After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the heating was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2002-27:
1. The proposed project is consistent with the Public/Semi-Public land use designation of the
General Plan and the Public Facilities Zoning District.
The proposed classrooms of 1,920 square feet and 44 students, as conditioned, is well
designed and architecturally compatible with other developments in the surrounding area and
is consistent with the development standards for interim semi-public uses.
3. The proposed project is compatible with the adjacent residential and public-semi public uses.
4. The proposed classroom placement is centrally located on the site to minimize noise and
activity impacts on adjacent residential uses.
5. The proposed parking lot and driveways improvements address the on-site circulation needs
of the new classrooms.

This project is categorically exempt under Section 15314, Class 14 of the California
Environmental Quality Act (CEQA). Class 14 consists of minor additions to existing schools
within existing school grounds where the addition does not increase student capacity by more
than 25% or ten classrooms, whichever is less.
The requested contribution for participation in a future signalized intersection at Victor and
Campbell Avenues is proportional to the anticipated traffic volumes associated with the
expansion of the classrooms.
Based upon the foregoing findings of fact, the Planning Commission further finds and concludes
that:

The proposed project will aid in the enhancement and the harmonious development of the
immediate area. The establishment, maintenance, or operation of the use will not be
detrimental to the public health, safety, peace, morals, comfort or general welfare of persons
residing or working in the neighborhood of such proposed use, or be detrimental or injurious
to property and improvements in the neighborhood or to the general welfare of the City.
The subject site is adequate in size and shape to accommodate the proposed uses and
integrate them with the uses in the surrounding area.
The subject site is adequately served by streets of sufficient capacity to carry the kind and
quantity of traffic such uses would generate.
4. The proposed uses are compatible with the uses in the area.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends approval
of a Planned Development Permit (PLN2002-05) to allow the removal of 35 of 37 trees on
property owned by Core Development Inc. at 117 Gilman Avenue, subject to the following
conditions:
Where approval by the Director of Community Development, City Engineer, Public Works
Director, City Attorney or Fire Department is required, that review shall be for compliance with
all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and
regulations and accepted engineering practices for the item under review. Additionally, the
applicant is hereby notified that he/she is required to comply with all applicable Codes or
Ordinances of the City of Campbell and the State of California that pertain to this development
and are not herein specified.

Approved Project: Approval is granted to allow the placement of two 960 square-foot one-
story classroom at 1075 W. Campbell Avenue. Project approval shall substantially comply
with project plans prepared by Sugimura & Associates Architects, dated March 19, 2002,
except as modified by the Conditions of Approval herein.
2. Temporary Approval: Approval of the modular classroom is for a period of 3 years and shall
expire July 9, 2005.

Landscape and Irrigation Plans: The applicant shall submit four (4) sets of landscape and
irrigation plans to the Planning Division, prior to the issuance of building permits, for review
and approval by the Community Development Director. Landscape and irrigation plans shall
be consistent with the City's Water Efficient Landscaping Standards (WELS). The plans
must also incorporate:

a. Addition of approximately three shade trees (24 inch box size) and a seating area north of
the modular classroom buildings.
b. All landscape areas to be irrigated by an automatic sprinkler system.
Mechanical Equipment: All roof mounted and ground mounted equipment, i.e. air
conditioning units, shall be screened with architecturally compatible materials and located to
minimize any negative visual impact, subject to approval by the Community Development
Director, prior to the issuance of building permits.

Sign Permits: No signage is approved as a part of the development application approved
herein. The applicant shall submit a sign permit application for any new signs and shall not
install the signs until the sign permit is approved by the Community Development Director as
specified in Chapter 21.53 (Sign Ordinance) of the Campbell Municipal Code.
o
Modification Approval Expiration: The Modification to the Previously-approved Conditional
Use Permit approval (PLN2002-27) for this project is valid for a period of one (1) year from
the Planning Commission approval. The applicant must secure the first building permit
within one year of the Planning Commission's approval.
7. Parking and Driveways: All parking and driveway areas shall be developed in compliance
with the standards in Chapter 21.50 of the Campbell Municipal Code.
8. Property Maintenance: The property is to be maintained free of any combustible trash,
debris and weeds at all times.
Building Division:
o
Permits Required: A building permit application shall be required for the proposed structure.
The building permit shall include Electrical/Plumbing/Mechanical fees when such work is
part of the permit. Prior to performing any work, the applicant shall make application to, and
receive from, the Building Division, all applicable construction permits.
10. Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
11. Size of Plans: The maximum size of construction plans submitted for building permits shall
be 24 inches by 36 inches.
12. Plan Preparation: This project requires plans prepared under the direction and oversight of a
California Licensed Engineer or Architect. Plans submitted for building permits shall be
"wet stamped" and signed by the qualifying professional person.
13. Site Plan: Application for building permit shall include an accurate site plan that identifies
property lines and proposed structures with dimensions and elevations as appropriate. The

