Bradley said that it had been considered having traffic leave via the Campbell Avenue driveway. However, to do so cuts the school in half and would result in both pedestrian and vehicular traffic within the same area, which would be hazardous to the safety of students. Mr. Sean Steward stressed that the school is willing to work with staff to provide the safest circulation. Commissioner Gibbons suggested a Condition of Approval requiring the applicant to work with the neighbors and Public Works and Planning Staff to work out traffic issues. Mr. Sean Steward stated that he agreed that traffic is fast on Hedegard but that not all of this traffic is related to their school. Said that he wants to meet the neighborhood needs. Chair Lindstrom closed the Public Hearing for Agenda Item No. 3. Motion: Upon motion of Commissioner Gibbons, seconded by Commissioner Francois, the Planning Commission adopted Resolution No. 3364 approving a Modification (PLN2001-66) to a previously approved Conditional Use Permit (UP75-15) to allow the placement of one 940 square-foot modular classroom at Campbell Christian School on property located at 1075 W. DISCUSSION Applicant's Proposal: The applicant is requesting approval of a Modification to a previously approved Conditional Use Permit (UP 75-15) to allow the placement of a new modular classroom building at Campbell Christian School located at 1075 W. Campbell Avenue. The project site is located on the north side of W. Campbell Avenue, west of its intersection with Victor Avenue. The school site is surrounded by Coventry School to the west and single-family residences to the north, east and south. Background: In 1966 and 1975, the Planning Commission approved Conditional Use Permits (UP 66-15) and (UP 75-15) allowing the establishment of a day nursery and classrooms in conjunction a church on the project site. Last year, the Planning Commission approved a modification to these previous approvals (PLN 2000-89) to allow the placement of a modular classroom to accommodate another class with a maximum of thirty students and a faculty member. At that time, the applicant indicated their intent to return to the Commission to obtain subsequent approvals of other classroom buildings over the next 3 years for a total of four modular classrooms. The school and church plan on constructing a permanent building in 2004/2005 to accommodate needed classroom space. ANALYSIS General Plan Designation: The General Plan land use designation for the project site is Public/ Semi-Public. The proposed classroom will be used by the existing private school, which is a permitted use in the Public/ Semi-Public General Plan land use designation. Therefore, the proposed project is consistent with the General Plan. Zoning Designation: The zoning designation for the project site is Public Facilities (P-F). The proposed classroom will serve the school, which is a conditionally permitted use under the P-F zoning ordinance. Therefore, the proposed project is consistent with the Zoning Ordinance. Use: The proposed project entails the placement of a second modular classroom and the subsequent placement of two additional classrooms over the next two years. The new classroom is intended to provide additional educational space to accommodate an additional class that could accommodate a total of 30 additional students and a new staff member. The school's current enrollment of 243 students would increase to 274. Staff is recommending approval of one classroom at this time. Future installations of additional modular buildings will require approval by the Planning Commission. Site Layout and Architecture: The proposed classrooms are to be located just north of the modular classroom approved last year by the Planning Commission. The proposed classroom grouping is situated towards the center of the site adjacent to Coventry School and the westerly property line. Campbell Avenue -- Campbell Christian School Classroom Page 3 The proposed classroom is a simple rectangular building with a shed roof. The window and door are shown on the east elevation facing the parking area. Trees/Landscaping: The proposed project will provide 24 percent landscape coverage of the net site area. A conceptual landscaping plan has been submitted proposing the addition of a planting hedge along the westerly property line and container shrubs adjacent to the classrooms. Staff is recommending a condition of approval requiring the submittal of a more detailed landscape plan that provides shade trees and a turf area adjacent to the classrooms. This area may be accommodated between the proposed modular classrooms. Trash enclosure: The trash and recycling containers are currently situated in the parking area without a designated trash enclosure area. Staff is recommending a condition of approval that requires the applicant/property owner to provide a screened trash enclosure area in a manner and location as approved by the Community Development Director. Parking: The proposed site plan provides a total of 224 parking spaces, which exceeds the parking requirement for the church assembly area of 141 spaces per the Campbell Municipal Code Parking Ordinance. Staff and the Site and Architectural review Committee is recommending the elimination of six parking spaces to improve the drop off area for students. The Site and Architectural Review Committee is recommended elimination of six parking spaces along the entrances to the modular classrooms. With these