COMMUNITY DEVELOPMENT DEPARTMENT
1. Approved Proiect: Approval is granted for a four lot subdivision located at 760 Ducanville
Court. The approved map is associated with Planned Development Permit 97-03 to
construct four (4) residential units.
Previous Conditions of Approval: The applicant shall comply with all conditions of
approval associated with Planned Development Permit 97-03.
Recordation of Map/Construction: The applicant shall be advised that the parcel map is
subject to recordation prior to the issuance of building permits and construction.
PUBLIC WORKS DEPARTMENT
4. City Council Resolution No. 9347 for PD 97-03: The applicant shall comply with the
Public Works Department Conditions of Approval pursuant to City Council Resolution No.
9347 adopted March 3, 1998.
Public Service Easement: Prior to recordation of the Parcel Map, the applicant shall grant a
10 foot Public Service Easement on private property contiguous with the public right-of-
way along the Duncanville Court frontage. The applicant shall cause all documents to be
prepared by a registered civil engineer/surveyor and submitted to the City for review and
recordation.
Utility Installation Plan: Prior to issuance of building permits, the applicant shall submit a
Utility Installation Plan and Schedule for approval by the City Engineer for installation of
all utilities. Streets which have been resurfaced within the previous 5 years will require
boring and jacking for all new utility installations and will also require a pavement
restoration plan for approval by the City Engineer prior to any utility installation.
National Pollution Discharge Elimination System: Prior to issuance of any grading,
drainage, or building permits, the applicant shall comply with the NPDES and Title 14 of
the Municipal Code concerning storm water pollution control.
Monuments: Prior to recording (Final) Parcel Map, applicant shall provide security
guaranteeing the cost of setting all monuments shown on the record map, as determined by
the City Engineer.
Demolition: Prior to recording of the (Final) Parcel Map the applicant shall obtain a
Demolition permit for removal of the existing structures.

STAFF RECOMMENDATION

Applicant's Proposal: The applicant is requesting approval of a Planned Development Permit to
allow the construction of four townhomes on property located at 760 Ducanville Court. The
dwellings are proposed in a two-story format with attached garages and would share access from
one driveway.
Background of Project Area: The subject property is located off of Union Avenue, south of
Campbell Avenue. Duncanville Court contains two existing townhome developments' and a
County Fire District station. A mixture of high density residential projects are located on Union
Avenue that include apartments, townhomes, and condominiums.
ANALYSIS
General Plan Designation: The General Plan Land Use designation for the site is High Density
Residential that allows 21 to 27 UPGA (units per gross acre). The proposal is developed at a
density of 14 units per gross acre and is consistent with the land use designation of the General
Plan.
Zoning Designation: The project site is zoned Planned Development (PD). The project is
consistent with the zoning for this property.
Site Plan: The site plan indicates four detached units utilizing a common driveway in the center
of the parcel and accessed from Duncanville Court.
Open Space: The private yard areas range in area from 270 square feet to 703 square feet with the
larger yards featured on the rear units. The conceptual landscape plan indicates a combination of
ground cover, shrubs and trees through the project site. One tree of significant size (24" diameter
fir) will be retained with the proposed development but is not indicated on the site plan. A
Condition of Approval for the landscape plan requires the retention of the fir tree.

Findings for approval of a parcel map associated with a Planned Development Permit allowing
the construction of four dwellings.
The Community Development Director finds as follows with regard to File No. PM 98-04:
1. The development of the proposed project will result in a density of 14 dwelling units per
gross acre which is consistent with the General Plan density of 2t to 27 dwelling units per
gross acre for the subject property.
2. Subject to the Condition of Approval are consistent with the conditions of approval
required for the planned development permit.
3. The proposed project provides useable private open space and adequate on-site landscaping
comprising 41% of the net site area.
Based upon the foregoing findings of fact, the Planning Commission finds and concludes that:
1. The proposed application is compatible with the General Plan of the City and will aid in the
harmonious development of the immediate area.
2. The proposed application is consistent with the Zoning Ordinance and General Plan.