site plan shall also include site drainage details. The site address and parcel numbers shall be
clearly called out.
14. Title 24 Energy compliance: California Title 24 Energy Standards Compliance forms shall
be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.
15. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to
the Building Official for approval prior to issuance of the building permits, in accordance
with U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from
the Building Inspection Division Counter.
16. Non-Point Source Pollution Control: The City of Campbell, standard Santa Clara Valley
Non-point Source Pollution Control Program specification sheet shall be part of plan
submittal. The specification sheet (size 24" X 36") is available at the Building Division
service counter.
17. Title 24 Accessibility - Commercial: On site general path of travel shall comply with the
latest California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks.
18. Title 24 Accessibility - Commercial: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
19. Approvals Required: The project requires the following agency approvals prior to issuance
of the building permit:
a. West Valley Sanitation District
b. Santa Clara County Fire Department
PUBLIC WORKS DEPARTMENT
21. Traffic Mitigation: Prior to issuance of permits for the current application, the applicant is
required to execute an appropriate agreement, approved by the City Attorney, to assure its
financial participation for construction of a Campbell/Victor traffic signal which is estimated
to be $150,000. A significant portion of the peak hour traffic volume is generated by the
school. The traffic volume will increase with the proposed expansion of the school.
Therefore, a traffic signal may need to be installed in the future when funds are available.
When the traffic signal is constructed, the school will be required to pay its proportionate
share of the cost.
22. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant

shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
23. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best Management
Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley
Water District and the City of Campbell Municipal Code regarding Storm Water Pollution
Prevention. This may include the installation of fossil filters or other appropriate measures to
improve the quality of surface water runoff.
FIRE DEPARTMENT
24. Required Fire Flow: The required fire flow for this project has been calculated at 1,750 gpm
at 20 psi residual pressure. The required fire flow is available from area water mains and fire
hydrant(s), which are located at the required spacing.

DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a Modification to a previously
approved Conditional Use Permit (UP 75-15) to allow the placement of two new modular
classroom buildings at Campbell Christian School located at 1075 W. Campbell Avenue. The
project site is located on the north side of W. Campbell Avenue, west of its intersection with
Victor Avenue. The school site is surrounded by Coventry School to the west and single-family
residences to the north, east and south.
Background: In 1966 and 1975, the Planning Commission approved Conditional Use Permits
(UP 66-15) and (UP 75-15) allowing the establishment of a day nursery and classrooms in
conjunction a church on the project site. During the past two years, the Planning Commission
approved modifications to these previous approvals (PLN 2000-89 and PLN 2001-66) to allow
the placement of two modular classrooms. Previously, the applicant indicated their intent to
return to the Commission to obtain subsequent approvals of other classroom buildings over the
next two years for a total of four modular classrooms. The school and church plans on
constructing a permanent building in 2004/2005 to accommodate needed classroom space.
ANALYSIS
General Plan Designation: The General Plan land use designation for the project site is Public/
Semi-Public. The proposed classroom will be used by the existing private school, which is a
permitted use in the Public/ Semi-Public General Plan land use designation. Therefore, the
proposed project is consistent with the General Plan.
Zoning Designation: The zoning designation for the project site is Public Facilities (P-F). The
proposed classroom will serve the school, which is a conditionally permitted use under the P-F
zoning ordinance. Therefore, the proposed project is consistent with the Zoning Ordinance.
Use: The proposed project entails the placement of a third and fourth modular classroom over the
next year. The applicant is seeking approval for a three year period during which time they will
pursue approval of a permanent classroom building. The new classrooms are intended to provide
additional educational space to accommodate two classes that could accommodate a total of 44
additional students and a new staff members. The school's current enrollment is approximately
200 students due to recent student relocations and economic conditions. Eventually, the
maximum enrollment could be 264 students consistent with the school policy of 22 children per
class.
Staff is recommending approval of two additional classroom at this time for a maximum period
of three years.

