Santa Clara Valley Water District (District) staff reviewed your tentative map for this project. Under
District Ordinance 83-2, a permit is required for any construction which takes place within 50 feet of
a creek bank. The site is adjacent to Smith Creek; therefore, the proposed project will require a permit.
The site is located in the Smith Creek watershed and based on the Federal Emergency Management
Agency Flood Insurance Rate Map, the site is in an area designated Zone A. Base flood elevations for
this zone designation have not been determined. Hydraulic analysis performed by the District indicates
that the site would be subject to flooding of up to 1 foot during the 1 percent flood. We recommend that
the first floor of any building be constructed 2 feet above the average existing ground elevation.
We recommend implementing urban runoff pollution control measures in order to reduce the amount
of pollutants conveyed to Smith Creek. Such measures may include vegetative filter swales or storm
drain inlet filters. Other measures for site design are included in the Bay Area Stormwater Management
Agencies Association document Start at the Source. We would be happy to provide you with a copy of
this document. Site drainage should be directed to the street or to the public storm drain system within
the street right of way.
Our records show no registered groundwater wells on this site. If unregistered wells are found during
design or construction of this project, they must be registered or abandoned in accordance with District
Ordinance 90-1. For additional information regarding wells, please call Mr. Dave Zozaya at

to the recording of the final parcel map.
PG&E owns and operates a variety of gas and electric facilities which (may be/are)
located within the proposed project boundaries. Project proponents should coordinate
with PG&E early in the development of their project plans to promote the safe and
reliable maintenance and operation of existing utility facilities. Any proposed
development plans should provide for unrestricted utility access and prevent interference
with PG&E easements.
Activities which may impact our facilities include, but are not limited to,
permanent/temporary changes in grade over or under our facilities, construction of
structures within or adjacent to PG&E's easements, and planting of certain types of

gross acre for the subject property.
The proposed project exceeds the minimum requirement for the net lot area and width
required for the zoning district in which the property is located.
A Condition of Approval requires the evaluation of the mature trees on the site in
conjunction with the development application
Based upon the foregoing findings of fact, the Community Developmem Director finds and
concludes that:

DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a two lot subdivision consisting of
two single family lots. The property owner intends to construct two new single family dwelling on
the property following recordation of the final map.
Background of Project Area: The subject property is located on the southwest comer of San
Tomas Aquino Road and Crockett Avenue. The subject property is currently developed with
smaller residential structures which would be removed with the recordation of the proposed
property line.

Site Conditions: The site contains two tree which have trunk diameters over 12 inches. Both
varieties ( Elm and Fruit) are not protected in an R-1 zoning situation. A condition of approval
requires the applicant to obtain an arborist report to evaluate the trees in conjunction with any
development applications.
ANALYSIS
General Plan Designation: The General Plan land use designation for the project site is Low
Density Residential (less than 6 units per gross acre). The density of the proposed project site is
4.7 units per gross acre, which is consistent with the General Plan land use designation.
Zoning Designation: The zoning designation for the project site is R-l-6 (Single-Family
Residential, 6,000 square foot minimum lot size). The proposed net lot area for each lot meets
the minimum lot size and satisfies the minimum lot width of 60 feet.

FUTURE HEARINGS
Architectural Approval: The specific design and proposal for the construction of
single family homes on this site will require approval of a Site and Architectural
Application which is considered before the Planning Commission at a Public
Hearing. Building plans have not been submitted at this time and are not considered
a part of this application.
The proposed map and supporting documentation are on file and available for public review in
the Community Development Department, 70 N. First Street, Campbell.
Please be advised that if you challenge the nature of the above project in court, you may be
limited to raising only those issues you or someone else raised at the Public Hearing described in
this notice, or in written correspondence delivered to the City of Campbell Planning Commission
