BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A SIGN PROGRAM (PLN2000-133)
FOR VASONA TECHNOLOGY PARK ON PROPERTY LOCATED AT
200-250 E. HACIENDA AVENUE AND 1315-1357-DELL AVENUE IN
A C-M/B-80 (CONTROLLED MANUFACTURING) ZONING DISTRICT.
APPLICATION OF MR. TIM BENNETT, ON BEHALF OF LEGACY
PARTNERS. FILE NO. PLN2000-133.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2000-133:
1. The proposed signs identify the on-site businesses
2. The businesses are a portion of a larger business park site which warrant additional signage
for directional and identification purposes.
The proposed size of the freestanding and window signs are proportional to the building
frontage and facade and are substantially smaller than the 50 square foot limitation
provided in the sign ordinance.
4. The design of the proposed signs complement the architectural style of the buildings.

The signing program will promote the economic viability of the City by providing adequate
identification and visibility of the new business, and will also best serve the traveling public
we and in keeping with the principles and purposes of the City's Sign Ordinance.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed signs are consistent with the purposes of the Sign Ordinance by preserving
and improving the visual character of the community.
2. The proposed signs will not be detrimental to the public welfare or persons in the
neighborhood or the City as a whole and allows for reasonable business identification.
3. The proposed signs promote the economic vitality of the city by maintaining the
identification, visibility and individual character of the business.

Further, the applicants are notified as part of this application that they are required to comply
with all applicable Codes and Ordinances of the City of Campbell and the State of California
which pertain to this application and are not herein specified. And, that this approval is granted
subject to the following Conditions of Approval.
Approved Plans: Approval is granted to allow a sign program identifying the business park
located at 250 East Hacienda Avenue. Approval shall substantially comply with the plans as
submitted by Tim Bennett Services dated 10/16/00, except as herein modified by the
Planning Commission.
2. Sign Restrictions:
A. Location: The proposed window vinyl signs shall be located adjacent to the building
entrances and shall be restricted to the ground floors.
B. Illumination: Any proposed exterior illumination shall be concealed by landscaping or
incorporated into the architectural elements of the proposed signing.
C. Exposed raceways shall not be utilized for any illuminated wall signs and individual
letters shall be restricted to 24" sizes.

DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a Sign Program (PLN 2000-133)
to identify Vasona Technology Park, a recently remodeled business park at the intersection of
East Hacienda and Dell Avenues. A condition of the applicant's development approval was the
submittal of a signing program for this project. The signing program includes project
freestanding signs, directional signs, tenant monument and identification signs and building
address and wall signs. The signing proposal is before the Planning Commission in that the
number of monument signs proposed exceeds that typically permitted under the sign ordinance.
ANALYSIS
Sign Requirements: Under Section 21.53.090 of the sign ordinance, an industrial property is
permitted one wall sign with a size no greater than one square foot of sign area for each linear
foot of business frontage, with a maximum sign area of 50 square feet. Each property is also
permitted a freestanding sign with a height of 14 feet and a maximum sign area of 50 square feet.
This project involves 4 parcels and comprises approximately 15.5 acres in area. Under the sign
ordinance four (4) freestanding signs with a total sign area of 200 square feet could be
considered. Additionally, each business could be permitted the installation of a wall sign up to 50
square feet in area or a total sign area of 1,220 square feet based upon the linear frontage of the
buildings facing the public streets.

Freestanding signs:
The applicant is requesting approval of three freestanding signs to identify the business park and
the project driveways. These sign have a height of 6 feet and a sign area of 15 to 17 square feet.
Typically a maximum sign height of 14' and a maximum sign area of 50 square feet could be
considered under the sign ordinance. The proposed freestanding signs each are supported by two
fabricated aluminum columns shaped to resemble the building buttresses and painted to match
the building color. The interior rectangular panel provides the signing surface and accommodates
dark brown routed letters. The design of the sign is shown in Attachment No. 3.
Tenant Monument Signs:
The applicant is requesting approval of 14 smaller freestanding sign adjacent to building
entrances. The proposed signs are a similar design to the other freestanding signs with a height of
4' and a sign area of 8.75 square feet.
Tenant Window Signs:
Each tenant is provided a vinyl letter/logo sign of 9 square feet at its entrance. Staff does not
consider this signing significant and supports their approval. A condition of approval requires
installation at the ground level and prohibits installation on second story windows.
Wall Signs:
The proposed wall signs are shown as address signs of 5 and 6 square feet identifying individual
buildings and three individual channel letter signs not to exceed 40 square feet in area for three
major tenants. Staff is recommending a condition of approval that the letter size be restricted to a
maximum of 24" and that no exposed raceways be permitted.
General Review:
Staff finds that the number and size of the proposed signs are necessary to identify the buildings
and uses and that the sign program proposed is architectural compatible with the buildings and
site of which they are associated. Overall, the signing program presents a conservative series of
signs that effectively identify the buildings and tenants in the business park.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed the application at its meeting of November 28, 2000 and concurred with staff's
recommendation.

application. In that this signing proposal involves multiple monument or freestanding signs, the signing request must be
considered by the Planning Commission. A review of the submitted information indicates that additional information is needed as
follows:
Please provide clarification of how the type "A" sign will be illuminated. Any exterior illumination needs to be
screened by landscaping or concealed by design features of the sign. It is recommended that interior illumination of this
sign be investigated.
The sign elevations should be scaled and the square footage of the sign area needs to be summarized. The current
description indicates the width and height of the sign, but not its area. Please also provide color samples.
The site plan needs to depict sign locations relative to improvements such as driveways, walkways and landscaping.

Dear Tim,
Sign Types A, B, D, F are fundamentally the same structure.
Each sign consists of two fabricated aluminum columns ( shaped to resemble
the building buttresses), and a rectangular center unit with two stabilizer supports.
The whole structure is based on 1.5inch square tubing frame with. 125 face
material. The columns will be painted one of the building colors and the center
panel the other color. The support posts are not texcoated. There is a gap between
the posts and the center panel.
The columns are 8inches deep whereas the center unit is 6inches deep. The
tenant ID signs type F are proportionately smaller.
All the signs mount to concrete bases including a mow strip.

The copy on sign types A and B is routed from half inch acrylic and painted
dark brown. The copy on type D (directory) and F ( tenant ID) is high performance
vinyl film. The tenant ID sign allows the use of the tenants color logo in vinyl.
Sign type G consists of white vinyl letters applied to the window adjacem to
the tenants entrance.
Illumination of types A and B and D is by external floods. Types A and B
will have planters around their bases with seasonal color.

VASONA TECHNOLOGY PARK
MASTER SIGN PROGRAM JUSTIFICATION
Dear Tim,
This existing park consists of 20 acres with 7 buildings of different
appearance, sizes and uses. The buildings have different frontages and a variety of
orientations. The existing sign program is out of date with regard to type of uses
intended for the refurbished park and is inadequate in guiding tenants, customers
and patients to their respective destinations.
The park is being renovated throughout with changes to building fascias,
upgrading of parking stalls, parking lot changes, repainting etc and the new sign
program is to support and augment those changes whilst remaining keyed to the
buildings in appearance.
