The Planning Division has reviewed the landscaping plan for the above referenced
project. An irrigation plan was not submitted.
The submitted plan is incomplete and appears to propose insufficient plant material.
Additionally the landscaping plan needs to include some smaller accent trees.
Details of the containers and the method of irrigation need to be shown. Plant materials
adjacent to this space should introduce significant vegetation. One fifteen gallon
'Podocarpus' in front of the store front system is insufficient.

After notification and public heating, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the heating was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2002-49:
The proposed indoor training facility is consistent with the General Commemial land use
designation of the General Plan and the P-D (Planned Development) Zoning District with
approval of a Conditional Use Permit.
2. The existing 60 parking spaces will adequately address the parking needs of the subject site
and proposed uses.
3. The proposed use tenant space is well designed and is architecturally compatible with the
existing building.
4. The proposed golf training facility, as conditioned, is compatible with the adjacent land uses
and the surrounding neighborhood.
5. Business hours shall be restricted to 6 a.m. to 11 p.m. daily.
6. The establishment of indoor golf training facility will not create a nuisance due to noise,
litter, vandalism, traffic, or other factors.
7. The establishment of indoor golf training facility will not significantly disturb the peace and
enjoyment of any nearby residential neighborhoods.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes
that:
The establishment of an indoor golf training facility will aid in the enhancement and the
harmonious development of the immediate area. The establishment, maintenance, or
operation of the use will not be detrimental to the public health, safety, peace, morals,
comfort or general welfare of persons residing or working in the neighborhood of such
proposed use.

2. The subject site is adequate in Size and shape to accommodate the yards, walls, fences,
parking and loading facilities, landscaping, and other development features required in order
to integrate said uses with uses in the surrounding area.
3. The proposed site is adequately served by streets of sufficient capacity to carry the kind and
quantity of traffic such uses would generate.
4. The proposed establishment, as conditioned, is compatible with the adjacent land uses and
the surrounding neighborhood.
5. There is a reasonable relationship and a rough proportionality between the Conditions of
Approval and the impacts of the project.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approves a Conditional
Use Permit (PLN2002-49) to allow the establishment of a golf training facility in approximately
4,650 square feet of an existing commercial/industrial building on property owned by
Donvanson, a General Partnership, at 891 E. Hamilton Avenue, subject to the following

Where approval by the Director of Community Development, City Engineer, Public Works
Director, City Attorney or Fire Department is required, that review shall be for compliance with
all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and

applicant is hereby notified that he/she is required to comply with all applicable Codes or

a. Applicant's Project Description: Hammer Golf Performance and Fitness, Inc.
b. Project plans consisting of three sheets prepared by Don L. Beck, Associates dated April
30, 2002.
c. Operational Hours to be restricted to 6 a.m. to 11 p.m. daily, unless a Conditional Use
Permit is obtained from the Planning Commission for late night operations.
d. Training facility to be restricted to a maximum of 13 persons at any given time. This
would include both clients and instructors/trainers.

Conditional Use Permit Approval Expiration: The Conditional Use Permit approval shall be
valid for one year from the date of final approval. Within this one-year period the use must
be established on the property. Failure to meet this deadline will result in the Conditional
Use Permit being void.
Revocation of Permit: Operation of the use in violation of the Conditional Use Permit or any
standards, codes, or ordinances of the City of Campbell shall be grounds for consideration of
revocation of the Conditional Use Permit by the Planning Commission.
Landscape and Irrigation Plans: The applicant shall submit four (4) sets of detailed final
landscape and irrigation plans to the Planning Division, prior to the issuance of building
permits, for review and approval by the Community Development Director. Landscape and
irrigation plans shall be consistent with the City's Water Efficient Landscaping Standards:
a. All trees shall be a minimum 24-inch box size. All shrubs shall be a minimum of 5-gallon
size and ground cover shall be shown to provide 100 % coverage within 2 years of
installation;
b. All landscaping installed as required per the approved landscape plan shall be maintained
in good health;
c. All landscaping shall be installed prior to building occupancy for tenant improvements;
d. Installation of raised planters or plant containers adjacent to the new storefront systems
with details of materials and sections to be provided on the landscape plan;
e. All landscaping areas shall be irrigated; and
f. The landscape plan shall indicate replanting and irrigation of the existing planting areas.
Signs: No signage is permitted as part of the development application approved herein. New
signage shall not be installed prior to approval of a sign permit as required by Chapter 21.53
of the Campbell Municipal Code.
Parking Lot Re-Striping: The applicant shall re-stripe the parking lot in compliance with the
approved Site Plan and the requirements of Chapter 21.50 of the Campbell Municipal Code,
within 30 days of final approval. The applicant shall provide a three disabled parking space
as depicted on the site plan. The disabled spaces shall be developed in conformance with the
requirements of the California Building Code.
On-Site Lighting: Any proposed on-site lighting shall be shielded away from adjacent
properties and directed on site. The design and type of lighting fixtures and lighting intensity
of any exterior lighting shall be reviewed and approved by the Community Development
Director, prior to issuance of a building permit. Lighting fixtures shall be of a decorative
design to be compatible with the development and shall incorporate energy saving features.