Site Layout and Architecture: The proposed classrooms are to be located just north of the second
modular classroom approved last year by the Planning Commission. The proposed classroom
grouping is situated towards the center of the site adjacent to Coventry School and the westerly
property line.
The proposed classrooms are simple rectangular buildings with a shed roof form. The window
and door are shown on the east elevation facing the parking area.
Trees/Landscaping: The proposed project will provide 24 percent landscape coverage of the net
site area. A conceptual landscaping plan has been submitted proposing the addition of a planting
hedge along the westerly property line and container shrubs adjacent to the classrooms. Staff is
recommending a condition of approval requiring the submittal of a more detailed landscape plan
that provides shade trees and a seating area adjacent to the classrooms. This area may be
accommodated between the proposed modular classrooms or to the north of the modular
classrooms.
Parking: The proposed site plan provides a total of 193 parking spaces, which exceeds the
parking requirement for the church assembly area of 141 spaces per the Campbell Municipal
Code Parking Ordinance. The proposed placement of two additional classroom buildings will
require the removal of 14 additional parking spaces and is reflected in the 193 parking spaces.
Traffic Analysis: A traffic analysis of the proposed expansion was prepared by CCS Planning
and Engineering on July 1, 2002 and is attached for the Commission's review. The report
identifies the highest traffic volumes during early morning peak during school arrivals. The
expansion of additional classrooms is anticipated to increase traffic by 19 percent. The existing
circulation improvements in the neighborhood will operate within acceptable operational levels
and on-site circulation and parking is determined to be adequate. This report analyzes the
addition of two classrooms. Minor additions to existing schools within existing school grounds
where the addition does not increase student capacity by more than 25% or ten classrooms,
whichever is less are exempt under CEQA.
Since the last Planning Commission meeting, representatives of the school and the church have
held a neighborhood meeting to discuss the traffic concerns of the neighbors and the safety
concerns of the school. The conclusion of that meeting was to maintain the current circulation
patterns utilizing the Hedegard Avenue entrance only and leaving the Campbell Avenue entrance
gated. The school will look at opening up the Campbell Avenue entrance for special events such
as teacher/parent evenings and graduations.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed this application at its meeting of June 25, 2002, and is supportive of the project as
proposed subject to a limitation of a three year approval so that the school will pursue the
construction of a permanent classroom building during that time period.

Sign Permits: No signage is approved as a part of the development application approved
herein. The applicant shall submit a sign permit application for any new signs and shall not
install the signs until the sign permit is approved by the Community Development Director as
specified in Chapter 21.53 (Sign Ordinance) of the Campbell Municipal Code.
Modification Approval Expiration: The Modification to the Previously-approved Conditional
Use Permit approval (PLN2002-27) for this project is valid for a period of one (1) year from
the Planning Commission approval. The applicant must secure the first building permit
within one year of the Planning Commission's approval.
7. Parking and Driveways: All parking and driveway areas shall be developed in compliance
with the standards in Chapter 21.50 of the Campbell Municipal Code.
8. Property Maintenance: The property is to be maintained free of any combustible trash, debris

construction plans submitted for building permit.
11. Size of Plans: The maximum size of construction plans submitted for building permits shall

California Licensed Engineer or Architect. Plans submitted for building permits shall be

site plan shall also include site drainage details. The site address and parcel numbers shall be

14. Title 24 Energy compliance: California Title 24 Energy Standards Compliance forms shall
be blue-lined on the construction plans. Compliance with the Standards shall be

15. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the

Non- Point Source Pollution Control: The City of Campbell, standard Santa Clara Valley
Non-point Source Pollution Control Program specification sheet shall be part of plan

