Smith, S.
Application of Suzanne Smith, on behalf of Teligent Inc., for approval
of a Site and Architectural Review Permit to allow the installation of
one (1) 24-inch dish antenna (Teligent Access Site) on an existing two-
story office building located at 1700 Dell Avenue in a C-M (Controlled
Manufacturing) Zoning District.
PROJECT DESCRIPTION
The project consists of the installation of one (1) Teligent Access Site consisting of one (1) 24-inch
dish antenna mounted on an existing parapet wall on the roof of an existing two-story office building
at 1700 Dell Avenue. The antenna will be installed flush with the parapet to minimize the visual
impact. Existing mature trees will assist in screening the antenna. The antenna will not be placed in
the line of sight where it will affect scenic views.
The installation method has been found to meet the definition of a stealth facility under the City's
Telecommunications Ordinance.
DISCUSSION
Applicant's Proposal:
The applicant is requesting approval of a Site and Architectural Review Permit to allow the
installation of one (1) fixed wireless network dish antennas mounted on an existing parapet wall on
the roof of an existing two-story office building. The design and installation method proposed by the
applicant meets the criteria set forth in the Telecommunications Ordinance, Section 21.60.020.36 for
a stealth facility. The Ordinance provides that stealth facilities may be approved by the Community
Development Director with a Site and Architectural Review Permit application.
The antenna mast will exceed the roof of the buildout enough to ensure antenna clearance
(approximately 36"). The antenna is required to be painted a non-reflective matte finish using an
appropriate color that blends with the existing parapet wall. No hardware, with the exception of the
antenna, will be visible from the building exterior.

RE: Proposed Teligent 'TAS' site at 1700 Dell Avenue
Dear Darcy:
Teligent is the premiere source of one-stop, low cost, broadband communications
services for small and medium sized businesses in the United States. Teligent is building
their state-of-the-art, fixed wireless network, offering customers instant access to the
broadband communications revolution through a small rooftop antenna. Teligent
provides full commercial service including local, long distance, high-speed data, internet
access and video-conferencing on their own fixed wireless networks.
Using fixed wireless technology, Teligent customers can transmit voice, data and video
signals via small compact antennas on top of their building (Teligent Access Sites) to a
local Teligent node or base station. The Teligent Access Sites (TAS) require one (1)
antenna on the rooftop. The antenna transmits and receives signals to the corresponding
node site through microwave line-of-site technology. The TAS antenna provides the
Teligent service only to the tenants in that specific building. From the node site, signals
are directed to the companies central switch center, then routed to the appropriate
network.
It is important to note that Teligent is different from cellular and PCS since Teligent
serves only building tenants and owners in commercial and industrial districts. Teligent
has no mobile or residential users.
Teligent is currently proposing to construct a 'TAS' site at 1700 Dell Avenue. The site
will consist of a total of one (1) 24-inch diameter antenna mounted on the roof of the
building. The antenna has been designed on the roof to be minimally visible for public
view, while maintaining line-of-sight to our approved node at 910 E. Hamilton. The
antenna will be set back from the edge of the roof in order to be less visible. The antenna
will be screened from view along Dell Avenue by existing trees. Please see attached
plans and photograph simulations for further detail.
Please feel free to contact me at 408.451.8664 if you have questions. Thank you.
S' cerely,
Zomng Manager