Building Division
Permits Required: A building permit application shall be required for the proposed
remodeling work proposed for the structure. The building permit shall include
Electrical/Plumbing/2Mechanical fees when such work is part of the permit. The scope of
work under this permit shall be limited to all work not currently covered under building
permit: BLD2002-00032.
9. Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
10. Size Of Plans: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
11. Plan Preparation: This project requires plans prepared under the direction and oversight of a
California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
12. Title 24 Energy Compliance: California Title 24 Energy Standards Compliance forms shall
be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.
13. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to
the Building Official for approval prior to issuance of the building permits, in accordance
with U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from
the Building Inspection Division Counter.
14. Pollution Prevention: The City of Campbell, standard Santa Clara Valley Non-point Source
Pollution Control Program specification sheet shall be part of plan submittal. The
specification sheet (size 24" X 36") is available at the Building Division service counter.
15. Title 24 Accessibility - Commercial: On site general path of travel shall comply with the
latest California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks. Projects seeking to
use the Title 24 Hardship exemption clause shall blue-line completed, City of Campbell
"20%" exemption form on submitted construction plans. Form is available at Building
Division service counter.

17. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best Management
Practices Handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley
Water District and the City of Campbell Municipal Code regarding Storm Water Pollution
Prevention.
The City will provide the applicant with information to assist in complying with this
Condition of Approval. The primary objective is to improve the quality and reduce the
quantity of storm water runoff to the Bay.

STAFF RECOMMENDATION
That the Planning Commission take the following action:
Adopt a Resolution, incorporating the attached findings, approving a Conditional Use Permit to
allow the establishment of a golf training facility on the project site, subject to the attached
Conditions of Approval and find that this project is categorically exempt under Section 15301,
Class 1 of the California Environmental Quality Act (CEQA) pertaining to minor alterations to
existing private facilities involving negligible or no expansion of use; therefore, no

DISCUSSION
Background: The property is currently developed with a commercial/industrial structure built in
approximately 1974. The front portion of the building is occupied by 'Party America', a party
supply business. The applicant is requesting approval of a Conditional Use Permit to allow a golf
training facility in a vacant tenant space toward the rear of the existing building.
The project site is located on the north side of East Hamilton Avenue between Los Gatos Creek
and Highway 17 on ramp. The project site is surrounded by the Union Pacific right-of-way to
the north, offices to the south, veterinary office and landscaping contractor to the east, and an
office to the west.
Applicant's Proposal: The applicant is requesting approval of a Conditional Use Permit to allow
the establishment of a golf training facility within the rear tenant space of an existing
commercial/industrial building. The proposed training facility would occupy approximately
4,650 square feet or 22 percent of the building.
ANALYSIS
General Plan Designation: The General Plan land use designation for the project site is General
Commercial. The proposed training facility is considered commercial recreation and is
consistent with this land use designation. Therefore, the proposed project is consistent with the
General Plan. The General Plan designation was previously Commercial or Industrial at the time
the existing building was constructed.
General Plan Strategies
The proposed project complies with the following General Plan Land Use Element strategies:
Strategy LUT-5.3h: Parking and Circulation: Provide adequate parking and encourage
circulation patterns to serve commercial districts so as to discourage commercial traffic into
adjacent residential zones.
Strategy LUT-9.3d: Building Design: Design buildings to revitalize streets and public spaces
by orienting the building to the street, including human scale details and massing that engages
the pedestrian.
Strategy LUT-9.3e: Building Materials: Encourage the use of long-lasting, high quality
building materials on all buildings to ensure the long-term quality of the built environment.
Strategy LUT-10.1e: Parking Lot Screening: Plant landscaping or build decorative walls at the
interior and perimeter of parking areas as a visual screen.
Zoning Designation: The zoning designation for the project site is P-D (Planned Development).
A Conditional Use Permit is required to allow the establishment of uses in existing buildings
within the P-D (Planned Development) zoning district. The proposed project will be consistent
with the Zoning Ordinance with approval of a Conditional Use Permit.

