Dear Ms. O'Malley,
This letter is to follow up on our conversation of last week. At that time I called to inform you that the Fire
Department had clarified the meaning of its requirement regarding the amount/pressure of water to meet
fireflow standards. Evidently, the 1500 Gallons Per Minute at 20 pounds per square inch is not available in here
without bringing in another water line, or expanding the capacity of the existing one.
I called Wayne Hokanson of the Fire Department today to discuss with him what your options were. Evidently,
the new line would need to be brought in fi.om Union Avenue.
I know that Gary Robinson said that office space is needed now. Therefore, I asked if there were any amount of
square footage which could be built without triggering the requirement. Deputy Fire Marshall Hokansen noted
that as long as the office expansion were 500 square feet or less, the Fire Department would not require the
1500 GPM. I believe, though, that the building would need to be equipped with sprinklers. Perhaps you could
design the building so that it could be built in stages, if 500 square feet meets the immediate needs. Let me
know.
I also mentioned on the phone that there was information missing fi.om the plan, or inaccuracies which need to
be corrected before the City could consider the plan to be complete enough to continue on in the review process.
I have listed them on the attached sheet. Theses changes will be relevant only, of course, if the addition is
limited to 500 square feet or it is intended to extend the water line. However, I understand it would probably be
economically infeasible for one small property to do this.

Information missing or changes needed to plans for 480 McGlincey Lane
SITE PLAN
1. Existing utilities in the area:
A. Above ground poles on north property line (2), one near street, and one near rear comer of building to
the north. Exact location is needed, as it appears the rear one may be in the driveway. Both the City
and the Fire Department require 20' minimum clearance. The dimension needs to be shown, and pole
protected or utilities undergrounded. The Fire Department requires a 13'6" vertical clearance as well.
B. Poles in right-of-way in front of adjacent property which serve your building. Note to indicate if are
to be undergrounded (to new structures need to be undergrounded; upgrade in utilities needs to be
undergrounded).
C. Any other utility box, transformer, backflow device, or the like which is in the right- of-way in front
of the property.
2. Private light pole and light fixture on the property.
3. Outside storage: exact location of areas in use or to be used for outside storage, with exact limits of the
storage indicated. This is needed in order to assess whether there will be backup and turning problems for
vehicles into and out of designated parking spaces, and to show that the areas are screened from street view.
Also, the Fire Department requires a minimum taming radius of 36' outside, 23 feet inside to the rear of the
lot (For access by fire trucks to fires over 150 feet from the roadway). This cannot be blocked by outside
storage, nor can access to the new on-site fire hydrant the Fire Department requires.
4. Existing trees: show location, type and size, and indicate if they will be removed.
5. Boat canopy appears to be missing.
6. Existing fencing and if will be removed, e.g. chainlink with barbed wire on top.
7. Designated truck parking and employee parking versus customer parking areas.
8. Columns of building are within the required 25 foot backup from the parking spaces (least dimension).
Posts and columns pose a hazard to vehicles backing up, as they are often not noticed.
9. Need indicate if will have sidewalk under second floor overhang (suggest cantilever in place of columns, or
not to put parking spaces in location where backup problem will result).
10. The location of the building on the property to the north is not accurate. The building follows the rear
propertyline; it is not a rectangular building.
11. Indicate what is located on the adjacent property to the northwest (at end of, as well as behind the storage
units/driveway)
ELEVATIONS
1. First floor: show columns and any walkways (unless plans are changed to cantilever the second story,
thereby providing adequate backup for the parking spaces opposite).
2. Show all windows on floor plan walls.
3. Indicate color of metal railing on balcony and stairs. Are all the metal pieces really to be 3" in width (scales
as 3") or will they be narrower?
4. An indication of what type of signage and where to be located on building and/or in front landscape area
should be indicated at this time so that it may be integrated in color, style and location with the architecture.
(The actual wording and design is not needed. This can be lef~ to the sign permit.)
5. It appears that the stone facing now on the front of the building is to be removed. A note should be added to
indicate this.