modifications, on-site parking will still significantly exceed the parking needs for the project site. Traffic Analysis: A traffic analysis of the proposed expansion was prepared by CCS Planning and Engineering on May 21, 2000 and is attached for the Commission's review. The report identifies the highest traffic volumes during early morning peak during school arrivals. The expansion of an additional classroom is anticipated to increase traffic by 12 percent. The existing circulation improvements in the neighborhood will operate within acceptable operational levels and on-site circulation and parking is determined to be adequate. This report does not analyze the addition of three classrooms. Site and Architectural Review Committee: The Site and Architectural Review Committee reviewed this application at its meeting of June 12, 2001, and is supportive of the project as proposed subject to the following modifications: a. Provision of an eight to ten foot pedestrian buffer in fi'ont of the proposed classrooms for improved pedestrian safety thus reducing the number of on-site parking spaces by six spaces, and b. Submittal of a letter of intent describing the long term plans to construct a permanent classroom building and the recognition that the modular classrooms are a temporary building solution not to exceed a five-year approval. This increase in traffic would be at least partially mitigated by future signalization at the intersection of Victor and Campbell Avenues. The contribution for participation in a future signalized intersection at Victor and Campbell Avenues is proportional to the anticipated traffic volumes associated with the expansion of the classrooms. The project is not located in a particularly sensitive environment; and no substantial evidence has been presented to suggest that there is a reasonable possibility that significant environmental impacts would result from the project, as conditioned, due to unusual circumstances or from the cumulative impacts of successive projects of the same type in the same place. The establishment, maintenance, or operation of the use will not be detrimental to the public health, safety, peace, morals, comfort or general welfare of persons residing or working in the neighborhood of such proposed use, or be detrimental or injurious to property and improvements in the neighborhood or to the general welfare of the City. The subject site is adequate in size and shape to accommodate the proposed uses and integrate them with the uses in the surrounding area. The subject site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic such uses would generate. The proposed uses are compatible with the uses in the area. There is a reasonable relationship and a rough proportionality between the Conditions of Approval and the impacts of the project. There is a reasonable relationship between the use of the fees imposed upon the project and the type of development project. There is a reasonable relationship between the need for the public facilities for which fees are being imposed and the type of development project. The applicant shall submit a sign permit application for any new signs and shall not install the signs until the sign permit is approved by the Community Development Director as specified in Chapter 21.53 (Sign Ordinance) of the Campbell Municipal Code. Modification Approval Expiration: The Modification to the Previously-approved Conditional Use Permit approval (PLN2001-66) for this project is valid for a period of one (1) year from the Planning Commission approval. The applicant must secure the first building permit within one year of the Planning Commission's approval. 8. Revised Parking and Driveways: All parking and driveway areas shall be developed in compliance with the standards in Chapter 21.50 of the Campbell Municipal Code. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals, permitting, and fee requirements of the serving utility companies. 25. Drainage System: Prior to issuance of any building permits, the applicant shall depict the on-site Drainage System, on their Site Plan. 26. The proposed modular structure would be situated in the southwest corner of the existing parking area. Campbell Christian School is a private school, which provides instruction for primary and elementary school children and is located on property owned and jointly occupied by the Campbell Church of Christ. The project site is located near the northwest corner of Campbell and Victor Avenues, taking access from West Campbell and Hedegard Avenues. Background: On September 16, 1966, the Planning Commission Adopted a Resolution approving a Conditional Use Permit (UP66-15) to allow the establishment of a day nursery at this location, serving children one to five years of age from the hours of 7 a.m. to 6 p.m. In 1976, the Planning Commission adopted Resolution No. 1488 granting a Use Permit (LIP 75-15) which allowed the construction of a new classroom building, a new office building and an outdoor learning area, along with the partial remodeling of the existing structure. In 1987 the Planning Commission approved an auditorium building as a modification (M 87-25) allowing the construction of a 4,744 square foot multi-purpose building. ANALYSIS General Plan Designation: The General Plan land use designation for the project site is Public/Semi-Public. The modular building for use as a classroom building is consistent with the General Plan. Zoning Designation: The zoning designation for the project