Business Activities:
The applicant has provided the attached business description that indicates that 6 to 8 people will
use this facility at any given time. The proposed use is an indoor training facility for training and
conditioning of golfers. The use of large hitting bays and workout equipment creates the need for
a larger tenant space that would accommodate a few clients.
Staff finds that the proposed use is compatible with the surrounding uses and properties. A
conditional of approval restricts the business activities to within the interior of the building and a
limit number to 10 clients at any one time. Therefore, staff is supportive of the applicant's
request.
Parking: The site plan indicates the provision of 60 parking spaces or parking ratio of 1:347 for
the existing building square footage. Potentially 13 parking spaces could be allocated to the
proposed tenant space of 4,650 square feet. Staff finds that the provided parking is adequate for
the requested fitness training use.
Building Design: Architectural changes to the exterior of the building are restricted to the
replacement of two overhead metal doors with glass storefronts. The primary improvements
involve the remodel of the interior space for the training use.
Landscaping: The existing on-site landscaping will remain and is not impacted by this proposal.
Currently a minimal portion of the site, approximately 2.6 percent is shown for landscaping.
Staff is recommending that the applicant and property owner increas the amount of on-site
landscaping. Staff is recommending the submittal of a landscaping plan as a condition of
approval that requires landscaping containers adjacent to the proposed storefronts for this use
and the provision of a triangular shaped planting area adjacent to the front loading dock area.
The recommended changes would increase the on-site landscaping by approximately 470 square
feet or to 3.5 percent of the site.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed this application at its meeting of March 26, 2002. The Committee was supportive of
the application as proposed and had no additional comments or Conditions of Approval.

Revocation of Permit: Operation of the use in violation of the Conditional Use Permit or any
standards, codes, or ordinances of the City of Campbell shall be grounds for consideration of
revocation of the Conditional Use Permit by the Planning Commission.
Landscape and Irrigation Plans: The applicant shall submit four (4) sets of detailed final
landscape and irrigation plans to the Planning Division, prior to the issuance of building
permits, for review and approval by the Community Development Director. Landscape and
irrigation plans shall be consistent with the City's Water Efficient Landscaping Standards:

a. All trees shall be a minimum 24-inch box size. All shrubs shall be a minimum of 5-gallon
size and ground cover shall be shown to provide 100 % coverage within 2 years of
installation;
b. All landscaping installed as required per the approved landscape plan shall be maintained
in good health;
c. All landscaping shall be installed prior to building occupancy for tenant improvements;
d. Installation of raised planters or plant containers adjacent to the new storefront systems
with details of materials and sections to be provided on the landscape plan;
e. All landscaping areas shall be irrigated; and
f. A planting area adjacent to the load dock at the rear of Party America shall be provided
of approximately 378 square feet; and
g. The landscape plan shall indicate replanting and irrigation of the existing planting areas.

Signs: No signage is permitted as part of the development application approved herein. New
signage shall not be installed prior to approval of a sign permit as required by Chapter 21.53
of the Campbell Municipal Code.