Dear Mr. Robinson:
When you were talking to Harold Housely of Public Works, you wanted to know how much
development of the site triggers the requirement for the provision of public right-of-way
improvements. I have investigated at Public Works to get you an answer, and to determine what
those improvements would be.
Included as well are the comments of the Planning, Public Works, and Building Departments of the
City and The Fire Protection District.
The addition to the first floor, and the provision of a second floor is proportionately enough'
development that right-of-way improvements would be required by this alone. Therefore, it
might be worthwhile to develop the storage units at the same time.
The public right of way would extend to 10' back from the face of curb. The first 5 feet of this is
to be sidewalk, and the second 5 feet is to be landscaping, including street trees. This
landscaping is to be integrated into the landscaping to be provided in front of the building. All
landscaping shall be provided with an automatic irrigation system.

The number of parking spaces required at 1/225 sf office, 1/400 sf warehouse/storage and the
number required for public storage based upon past studies totals a parking need for the site
of 25 spaces. This assumes that the assembly room is used for office purposes, and that the
area under the deck is not enclosed. (What will this area be used for, other than storage in the
rear portion. Will it house trucks?
On-site Traffic Circulation and parking:
a. No parking space should be located within 25 feet of the curb face, so that entering
vehicles are not stopped from entering the site by vehicles exiting the first parking
space. This can result in the entering vehicle being rear-ended by vehicles on the street.
b. The parking spaces located closest to the office will receive the most use. Therefore,
they should not be compact spaces. Compact spaces should be located in the areas of
least likely use.
c. Backup distance to be provided from parking spaces is 25'. (No posts should be in this
area).
d. The northwest corner of the building should be set an equivalent distance from the
opposite propertyline as the next building corner to its east to provide an even driveway
width.

e. The east parking space on the south end of the public storage building should be
eliminated, as it has poor sight visibility of vehicles coming along the driveway, and
those of it.
f. One handicap parking space is required for every 25 parking spaces and fraction
thereof.
g. Revised site plans shall be approved by the Traffic Engineer.
5. The construction of a block wall will be required along the rear property line, as it adjoins a
residential lot.
6. The area between the sidewalk and the first parking space, 25' back, should be landscaped,
and provided_ with an automatic irrigation system.
7. Prior to issuance of any building permits for the site, the applicant shall pay any unpaid storm
drain area fees. The current fees are $2,500 per acre.
8. The applicant shall submit plans showing the existing as-built drainage collection system and
proposed improvements. Plans shall include the connection to the public storm drain system.
Prior to issuance of any building permits for site the applicant shall cause plans for public
improvements to be prepared by a registered civil engineer, pay fees, post securities and
provide insurance necessary to obtain an encroachment permit for construction of the
improvements, as required by the City Engineer. The plans shall include the following:
· New standard concrete driveway.
· New sidewalk to conform with the standards for the area as determined by the City
Engineer.
· Repair of pavement as determined by the City Engineer.
· New public street light.
· Street trees in the public right-of-way and irrigation system.
· Traffic control signs and pavement markings as determined by the City Engineer.
10. Prior to issuance of occupancy for the site, all public street improvements as required by the
encroachment permit must be completed and accepted by the City Engineer and the applicant
must provide the one-year maintenance security.
11. All new on-site utilities shall be installed underground per Section 20.36.150 of the Campbell
Municipal Code for any new or remodeled buildings or additions. Applicant shall provide
evidence from all utility companies that the application as proposed can be served. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
company.
12. Applicant shall submit a Utility Coordination Plan and Schedule for approval by the City
Engineer for installation of all utilities. The plan shall minimize the damage to all public facilities.
13. Comply with the requirement of the Santa Clara Valley Water District if the subject property
perimeter is within 50' of the District's property.
14. Comply with California Storm Water Best Management Practices Handbook, prepared by Storm
Water Quality Task Force, Santa Clara Valley Water District.

15. Applicant's construction of public improvements shall be coordinated with other City
improvement plans, if any.
16. The existing water meter and sewer lateral cleanest shall be relocated behind the property line
on private property.
17. State law requires the building plans to be prepared and stamped by a registered architect or
civil engineer. Structural calculations shall be submitted by a registered stuctural engineer.
18.
One on-site fire hydarnt shall be provided at location to be determined by the Fire Marshall.
Maximum hydrant spacing to be 250 feet, and minumum single hydrant fire flow shall be 1500
GPM at 20.p_si residual pressure.
19.
Provide marking for all roadways within the project. Markings shall be per fire department
specifications. Installations shall conform to Local Government Standards and Fire Department
Standard Details and Specifications A-6.
20. Review wall construction required along property lines for conformance with the fire
requirements in the UBC, and prepare building plans top meet.