21. Traffic Mitigation: Prior to issuance of permits for the current application, the applicant is
required to execute an appropriate agreement, approved by the City Attorney, to assure its
financial participation for construction of a Campbell/Victor traffic signal which is estimated
to be $150,000. A significant portion of the peak hour traffic volume is generated by the
school. The traffic volume will increase with the proposed expansion of the school.
Therefore, a traffic signal may need to be installed in the future when funds are available.
When the traffic signal is constructed, the school will be required to pay its proportionate
share of the cost.
22. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
23. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination

Mr. Tim J. Haley, Associate Planner, presented the staff report as follows:
· Advised that this application seeks approval of a Modification to a previously approved
Conditional Use Permit to allow placement of a modular classroom at Campbell Christian
School.
· Said that the original request was for three modular classrooms over the next three years
however staff's recommendation is for one modular classroom as the traffic analysis
prepared can support one classroom.
· Advised that this classroom will accommodate 30 additional students to the school and one
teacher. This raises the enrollment from 243 to 274. The modular classroom will be
located north of the existing modular classroom, toward the center of the site. Staff is
recommending Conditions of Approval to screen the trash enclosure. Adequate parking is
provided on site to serve this use.
· Reminded that the school came before the Commission last summer and received approval
for a modular unit.
· Informed that the school will be preparing a plan to have permanent buildings constructed
by 2004/05.
· Said that the General Plan Designation for the site is Public/Semi-Public and the zoning is
PF (Public Facilities).
· Recommended adoption of a Resolution approving this request with the revised findings
provided this evening as a desk item.
Commissioner Gibbons asked whether signalization would occur any time soon.
Mr. Tim J. Haley advised that the need for signalization has been identified but funding is not
included within the City's Capital Improvement Plan at the present time.
Commissioner Gibbons asked if the applicants met all Conditions for the building approved
last summer.
Mr. Tim J. Haley replied that all requirements were met except the installation of a trash
enclosure, which is being added to this project approval.

Commissioner Francois presented the Site and Architectural Review Committee report as
follows:
· SA_KC reviewed this proposal on June 12, 2001, was supportive of this request with the

· Added that SARC is recommending that the approval of this temporary use not exceed five
years.
Chair Lindstrom opened the Public Heating for Agenda Item No. 3.
Mr. John Emery, 91 Victor Avenue, cami~bell:
· Reminded that last year, the modular building was actually in place on site prior to the
school's receiving City approvals.
· Asked what sort of traffic analysis was conducted since traffic in the area is horrendous.
· Stressed that there have been problems with the use of this church site over the last 20
years as far as its impact on traffic in the area.
· Expressed that the church/school have no regard for the neighborhood whatsoever and that
only one access is used while the Campbell Avenue driveway is blocked off.
· Added that he has resided in the neighborhood for over 44 years.
· Asked for denial of this request.
Commissioner Gibbons asked staff if both driveways are used.
Mr. Tim J. Haley replied that only the driveway off Hedegard is used and that is what was
considered during the preparation of the traffic analysis. The driveway off Campbell is
equipped with an emergency gate.
Mr. Sean Stewart, Co-Director, Campbell Christian School:
· Clarified that the Campbell driveway is closed during school hours.
One reason not to use
this driveway is to prevent traffic from stopping on the busy Campbell Avenue.
· Said that they have a drop offsystem in the morning from 7:45 to 8:15 a.m. where about
130 cars bring students on site. The afternoon pick up runs from 2:25 to 2:45 p.m. with
about 120 cars. There is never standing traffic and staff helps unload the students promptly
from their family vehicles.
· Added that they advised parents not to park off campus.
Commissioner Francois asked Mr. Stewart how parking for events such as Back-to-School
Night is handled.
Mr. Sean Steward replied that there is adequate on-site parking to handle such event parking.
Commissioner Gibbons said that she is supportive of this request but wondered what the
largest crowd would be for an event on-site.
Mr. Sean Steward said that the maximum number of students is 340. There are 210 elementary
school students and 72 pre-school students. Added that when there are special concerts, the