site is PF (Public Facilities). The modular building for classroom space is a use that is consistent with the zoning district, subject to approval of a conditional use permit. There are currently 55 children in the day care/nursery school and 188 students (kindergarten to fifth grade) in the grade school. There are 25 staff members on site. The school is currently at capacity and needs this additional classroom space for the 2000/2001 school year. The school also projects the need for one additional classroom per year over the next three years, for a total of four modular classroom buildings. The school and church plan to build shared permanent buildings in 2004/2005 and then remove these temporary modular buildings. The new modular classroom will be occupied by an adult instructor and up to a maximum of 30 third, fourth or fifth grade students. It is anticipated that traffic impacts will be minimal since many of these older students already have younger siblings enrolled in the school so parents will be dropping off multiple children per vehicle. Staff is recommending that the applicant return to the Planning Commission next year with a phasing plan and traffic analysis for the further expansion beyond the first modular building. Layout and Landscaping: The proposed location would not create additional noise impacts on adjacent residences to the north or east as it would be located near the existing classroom building adjacent to an existing public school to the west. The placement of the modular classroom will not reduce the existing landscaping and does not significantly impact the parking as the provided parking exceeds the parking requirement. Staff is recommending the introduction of a triangular landscape area adjacent to the building to soften the appearance of the modular building towards the Campbell Avenue frontage. Design: Building elevations depict the classroom as a simple rectangular structure shown with vertical plywood siding painted to match existing buildings. Minimal windows are indicated on the east and west elevations. Staff is recommending that an additional window be introduced along the north elevation. Parking and Circulation: The site provides 262 parking spaces for both church and school facilities. The placement of the classroom will eliminate approximately 7 parking spaces. The loss of 7 parking spaces is not considered significant relative to the overall parking facilities. The church and school uses have different times of peak usage. The peak usage for the school is during the weekdays, while peak usage of the church is on Sundays. The combination of uses allows for sharing the existing parking facilities. As previously discussed, the site takes access from West Campbell and Hedegard Avenues. Access from Hedegard Avenue is taken via Victor Avenue. The increase represents a 12 percent increase in persons travelling to and from the site, and a corresponding increase in traffic can be expected. No changes will occur in the existing vehicular circulation to, from, or within the school facilities. All vehicles access the parking lot via Hedegard Avenue. The intersection of Hedegard Avenue and Victor Avenue is unsignalized, with stop signs on the Hedegard Avenue approaches. The project will decrease the number of parking spaces by 25, but the remaining 216 spaces exceeds by 53 percent the City requirement of 141 spaces. ', In the AM peak period, approximately 375 vehicles pass through the unsignalized intersection of Victor Avenue at Hedegard Avenue, of which 76 percent are school-related. A high percent of the school-related traffic (68%) travels to or from the school site via the section between Campbell Avenue and Hedegard Avenue. Some minor queuing exists for left turn movements. The northbound left turn movement into the school rarely exceeds two vehicles as this movement has priority over all conflicting traffic except southbound through and right turn movements, which are relatively low in volume, a total of approximately 80 vehicles per hour. The greatest impact of the increase in trips will be approximately a three-second increase in delay for eastbound left turn movements during the AM peak period. Based on the traffic analysis, no noticeable impacts for local traffic on Victor Avenue is expected. Some slight delays for northbound through and right turn traffic may occur if there is parking on the east side of Victor Avenue near the Hedegard intersection. As no parked vehicles were observed in this location, it is probably unnecessary to post no parking signs. However, a no parking zone of approximately 100 feet would be appropriate if frequent blocking of traffic by parked vehicles is observed. Also, existing on-site circulation for peak period school traffic does not create any potential for queues extending onto public streets. Campbell Christian School Expansion CCS Traffic Analysis ES-1 May 21, 2001 Section 1 INTRODUCTION PROJECT SITE The Campbell Christian School is located on the north side of Campbell Avenue immediately west of Victor Avenue, and the site includes a church facility. The parking lot is located at the rear of the site. A driveway on Campbell Avenue is located on the west side of the site, but this driveway is not utilized, and the primary access is via Hedegard Avenue, which is accessed from Victor Avenue. Hedegard Avenue is approximately 300 feet north of Campbell Avenue. Two residences are located on Victor Avenue on each side of the street between