Dear Mr. Rafia:
The Planning Division is in receipt of the statement dated January 12, 2003, from Robert Johnson, ISA
Certified Arborist. Based upon his recommendation for removal and the prior damage done by the tree,
the Community Development Director has determined that the removal of the Cedar tree in your yard is
exempt from the Tree Preservation Ordinance as provided in section 21.56.060 (1) of Campbell
Municipal Code. Consequently, you may remove this Cedar tree without the typically noticing procedure
and tree removal permit process.
This approval is subject to the condition that you replace this tree on your property with a 36 inch box
pine as depicted on your replanting plan. This tree should be installed within 30 days of the removal of
the cedar tree.

Arborist Report for John Breshi
On my inspection of the Deodora Cedar at 390 Latimer Avenue,
Campbell, CA, I found severe breakage on the north side of the tree,
approximately 35%. The limbs that broke tore past the outer bark ridge. This
will not allow the tree to properly compartmentalize the wounds. Pruning the
remaining branches on the south side of the tree to balance it, would result in
over pruning and cause more damage to the tree. When trees are over
pruned, they produce epicormic buds. Branches from epicormic buds are
weakly attatched causing the tree to be unsafe.
The tree in question is located in a high target area that could cause more
property damage if the tree or limbs should fail again. There is a house,
driveway and public sidewalk in the path of the tree, should it fall or have
more limb failure.
In my professional opinion, this tree should be removed.