attendees are staggered to arrive alphabetically. Said that not all car spaces on site are utilized
at any given time.
Commissioner Gibbons said that she is very sensitive to neighborhood traffic problems. Said
that bringing 200 cars each morning and evening onto Hedegard are a lot. Suggested some sort
of traffic plan.
Mr. Geoff I. Bradley said that it had been considered having traffic leave via the Campbell
Avenue driveway. However, to do so cuts the school in half and would result in both
pedestrian and vehicular traffic within th.~ same area, which would be hazardous to the safety
of students.
Mr. Scan Steward stressed that the school is willing to work with staff to provide the safest
circulation.
Commissioner Gibbons suggested a Condition of Approval requiring the applicant to work
with the neighbors and Public Works and Planning Staff to work out traffic issues.
Mr. Scan Steward stated that he agreed that traffic is fast on Hedegard but that not all of this
traffic is related to their school. Said that he wants to meet the neighborhood needs.
Chair Lindstrom closed the Public Hearing for Agenda Item No. 3.

After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2001-66:
1. The proposed project is consistent with the Public/Semi-Public land use designation of the
General Plan and the Public Facilities Zoning District.
The proposed classrOom of 960 square feet and 30 students, as conditioned, is well designed
and architecturally compatible with other developments in the surrounding area and is
consistent with the development standards for interim semi-public uses.
3. The proposed project is compatible with the adjacent residential and public-semi public uses.
4. The proposed classroom placement is centrally located on the site to minimize noise and
activity impacts on adjacent residential uses.
5. The revision to the parking lot and driveways addresses the on-site circulation needs of the
new classrooms.
A significant portion of the peak hour traffic volume is generated by the school. The
proposed project would increase traffic in the vicinity of Victor and Campbell Avenues by
twelve percent (12%). This increase in traffic would be at least partially mitigated by future
signalization at the intersection of Victor and Campbell Avenues.
The contribution for participation in a future signalized intersection at Victor and Campbell
Avenues is proportional to the anticipated traffic volumes associated with the expansion of
the classrooms.

The project is not located in a particularly sensitive environment; and no substantial evidence
has been presented to suggest that there is a reasonable possibility that significant

same place.
Based upon the foregoing findings of fact, the Planning Commission further finds and concludes
that:
The proposed project will aid in the enhancement and the harmonious development of the
immediate area. The establishment, maintenance, or operation of the use will not be
detrimental to the public health, safety, peace, morals, comfort or general welfare of persons
residing or working in the neighborhood of such proposed use, or be detrimental or injurious
to property and improvements in the neighborhood or to the general welfare of the City.
2. The subject site is adequate in size and shape to accommodate the proposed uses and
integrate them with the uses in the surrounding area.
3. The subject site is adequately served by streets of sufficient capacity to can'y the kind and
quantity of traffic such uses would generate.
4. The proposed uses are compatible with the uses in the area.
5. There is a reasonable relationship and a rough proportionality between the Conditions of
Approval and the impacts of the project.
6. There is a reasonable relationship between the use of the fees imposed upon the project and
the type of development project.
7. There is a reasonable relationship between the need for the public facilities for which fees
are being imposed and the type of development project.

There is a reasonable relationship between the amount of the fees being imposed and the
cost of the public facilities attributable to the project. The subject site is adequate in size and
shape to accommodate the proposed uses and integrate them with the uses in the
surrounding area.

applicant is hereby notified that he/she is required to comply with all applicable Codes or
Ordinances of the City of Campbell and the State of California that pertain to this development

COMMUNITY DEVELOPMENT DEPARTMENT
Planning Division:
Approved Project: Approval is granted to allow the placement of a new 960 square-foot one-
story classroom at 1075 W. Campbell Avenue. Project approval shall substantially comply
with project plans prepared by Sugimura & Associates Architects, dated February 9, 2001,
except as modified by the Conditions of Approval herein. The applicant shall obtain approval
of additional classrooms in subsequent approvals based upon a further analysis of increased
traffic due to the school's expansion. Applicant shall work with staff and interested
neighborhood representatives to consider ways to improve the traffic circulation for this site.
2. Temporary Approval: Approval of the modular classroom is for a period of 4 years and shall
expire June 20, 2005.
Landscape and Irrigation Plans: The applicant shall submit four (4) sets of landscape and
irrigation plans to the Planning Division, prior to the issuance of building permits, for review
and approval by the Community Development Director. Landscape and irrigation plans shall
be consistent with the City's Water Efficient Landscaping Standards (WELS). The plans
must also incorporate:
a. Addition of approximately three shade trees (24 inch box size) and a turf area north of the
modular classroom buildings.
b. All landscape areas to be irrigated by an automatic sprinkler system.