Campbell Avenue and Hedegard Avenue. There is one residence on each side of Hedegard Avenue between Victor Avenue and the entrance to the school. Figure 1 shows the location map for the project site. Victor Avenue is a local street with a curb-to-curb width of 40 feet. The Victor Avenue/Hedegard Avenue intersection has a crosswalk on the south side and no left mm lanes. It is the only street that extends from Campbell Avenue to Latimer Avenue between San Tomas Expressway on the east and San Tomas Aquino Road on the west and, thus, attracts some cut- through traffic. Residents in the past have expressed concern about speeding vehicles on the street. , The parking lo~ currently t~as 249/]spaces (241 standard and 8 handicapped), which is 77 percent above the City s requiremeh, t_o~141 spaces based on the seating capacity and size of the church. Operating hours of the school ar~nda~riday t~r~m 8:00 am to 2:30 pm although many day care students arrive earlier, knee morning and leave l'~r in the afternoon. These operating hours do not overlap with scheduled church activities. The proposed project, as shown in Table 1, will increase the school enrollment by 30 pupils from 188 to 218. Classes will be offered to Kindergarten to Fifth Grade pupils. The overall number of persons arriving and leaving the campus each day, which includes staff, pupils, and day care children, will increase by 12 percent from 268 to 299. Congestion has been observed during the morning peak from left turn movements both to and from the site. The City Traffic Engineer asked that the traffic analysis include the following topics: existing plus anticipated student and employee numbers, average arrival rates, arrival patterns and distribution, and a general description of traffic circulation. Campbefl Christian School Expansion Traffic Analysis eCS May 21, 2001 Section 2 DATA COLLECTION AND PROJECT TRAFFIC DATA COLLECTION Data collection for the study included two traffic volume counts, as follows: · Manual turning movement counts at the intersection of Victor Avenue and Hedegard Avenue for the peak traffic period for both the opening and closing of regular school hours. · Machine counts for one-week on Hedegard Avenue between Victor Avenue and the school entrance. Raw data for both counts are provided in Appendix A to the report. The manual counts indicate that, as the City staff reported, that the peak period for traffic at the Victor Avenue/Hedegard Avenue occurs during the AM peak period. Total traffic entering the intersection during a 5- minute period exceeds 60 vehicles for 15 minutes (7:45-8:00 am) and the two 5-minute periods on each side of this period have approximately 40 vehicle movements. Otherwise, no 5-minute intersection volume is higher than 20 vehicles. Overall, 76 percent of the traffic was observed to be school-related during the 55 minutes when data were collected, with 68 percent (189 vehicles) coming from or going to Campbell Avenue and almost all of the remaining traffic (88 vehicles) coming from or going to the north. During the highest five minutes of school-related traffic, the traffic flow rates were 3.6 vehicles to or from the north and 9.2 vehicles to or from the south. Traffic going to or from the west was minimal. During the data collection period, approximately 10 percent was northbound through traffic, which likely is cut-through traffic. The PM peak period for school traffic does not coincide with peak travel demand on the overall street network. Regular school ends at 2:30 pm. Most vehicles arrive in the 10 minutes preceding the end of school. The school-related traffic volumes are significantly less for the end of school compared to the beginning of school. In the morning, drop offs occur for both day care and regular school at the same time, while in the afternoon most day care children remain at the facility until 5 pm or later. The peak school-related traffic volume during a 5-minute period was Campbell Christian School Expansion Traffic Analysis ccs May 21, 2001 38 vehicles, which is only 59 percent of the AM peak figure. With the lower school-related volumes, its percentage of overall traffic drops to 67 percent overall. The percentage of school- related traffic to or from the north drops to 23 percent. Continuous machine counts were collected for a one-week period from Friday, February 16 to Friday, February 23, 2000. The purpose of the counts was to document traffic volumes for times other than what occurs during the opening and closing of school on weekdays. The period covered a regular day of school (February 16), a Sunday when church services occur, a holiday (Monday, February 19). For the period February 20-23, day car services were provided but regular school was in vacation status. The counts indicate the following: ~j o_c · Traffic volumes in the afternoon on regular school days have the highest volumes when school closes. Significant traffic volumes occur from 2:00 to 6:00 pm but there is a steady decline in two-way volume, as follows: 2:00-3:00 pm (169 vehicles), 3:00-4:00 pm (99 vehicles), 4:00-5:00 pm (85 vehicles), and 5:00-6:00 pm (79 vehicles). · Traffic volumes on days when day care was offered but not regular school decreased by approximately 50 percent. As day care students are significantly less than this percentage of the overall daily attendance, it appears that some regular students became day care attendees during the vacation period. · Peak hourly traffic volumes on the Sunday were 