Parking Lot Re-Striping: The applicant shall re-stripe the parking lot in compliance with the
approved Site Plan and the requirements of Chapter 21.50 of the Campbell Municipal Code,
within 30 days of final approval. The applicant shall provide a three disabled parking space
as depicted on the site plan. The disabled spaces shall be developed in conformance with the
requirements of the California Building Code.
On-Site Lighting: Any proposed on-site lighting shall be shielded away from adjacent
properties and directed on site. The design and type of lighting fixtures and lighting intensity
of any exterior lighting shall be reviewed and approved by the Community Development
Director, prior to issuance of a building permit. Lighting fixtures shall be of a decorative
design to be compatible with the development and shall incorporate energy saving features.
Building Division

Permits Required: A building permit application shall be required for the proposed
remodeling work proposed for the structure. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit. The scope of
work under this permit shall be limited to all work not currently covered under building
permit: BLD2002-00032.
9. Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
10. Size Of Plans: The minimum size of construction plans submitted for building permits shall
be 24 in. × 36 in.

11. Plan Preparation: This project requires plans prepared under the direction and oversight of a
California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
12. Title 24 Energy Compliance: California Title 24 Energy Standards Compliance forms shall
be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.
13. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to
the Building Official for approval prior to issuance of the building permits, in accordance
with U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from
the Building Inspection Division Counter.
14. Pollution Prevention: The City of Campbell, standard Santa Clara Valley Non-point Source
Pollution Control Program specification sheet shall be part of plan submittal. The
specification sheet (size 24" X 36") is available at the Building Division service counter.
15. Title 24 Accessibility - Commercial: On site general path of travel shall comply with the
latest California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks. Projects seeking to
use the Title 24 Hardship exemption clause shall blue-line completed, City of Campbell
"20%" exemption form on submitted construction plans. Form is available at Building
Division service counter.
16. Approvals Required: The project requires the following agency approval prior to issuance of
the building permit:
a. Santa Clara County Fire Department
b. West Valley Sanitation District

17. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best Management
Practices Handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley
Water District and the City of Campbell Municipal Code regarding Storm Water Pollution
Prevention.
The City will provide the applicant with information to assist in complying with this
Condition of Approval. The primary objective is to improve the quality and reduce the
quantity of storm water runoff to the Bay.

Hammer Golf Performance and Fitness, Inc. is a company that optimizes the
performance of recreational golfers. Similar to personal training, each client
receives one-on-one attention to address all aspects of his/her swing, including
strength, flexibility, stability, balance, conditioning, and the biomechanics of
positioning.
Hammer Golf Performance and Fitness, Inc. will be open Monday - Friday
from 7:00am to 7:00pm. There will be two strength and conditioning specialists
employed who will see two clients/hour. Each client will be in the facility for one
hour; hence, there will only be six - eight people on the premises at any given
time. Although the number of people in the facility is small in comparison to the
size of the warehouse, 4500 - 5000 square feet is needed because of the
number of large pieces of workout equipment and large hitting bays necessary
for the company's operation. Given Campbell's Parking Schedule (21.50.050),
Hammer Golf Performance and Fitness, Inc. seems to most appropriately fit
under "Industrial building, manufacturing, warehousing, service enterprises other
than automobile" where one space/each 400square feet is required.
891 Hamilton Ave. has 4650 square feet, so that would delegate 11 parking
spots for Hammer Golf Performance and Fitness, Inc., which is more than
adequate.

Dear Tim,
Hammer Golf Performance and Fitness, Inc. is a new small business owned by
Andrea Hammer. The capitol financing to start her business is through the SBA
Federal Loan Program.
Hammer Golf will be leasing 22% of the leased space in the building. Staff has
recommended that the landscape on site be increased to a disproportionate
amount of area for her leased percentage of the building.
Hammer Golf is allocating a significant amount of dollars to remove overhead
warehouse doors and install curtain wall glass, which is an embellishment that
should be considered in improving the ambiance of the site. Hammer Golf is in
agreement to provide landscaped containers with drip irrigation to be placed in
front of the new windows, as Staff recommends.
To install a landscape area where Staff recommends would require demolishing
the asphalt, installing concrete curbs and trenching from the front of the property
to the dock area for installing the irrigation system. The amount of work and
cost would place an undue hardship on Andrea Hammer's financing to start the
company. Other important elements to operate the business would have to be
compromised or deleted from the project.
We are requesting your consideration to approve the landscape conditions based
on the improved appearance of the building with the new glass and providing
the containers for landscape as recommended by Staff.