Enclosed are two copies of the revised traffic report for the expansion of the Christian Community
School. They reflect responses to comments bom the Traffic Engineer. In response to your
comment concerning the number of classrooms, I checked the report and the calculations are based
on 12 classroom and, thus, are correct. I have modified the report as appropriate to make sure that
this is understood.
1. Parked vehicles on east side of Victor. I have acknowledged the two new residences in the

4. A TIRE analysis has been performed with results provided in the report. It should be noted
that the index is based on daily traffic. The result is that the increase in traffic is

noticeable traffic impact.
5. It is understood that merging would be required for inbound traffic on the driveway. Two
lanes should be provided in order to provide the highest assurance that queuing would not

Applicant's Proposal: The applicant is requesting approval of a Modification to a previously approved
Conditional Use Permit (UP 75-15) to allow the placement of two additional modular classroom
building at Campbell Christian School located at 1075 W. Campbell Avenue. The project site is
located on the north side of W. Campbell Avenue, west of its intersection with Victor Avenue. The
school site is surrounded by Coventry School to the west and single-family residences to the north, east
and south.
Background: In 1966 and 1975, the Planning Commission approved Conditional Use Permits (UP 66-
15) and (UP 75-15) allowing the establishment of a day nursery and classrooms in conjunction a
church on the project site. Last year, the Planning Commission approved a modification to these
previous approvals (PLN 2000-89) to allow the placement of a modular classroom to accommodate
another class with a maximum of thirty students and a faculty member. At that time, the applicant
indicated their intent to return to the Commission to obtain subsequent approvals of other classroom
buildings over the next 3 years for a total of four modular classrooms. The school and church plan on
constructing a permanent building in 2004/2005 to accommodate needed classroom space.

I recently spoke with Mr. Tim Haley regarding our requirement to install
landscaping around our current modular units. We have spent a great deal of time
tracking down landscaping companies to complete the work. Needless to say, it has been
very difficult to find a company willing to bid on such a small job. However, we recently
received a bid for the work, but the company wants to complete the entire job. The entire
job includes placing landscaping and irrigation units around two modular units that have
not been approved yet. Our installation of these next two units would necessitate
destroying those plants.
It was the suggestion of Mr. Haley that I write you this letter asking for an
extension on this part of the project. Let me make it clear that it is our intention to
include the landscaping as a part of the next two modular units and complete the work as
one job. We realize that this is a necessity and we respect the decision of the Planning
Department.

work with the City of Campbell on this project.

My client the Campbell Christian School is requesting approval of a
modification to a previously approved Conditional Use Permit (UP 75-
15) to allow the placement of 2 Modular Classroom Buildings on the
school site located at 1075 W. Campbell Avenue. The project site is
adjacent to the existing modular classrooms, on the north side of W.
Campbell Avenue, west of its intersection with Victor Avenue.
The proposed modular buildings will be used as classrooms. Their hours
of operation will be from 7:45 am to 3:15 pm, Monday to Friday. There
will be no shifts. For information on the potential traffic generation
please refer to the attached traffic impact analysis, conducted by CCS
Planning & Engineering.
The proposed classrooms will alleviate overcrowding problems by
reducing the number of students per class and increasing the number of
grades from 1 to 2. The classrooms will then have 22 students per
Faculty Member. It will also help my client deal with problems arising
from increased enrollment. Landscaping has also been proposed around
the new classrooms in the form of clipped hedging and small trees to
soften the impact of the modulars along the fence shared with Coventry
School.
Assuming a continued increase in enrollment, the school plans on
constructing a permanent building in future to accommodate the needed
space.