104 vehicles, which is less than peak hour, school-related traffic during both the AM and PM periods. · Daily traffic volume on the Saturday were 80 vehicles and on the holiday Monday 53 vehicles. These volumes indicate that there is some public use of the parking lot when there are no scheduled uses of the facility. Most likely, the parking is related to use of the playing fields located immediately to the west of the site. In summer months, these volumes substantially increase. In addition to the collection of traffic volume data, field observations of on-site and off-site traffic movements were made. At the intersection of Hedegard Avenue and Victor Avenue, queues up to 3-4 vehicles were observed for northbound left tums from Victor Avenue to Hedegard Avenue and eastbound left tums from Hedegard Avenue to Victor Avenue. No parking was observed on Victor south of Hedegard Avenue or on Hedegard Avenue west of Victor Ave. Thus, the 40-foot width of the two streets allows through and right-turn movements to bypass any left turn queues. Entering and leaving vehicles fall into three categories, as follows: (1) vehicles passing through the facility without parking for the purpose of dropping off or picking up pupils; (2) vehicles which park and then the driver walks the pupil to the school entrance, and (3) vehicles operated by staff, all of which park on site. All three groups contribute to off-site traffic, but only the first group contributes to on-site queuing. Virtually all students arrive at the school site by car. Only two pupils were observed walking to the school. For on-site circulation, vehicles turn right on entering the school parking lot and then make a left at the second parking aisle. Then, vehicles enter the queue for loading/unloading in front of the school entrance (See Figure 2). The circulation route shown in Figure 2 has one-way travel. Two, and sometimes three, persons assist in the loading/unloading process so that drivers do not have to get out of their vehicles. Aisle widths are adequate for a vehicle not dropping off or picking up pupils to bypass the queue and exit without stopping. Maximum queue lengths of 8-10 vehicles were observed during the AM peak period. PROJECT TRAFFIC With the project, traffic is expected to increase in proportion to the increase in persons (staff and pupils) arriving and leaving the site. The distribution of traffic over time and by travel route is expected to remain the same. Thus, project traffic can be estimated by increasing existing volumes by 12 percent. The results of this increase for the periods of peak school-related demand is contained in the Appendix. In the AM peak period, the peak 5-minute, school-related traffic volumes at the Hedegard Avenue/Victor Avenue intersection would increase from 70 to 78 vehicles and the overall volume for approximately an hour would increase from 282 to 311 vehicles. In the PM peak period, the peak 5-minute, school-related traffic volumes at the Hedegard Avenue/Victor Avenue intersection would increase from 46 to 51 vehicles and the overall volume for approximately an hour would increase from 218 to 233 vehicles. LEVEL OF SERVICE ANALYSIS The level of service methodology for two-way stop, unsignalized intersections, as described in the 1994 Highway Capacity Manual was utilized to assess congestion at the Victor Avenue/Hedegard intersection. The methodology provides a level of service (LOS) for all movements that do not have the right-of-way at the intersection. They include left tums from the major street (Victor Avenue) and right, through, and left tums from the minor street (Hedegard Avenue). Table 2 presents the level of service criteria for each movement. The delay thresholds are somewhat less than delay thresholds for signalized intersections, where the public is more accepting of delays. Tables 3 and 4 present the results of the analysis for both Existing and With Project" conditions. In general, level of service analysis is based on 15 minute volumes. For this analysis, to be conservative, it was assumed that the highest 5-minute volumes would occur throughout the hour. In this way, problems of even very short duration could be identified. Separate analyses were done for the 5-minute periods with the highest inbound (northbound left turn) and outbound (eastbound left turn) volumes. The heaviest movement, northbound left tums, operates at Level of Service A in both the AM and PM peak periods, for two reasons. First, this movement has priority over all except southbound through and right turn movements. Further, the southbound through movement is very small, which means that the left turn movement is almost a free-flow movement. During the peak 15 minutes of northbound left tums in the morning, there are only Campbell Christian School Expansion Traffic Analysis CCS May 21, 2001 14 southbound through vehicles, or less than one a minute. Field observations confirmed that delays for this movement were very small and only occasionally resulted in queues of more than two vehicles. Northbound through and right turn movements are able to bypass any queues that occur. For project conditions, the northbound left turn movement would have essentially the same operating conditions as those that currently exist. The increase in delay is less than one- halfofa second for all time of day scenarios. The eastbound left turn operates at Level of Service C in the morning 5-minute periods and B in the afternoon 5-minute peak periods. The