Subject: Office Addition at 480 E. McGlincey Lane (S 98-10)
Thank you for submittal of your application for an addition to your office building. The plans have been circulated for
comment to the City's Architectural Advisor, Building Department, Public Works Department, and the County Fire
Department, as well as review by our department. The responses from Fire, Public Works and Building are attached.
Planning Department and the Architectural Advisor's comments are as follows:
Circulation (comments from front of parcel to back)
We can foresee "informal" parking across from the front entry as enough space has been left for this to happen,
and the closest striped spaces are far to the rear. Such informal parking would most likely present circulation
hazards. The odd shape of this parcel and the 25' setback for parking do combine to make this a difficult parcel.
We suggest the possible use of the front area for informal parking be eliminated by narrowing all paved area on
the side of the building to the minimum 20' width. If the narrowing was used to place landscaping on the north
side of the new building, this would not only reduce the likelihood of the "informal" parking, but would enhance
the appearance of the new building.
Also, the design should not require the use ofbollards to prevent vehicles from scraping the building's colunm(s).
Landscaping with curbs next to the building has this third advantage.
The Fire Department is requiring the minimum 20 foot driveway to be free and clear of obstructions, specifically
the existing power pole. Thus either the pole needs to be moved, or the building reconfigured.
2 The spaces closest to the rear of the building, the handicap space and the space next to it, do not meet the 25 foo~
backout standard.
3. Spaces 21 and 22 probably should be angled so the swing arc into them is not so sharp.
4. A copy of the Fire Department turnaround layouts referred to in their conditions is attached.
Building Appearance
The Architectural Advisor commented that the building is too boxy and bland; it needs more life and integrity.
Staffbelieves that if the columns were shown on the exterior elevation, and also the shadows which would be cast
by the roof and the columns, the building would "read" as not so boxy. The Architectural Advisor is a member of
the three-member Site and Architectural Review Committee. Once the application is complete, accurate, and to the
standards that the Committee has previously indicated to staff that it expects, the item will be scheduled for
Committee review. The Committee will make a recommendation to the Planning Commission.

The second story of the propertyline wall will be visible to the public above the one-story building adjacent. It
should present a more attractive appearance, and its design should relate to the design of the other sides of the
building. The design of the building on the adjacent property to the west is an example of a solution which
accomplishes this.
3. The Architectural Advisor independently also made comments regarding the power pole and the backout distance.
4. The building is required to have 2 bath rooms which meet handicap accessibility standards (Title 24).
The number of parking spaces provided do not appear to meet code requirements. The requirement is 1 space per
225 square feet of office building floor area, as measured to the outside walls, plus 1 per 400 square feet for the
storage building.
Missing or Incorrect
1. Submittal of a copy of the Policy of Legal Title Insurance ( to indicate that the parcel was legally created).
2. Photos of the site and the surrounding sites.
3. The Site and Architectural Committee is sensitive to the quality of the presentation elevations. Submittal of one
good colored elevation would be best. It can also be used as the presentation exhibit at the Planning Commission.
4. A sample board of the color chips and stucco finish.
5. Indicate the columns on the elevations.
6. On the floor plans, the size of the columns indicated on the second floor are one half the width of the columns on
the first floor.
7. The windows sills are shown as knee height; is this what is intended?
8. Many interior walls end butting into one of the exterior windows.
9. The bathroom has an exter/or window that starts at knee height and extends to a 7.5' height. Even if the glass is to
be one-way, this usually makes the people inside uncomfortable.
10. The angled portion of the west elevation should be shown as a straight projection onto a line which parallels the
west building side.

Standard Street Improvements: Prior to issuance of any grading, drainage or building
permits for the site, the applicant shall execute a street improvement agreement and shall
cause plans for public Street Improvements to be prepared by a registered civil engineer,
pay fees, post security and provide insurance necessary to obtain an encroachment permit
for construction of the improvements, as required by the City Engineer. The plans shall
include the following:
· Installation of all existing and proposed water meters and sewer cleanouts on private
property behind the public right-of-way.
· New standard commercial concrete driveway in accordance with ADA requirements.
New attached marginal sidewalk is accordance with ADA requirements.
· One new public street light in accordance with the City's Street Lighting Policy.
· Street trees and irrigation system in the public right-of-way at 40+ on center.
· Conforms to existing improvements.
Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving
utility company.
Utility Installation Plan: Prior to issuance of building permits, the applicant shall submit a
Utility Installation Plan and Schedule for approval by the City Engineer for installation of
all utilities. Streets which have been resurfaced within the previous 5 years will require
boring and jacking for all new utility installations and will also require a pavement
restoration plan for approval by the City Engineer prior to any utility installation.
Maintenance Security: Prior to issuance of occupancy approval for the site, all public
street improvements required by the street improvement agreement and the encroachment
permit must be completed and accepted by the City and the applicant must provide a one-
year Maintenance Security in an amount of 25 % of the Faithful Performance Bond.

Storm Drain Area Fee: Prior to issuance of any grading, drainage, or building permits
for the site, the applicant shall pay the required Storm Drain Area fee. The current fee is
$2,500.00 per acre or $1,825.00.
National Pollution Discharge Elimination System: Prior to issuance of any grading,
drainage, or building permits, the applicant shall comply with the NPDES and Title 14 of
the Municipal Code concerning storm water pollution control.
Santa Clara Valley Water District: The applicant shall comply with any requirements of
the Santa Clara Valley Water District, including Ordinance 83-2 and subsequent

department dated 5/28/97 and 8/14/97 respectively. All previous conditions
are still in effect.
UFC 1 The proposed building size of the main building shown is approximately 4,950
~-PAenaix square feet. The required fire flow for this size building is 1,750 gallons per
minute at 20 psi residual. This fire flow (taken from two hydrants flowing
simultaneously is not available per an analysis made by the San Jose Water
Company on April 25, 1996.

SCOPE
Applicable to commercial buildings or for three or more single family dwellings where any
portion of the building(s) is om'eater than 150 feet from the center line of a public roadway,
as measured along a route specified by the Fire Department.
DEFINITIONS
Roadway: A'vehicular access roadway ~eater than or equal to 20 feet in width.
Driveway: A vehicular access roadway less than 20 feet in width and serving no more
than two single family dwellings.
REQUIREMENTS
ROADWAY WIDTH:
20 feet minimum curb to curb paved width. Greater widths may be required where it is
determined by the Fire Department that Ladder Truck access is required: ' '
PARKING ALONG ACCESS ROADWAYS: ..
The required width of fire access roadways shall not be obstructed in 'kny manner. Parking
shall not be allowed along roadways less than 28 feet in width. Parking will be allowed
along one side of the street for roadways 28-35 feet in width, For roadways equal to or
greater than 36 feet in width, parking will be allowed on both sides of the roadway.
Roadway widths shall be measured face to face of curb. Parking spaces a~e_based on an 8 ft
wide space. NOTE: These width specifications are based on roadways where Ladder T~:t2ck
access/setup is not required. -
Parking is not allowed in turnarou.nds. The entire area of required turnarounds shall
remain unobstructed at ail times. No portion of the turnaround may not be part of a