PURPOSE
A Use Permit allows for special consideration of certain
specified uses which may be compatible with an area depending
on the specifics of the particular case. The Use Permit process is
designed to provide the City sufficient flexibility to determine
whether a specific land use on a certain site will be compatible
with its environs and the General Plan.
PROCESS
Project Consideration & Pre-Application Review: In reviewing
a use permit application, the staff and Planning Commission will
evaluate such items as building placement and size, traffic
generation, noise, hours of operation, adequacy of parking,
circulation, drop-off facilities and overall compatibility of use
with adjoining properties. It is recommended that the applicant
submit a preliminary proposal to the Planning Department prior
to submission of formal application. This will allow the
Planning staff to review the request and inform the applicant of
possible concerns related to the proposal.
Filing of Application: The applicant should submit a completed
application, filing fee, a written statement and other required
information to the Planning Department. A planner will be
assigned to review the material to make sure all the required
information is provided. The applicant will be notified within
30 days as to whether the application is complete or whether
additional information is required.
Environmental Review: Typically, use permits are categorically
exempt from the environmental review process.
Site and Architectural Review Committee (SARC): Use permit
applications involving exterior modifications require review by
SARC. The Committee reviews the application for site layout
and building design and then forwards a recommendation to the
Planning Commission.
StaffReview: The Planning staff will review the application and
conduct a site investigation to determine the relationship of the
request with the City's General Plan and to analyze land use,
traffic, site plan and other impacts or concerns of the proposed
project. A written staff report will be prepared for the Planning
Commission (PC) that includes staff's recommendations and a
description of the development proposal. A copy of this report
will be sent to the applicant during the week prior to the PC
hearing on the application. Copies are also available to the
public.
Public Notice: All use permit applications require a public
hearing which is held during the Planning Commission meeting.
At least ten days prior to the meeting, property owners within
300 feet of the site will be notified by mail of the public hearing
.and a notice will be published in the Campbell Express.
Planning Commission Meeting: The staff will present an oral
report and recommendation for your application. This
presentation will be followed by testimony from the applicant
and then by any interested persons who may wish to comment
on the application. The Planning Commission may then close
the public hearing and make a decision approving or
conditionally approving the request, denying the request or
postponing the decision to a later date. Unless an appeal is filed,
the Planning Commission's decision will become final unless
ratification is required by the City Council.
Appeal to CiW Council: Use permits do not go to the City
Council unless the Planning Commission's decision is appealed
within ten calendar days.

EXECUTIVE SUMMARY
The initial traffic analysis prepared in May, 2001 focused on the addition of a second portable
classroom. This revised report focuses on the school year 2003/2004 when the school is
proposed to have four portable classrooms installed on the west side of the back parking lot. The
two additional classrooms represent what the school considers to be its build-out enrollment.
This report examines several alternative traffic patterns to establish whether or not either can
meet the school's objectives while reducing traffic on Victor Avenue. The text has been
modified, as appropriate, to incorporate more recent information.
The Campbell Christian School, which is located on the north side of Campbell Avenue west of
Victor Avenue, has requested permission from the City of Campbell to install four temporary
classrooms in the parking lot for a five-year period. After that time, a permanent structure would
be constructed to provide these classrooms, and the temporary classrooms would be removed
from the site. A total of 12 classrooms will exist, with two classrooms each for grades K-5.
Compared to school year 2000/2001 when there was one portable classroom, the full
complement of four portable classrooms will result in an increase of 93 pupils (76 elementary
and 17 day-care) and four staff at full enrollment. These figures are based on an elementary
school classroom size of 22 students, which is the official policy of the school, and represent an
increase of 34.5 percent in persons coming to and from the site each day compared to the
2000/2001 school year. No changes are anticipated in the existing vehicular circulation to, from,
or within the school facilities while the portables are in place. All vehicles will continue to
access the parking lot via Hedegard Avenue. The intersection of Hedegard Avenue and Victor
Avenue is unsigualized, with stop signs on the Hedegard Avenue approaches. The project will
decrease slightly the number of parking spaces in the parking lot; but it is sized to accommodate
parking for Sunday services and the remaining spaces significantly exceed the City requirement
of 141 spaces.
In the AM peak period, approximately 380 vehicles currently pass through the unsignalized
intersection of Victor Avenue at Hedegard Avenue, of which 76 percent are school-related. A
high percent of the school-related traffic (67%) travels to or from the school site via the section
between Campbell Avenue and Hedegard Avenue. The queue for the northbound left turn