delay/vehicle is approximately 11.5 seconds for peak flows of both inbound and outbound traffic in the morning. It is reduced to no more than 7.7 seconds in the highest volume 5-minute period in the afternoon. Eastbound right turns operate at Level of Service A, but this condition requires that the vehicles making this movement are able to bypass any left turn queue that exists. This can occur as long as there are no parked vehicles on the south side of Hedegard near the intersection. For project conditions, as with the northbound left turn, there is no change in level of service. The maximum delay for the eastbound left turn movement does increase by three seconds, as delay for this movement is affected by both its own increase in volume but by the increase in northbound left turns. Operating conditions are now in the middle of the LOS C range. The eastbound right turn movement does not experience any increase in delay, as the volume of conflicting traffic does not increase. ON-SITE QUEUEING The current arrangement provides approximately 350 feet of storage, which would include queuing on the north-south aisle leading to the drop-off/pick up area and the length of the second east-west aisle. Based on 25 feet per vehicle, this distance equates to 14 vehicles. An additional 100 feet of storage could be achieved on the north-south aisle immediately to the right of the entrance to the school. The key variables in the analysis are the average service time at an unloading/loading position and the number of positions. The results of the analysis are contained in the Appendix. They indicate that a two-position loading/unloading area would exceed a queue of 14 vehicles 65 percent of the time with an average service time of 22 seconds. Therefore, the unloading/loading area should provide for three positions, even though they will not be required all of the time. With three stations and a 30-second service time, a queue of 15 vehicles would be exceeded only 10 percent of the time. The current layout is able to accommodate three positions and, thus, the project will require no changes in the current loading/unloading strategy. Several minor on-site changes are recommended to achieve maximum throughput at the unloading/loading area and to promote pedestrian and vehicle safety. These recommendations are as follows: · A solid white stripe be painted to separate the loading/unloading area from the adjacent lane that should be kept clear for traffic that does not intend to stop. · A dashed white stripe should be painted on the north-south aisle where the queue is located as far north as the second aisle, once again to separate queuing and bypassing traffic. A "Keep Clear" legend in the left-hand lane would emphasize that the queue should exist only in the right-hand lane. · Provide portable stop signs at the crosswalk to promote pedestrian safety, as some parents park their vehicles and personally escort them into the school. Campbell Christian School Expansion Traffic Analysis 11 CCS May 21, 2001 Section 4 SUMMARY OF TRAFFIC ANALYSIS The school currently generates considerable traffic volume on Victor Avenue between Hedegard Avenue and Campbell Avenue. The highest school-related traffic volumes occur during the early morning, when approximately 285 vehicle movements passing through the intersection are school-related (160 inbound and 125 outbound). Two-thirds of this traffic occurs in the one- block section between Campbell Avenue and Hedegard Avenue. Currently, some queuing does exist for left turn movements at the Hedegard Avenue/Victor Avenue intersection; but the extent of queuing and delays are within an acceptable range during all times of the day. Traffic conditions with the proposed project will be essentially the same as those for existing conditions. The projected 12 percent increase in traffic is expected to have the same distribution by route and by time of day. This modest increase will not change the existing levels of service for movements at the Hedegard Avenue/Victor Avenue intersection. The greatest impact will be approximately a three-second increase in delay for eastbound left turn movements during the AM peak period. Based on the traffic analysis, no noticeable impacts for local traffic on Victor Avenue is expected. Some slight delays for northbound through and right turn traffic may occur if there is parking on the east side of Victor Avenue near the Hedegard intersection. As no parked vehicles were observed in this location, it is probably unnecessary to post no parking signs. However, a no parking zone of approximately 100 feet would be appropriate if frequent blocking of traffic by parked vehicles is observed. Also, existing on-site circulation for peak period school traffic does not create any potential for queues extending onto public streets. The installation of the three modular classrooms will result in a loss of 25 parking spaces, but the remaining 216 spaces exceeds by 53 percent the City requirement of 141 spaces. June 25, 2001 As you are aware, Campbell Christian School is in the process of adding four modular class rooms to our site to accommodate increased enrollment. One module was installed last year and the second is planned to be ready for school this September. Campbell Christian School is a ministry of the Campbell Church of Christ. The church has been a part of the Campbell community for over 50 years, first meeting in the Women's Club building in downtown Campbell. We have