City Hall Council Chambers NOVEMBER 12, 1991 TUESDAY Minutes The Planning Commission of the City of Campbell convened this day in regular session, at 7:30 p.m., in the City Hail Council Chambers, 70 North First Street, Campbell, Caiifornia, and the following proceedings were had to wit: ROLL C. ALL Commissioners Present: Chairperson Jane Meyer-Kennedy Commissioner Robert Dougherty Commissioner Jay Perrine Commissioner I. (Bud) Alne Commissioner Mark Wilkinson Commissioners Absent: Commissioners David Fox and Alana Higgins These absences were excused. Staff Present: Director of Planning, Steve Piasecki Senior Planner, Randy Tsuda City Attorney, Bill Seligmann Deputy Public Works Director, Bill Helms City Engineer, Joan Bollier Traffic Engineer, Gary Kruger Redevelopment Director, Robert Kass Mayor, Michael Kotowski Reporting Secretary, Karon Shaban APPROVAL OF THE MINUTES On direction of Chairperson Meyer-Kennedy, there being no objections, the minutes of the Planning Commission Meetings for October 22, October 24, and November 7, 1991, were continued to next regularly scheduled meeting of November 26, 1991. Plannin~ Commission Minutes 2 November 12, 1~1 COMMUNICATIONS: There were no items of communication. ORAL REQUESTS: There were no Oral Requests. AGENDA MODIFICATIONS OR POSTPONEMENTS Item No. 1 was moved to the Miscellaneous section of the agenda. PUBLIC HEARINGS e PD 91-04 Western Federal Savings & Loan Continued Public Hearing to consider the application of Western Federal Savings and Loan for approval of a Planned Development Permit to allow construction of a 245,000 square foot destination commercial center on a 22.7 acre site located at 535 Westchester Drive in a PD (Planned Development) Zoning District. Chairperson Meyer-Kennedy read the application into the record. Mr. Randy Tsuda, Senior Planner, presented an oral staff report noting Staff's recommendation that the Planning Commission remove the application from calendar due to public concerns relating to traffic circulation, potential increases in traffic, access to the site, truck unloading and loading along McGlincey and Cristich; and, the fact that Western Federal Savings and Loan has not selected a developer which makes it difficult for concerns to be addressed. Mr. Tsuda stated that the Environmental Impact Report (EIR) process would continue for the McGlincey Lane Expansion, and that the public would be renoticed. Chairperson Meyer-Kennedy continued the Public Hearing. Public Comment: Mr. Bill Horbaly, 199 Bland Avenue, asked when, or if, PD 91-04 would be reagendized. Mr. Tsuda explained that the future schedule of the Planned Development Permit depends upon several factors and that the applicant may decide to change the proposed use. Further, he informed him that the public would be renoticed when the item is scheduled. Planning Director Steve Piasecki suggested that anyone present wishing to be included on the public hearing notice list should provide the Planning Planning Commission Minutes 3 November 12, 1991 Department staff with their names and addresses. MOTION: On motion of Commissioner Dougherty, seconded by Commissioner Wilkinson, it was unanimously ordered that the Public Hearing be closed. (5-0-2), Commissioner Higgins and Fox being absent. Chairperson Meyer-Kennedy informed the public that she and Commissioner Wilkinson have reviewed the tapes and the draft minutes for the meeting of November 7, 1991, and are prepared to vote on this item. MOTION: On motion of Commissioner Dougherty, seconded by Commissioner Alne, it was unanimously ordered that application n. PD 91-04 be removed from calendar, to be rescheduled for the Planning Commission hearing on date uncertain, by the following roll call vote: AYES: NOES: ABSENT: Commissioners: Commissioners: Commissioners: Alne, Higgins, Perrine, Wilkinson, Dougherty, Fox, Meyer-Kennedy None Higgins, Fox MISCELLANEOUS CONSENT CALENDAR 1. Appointment of Architectural Advisors and Landscape Advisor to the Site and Architectural Review Committee. Chairperson Meyer-Kennedy read the item into the record. Planning Director Piasecki provided a brief background of the nomination process. He recommended that the Planning Commission retain Ms. Susan Landry as Landscape Advisor, Ed Janke as Architectural Advisor, and that Pam Warren be appointed as Assistant Architectural Advisor for the City of Campbell, commencing on November 13, 1991, for a period of one year, ending on November 13, 1992. MOTION: On motion of Commissioner Perrine, seconded by Commissioner Alne, it was unanimously ordered that the appointments of Susan Landry as Landscape Advisor, Planning Commission Minutes 4 November 12, 1991 Ed Janke as Architectural Advisor, and Pam Warren as Assistant Architectural Advisor, be approved, for one year commencing on November 13, 1991, and ending on November 13, 1992. REPORT OF THE PLANNING DIRECTOR The oral report of the Planning Director reminding the Commission of the Annual Commissioners' Dinner on Friday, November 1S, 1991, was accepted. ADJOURNMENT The Planning Commission meeting of November 12, 1991, adjourned at 7:40 p.m., to the next regularly scheduled Planning Commission meeting of November 26, 1991, at 7:30 p.m., in the City Council Chambers, 70 North First Street, Campbell, California.