movement into the school rarely exceeds two vehicles as this movement has priority over all
conflicting traffic except southbound through and right turn movements, which are relatively low
in volume. The greatest impact of the increase in trips at this intersection will be approximately a
five second increase in delay for eastbound left turn movements during the AM peak period.
In the vicinity of the school, congestion also occurs for southbound left tums at the unsignalized
intersection of Victor Avenue with Campbell Avenue. This movement has an estimated average
delay per vehicle of slightly more than 20 seconds in the existing AM peak hour, which will
increase by almost 10 seconds with the installation of three additional classrooms. These values

before merging with eastbound through traffic. Congestion at this intersection should be
monitored to see if excessive queues and delays occur for this movement. The school should
consider spreading out arrivals of students somewhat if problems are observed.
Based on the traffic analysis, no noticeable impacts for local traffic on Victor Avenue is
expected. Some slight delays for northbound through and right turn traffic may occur if there is
parking on the east side of Victor Avenue near the Hedegard intersection. No parked vehicles
were observed in this location and, even with the addition of four new single-family homes next
to the Campbell Avenue intersection being constructed by Habitat for Humanity, it is probably
unnecessary to post no parking signs. However, a no parking zone of approximately 100 feet
would be appropriate if frequent blocking of traffic by parked vehicles is observed. Also,
existing on-site circulation for peak period school traffic does not create any potential for queues
extending onto public streets as long as an adequate number of loading/unloading stations are
provided. A third station is recommended with the installation of the fourth portable classroom.
Although the traffic impacts of the project are limited, the surrounding neighborhood has
concerns about the additional traffic, and alternative traffic patterns were examined in terms of
level of service, on-site queuing, and the walking safety of students. The option of utilizing the
driveway to Campbell Avenue for both inbound and outbound traffic is infeasible, as outbound
traffic volume in a single lane would operate at Level of Service F in the AM peak period, which
would be unacceptable. However, the option of utilizing the driveway for inbound traffic only
deserves further study. While the portable classrooms are in place, it would be necessary for
students to cross in front of the queue for inbound traffic, which presents an unacceptable safety
hazard. However, the use of the driveway for inbound traffic could be considered when
permanent classrooms are constructed to replace the portable structures. At that time, both the
advantages and disadvantages of this strategy should be weighed before the City makes a final
decision.
The likelihood exists that the City will eventually install a traffic signal at the intersection of
Victor Avenue and Campbell Avenue, as it currently meets three traffic signal warrants. If and
when a signal is installed, it is recommended that all movements to and fi.om the school utilize
the Hedegard driveway as it would provide less congestion and improved vehicular safety.

INTRODUCTION
PROJECT SITE
The Campbell Christian School is located on the north side of Campbell Avenue immediately
west of Victor Avenue, and the site includes a church facility. The parking lot is located at the
rear of the site. A 28-foot paved driveway on Campbell Avenue is located on the west side of the
site; but this driveway is not utilized currently, and the primary access is via Hedegard Avenue.
Its intersection with Victor Avenue is approximately 300 feet north of Campbell Avenue.
Between Campbell Avenue and Hedegard Avenue, two residences are located on the west side of
the street and four on the east side, including two new Habitat for Humanity homes currently
under construction. There is one residence on each side of Hedegard Avenue between Victor
Avenue and the entrance to the school. Figure 1 shows the location map for the project site.
Victor Avenue is a local street with a curb-to-curb width of 40 feet. The Victor
Avenue/Hedegard Avenue intersection has a crosswalk on the south side and no left turn lanes.
It is the only street that extends from Campbell Avenue to Latimer Avenue between San Tomas
Expressway on the east and San Tomas Aquino Road on the west and, thus, attracts some cut-
through traffic. Residents in the past have expressed concern about speeding vehicles on the
street.
The parking lot currently has 249 spaces (241 standard and 8 handicapped), which is 77 percent
above the City's requirement of 141 spaces based on the seating capacity and size of the church.
Operating hours of the school are Monday-Friday from 8:00 am to 2:30 pm although many day
care students arrive earlier in the morning and leave later in the afternoon. These operating
hours do not overlap with scheduled church activities.
The proposed project, as shown in Table 1, will increase the school population (day care,
elementary school, and staff) by 97persons from 281 to 378, an increase of 34.5 percent. No
additional expansion is likely, as these figures assume full enrollment for all classes. Classes
will be offered for six grade levels (Kindergarten to Fifth Grade), with two classrooms for each