occupied our current site since the early 1960's. We strive to be good neighbors and to have a positive influence on the community. Several community groups use our facility at no cost. These groups include; Girls Scouts, AA, YMCA and others. We offer several educational programs to the community, such as divorce recovery, singles programs, parenting classes, step family workshops, and marriage seminars which are all available to those who are interested. We have a food pantry which is used every week to help the unfortunate. The community uses our parking lot extensively as there is no off street parking for the field behind Coventry School. Soccer clubs, softball, roller hockey and many neighbors use our parking facility daily. Every year we hold a free neighborhood barbecue and invite 1000 residents close to the church to enjoy a day of food, entertainment and activities for children. We have received an enthusiastic response from the neighborhood for this event. Campbell Christian School has 340 students enrolled this year, of which 103 come from the families living in the City of Campbell. It is noteworthy that these families are paying their taxes to support public schools, thereby benefiting the overall public school system. We understand that the use permit for the modular classrooms is conditional. Assuming that enrollment continues to increase, we intend to look at several alternatives to expand our current facility. For your information we have enclosed a sketch of one alternative that was considered before the decision was made to proceed with modular units. As a condition of approval for the units, the City of Campbell Planning Committee and Department requested a letter detailing various traffic routes for its current students and their families. The administration at Campbell Christian School desires to meet the safety needs of its students as well as satisfy the requirements of the City of Campbell and its residents. Addressing traffic concerns, the school asks the City of Campbell Planning Department take into consideration the following factors affecting any restructuring of the current traffic routes involving the school students and their parents. · The primary concern of CCS is the safety of its children: this includes the times when parents commute in and around the City of Campbell as well as when the children are arriving and departing the school grounds. · It is the desire of the school to confine any and all standing traffic to its current property: presently, the majority of standing traffic is limited to the parking lot of Campbell Christian Schools. · The school wishes to implement a plan that processes traffic as efficiently as possible, avoiding unnecessary delays for the parents and inconvenience for the local residents. With a willingness to partner with the City of Campbell, the school is submitting two traffic proposals for consideration. You will find the advantages and disadvantages to both plans in the proposals. Plan A: Current Plan Cars entering the parking lot from Hedegard Dr. immediately mm right, circle the perimeter of the lot, and pick up/drop off children at the covered sidewalk. Children are safely loaded or unloaded from the passenger side of the car by administrators and teachers. Vehicles then exit Hedegard Dr. Traffic tums north or south on Victor Ave., as required. Advantages: · This plan offers the fastest, safest procedure for parents and students. Because vehicles drive around the perimeter of the parking lot, they spend very little time on Hedegard Dr. or Victor Ave. · Drivers exit straight out of the parking lot and can mm north on Victor Ave. to avoid Campbell Ave. if desired. This keeps traffic entering Campbell Ave. at a minimum. · Currently, the gated driveway, entering directly from Campbell Ave., is closed and locked. Children are able to safely cross this driveway during pick up and drop off times. · Most school traffic, exiting Campbell Ave. onto Victor Ave., drives by only five houses. Two of these houses are owned by the church, one is owned by current parents of CCS children, and two are owned by neighbors not affiliated with the school. Disadvantages: · Campbell Christian Schools has one neighbor who has expressed concern about the traffic in front of his house around 8:00 a.m., during moming drop off, and in the afternoon pick up, around 2:30. Plan A: Current Plan Existing Barrier , Plan B Vehicles enter the driveway from Campbell Ave. and are directed to turn right when they reach the parking lot for the drop off/pick up of children. Cars exit Hedegard Dr., turning north or south onto Victor Ave., as with the current procedure. Advantages: · Neighbors would see a slight reduction in school traffic. Disadvantages: · Cars traveling south on Victor Ave. could not turn onto Hedegard Rd. and enter the parking lot. Cars turning onto Campbell Ave. from Victor Rd. would then have to make an immediate right turn into the school driveway. This sudden turn could pose a danger to approaching cars and to cars entering the driveway. As parents enter the parking lot from the driveway, it is necessary to turn right immediately, giving them a blind approach to the drop off/pick up lane, as compared with an unobstructed approach from the perimeter. · Students from the modular buildings would have to cross a lane of traffic to reach the drop off/pick up area. · Traffic would likely back up on Campbell Ave. as parents wait for loading/unloading of their children.
