McGlincey Lane Site and Architectural Review Permit & Use Permit Application Dear Mr. Ney: Thank you for your submittal of a Site and Architectural Review Permit and Use Permit application for the installation of a Nextel wireless communications facility at 765 E. McGlincey Lane. Based on an analysis of the application submittal, staff has determined that the proposed antenna facility does not meet the requirements for a stealth facility under the City's Telecommunications Ordinance. Therefore, the proposed project will require approval by the Planning Commission at a public hearing. The proposed 10-foot extension on the top of the existing PG&E tower exceeds the 75-foot maximum height requirement for the M-1 Zoning District. The existing tower is 85 feet tall and the proposed tower extension would increase the height of the tower to 95 feet. Antennas mounted on an existing structure which exceed the maximum height requirement are allowed as long as they do not extend above the existing structure. New structures built to support antennas need to meet the maximum height requirement. Staff recommends that the plans be revised to show the antennas mounted on the existing tower without increasing the height of the tower. Applications for antennas that exceed the maximum height must submit a supplementary report outlining the reasons why the height requirement cannot be met. The director shall require an independent review, paid for in advance by the applicant, to evaluate the applicant's request. Factors to be considered are whether or not another site exists where standards can be met or is there another method of installation that would result in a project that complies with the standards. A search of our records revealed that there has been a reduction in the number of approved parking spaces that have not received approval from the Community Development Department. The Site and Architectural Review Permit approved in 1967 (S 67-39) shows 33 parking spaces. Five of these parking spaces as well as a trash enclosure are on the northern side of the property behind the existing building. Currently this area is fenced off and is not being used as a parking area or as the location for the trash enclosure. Prior to any approvals for this property the required number of parking spaces for the existing building need to be provided as well as a trash enclosure per city standards. The minimum number of parking spaces for an industrial building shall be one space per each 400 square feet of gross floor area, of which forty percent can be compact stalls. This unmanned facility will be constructed with the equipment shelter vaulted underground and the antenna array mounted to the existing PG&E tower on site. As you know, we have discussed the various design configurations, and this one is the cleanest proposal we can offer. The "visual impact" is minimal, only utility antennas mounted to a utility tower. Since the equipment shelter is to be underground, the only thing showing will be the access hatch, and it will be behind the cinder block enclosure. We will be moving the existing enclosure to sit atop the vault, and this will provide the additional space we need to assure the required 26 parking spaces you mentioned. I feel that this proposal meets all of the guidelines set forth in the Campbell zoning ordinance with regards to such installations, and I hope that the close work we have done on this up to now means you will agree, and recommend an approval. This proposal has no significant visual impact, especially since the entire property is enclosed behind a fence, and the increased service area that this installation will provide is extremely important to Nextel and all of our customers who live in and pass through Campbell. STAFF RECOMMENDATION 1. Denial, or Continuance in order to allow the applicant an opportunity to demonstrate that the amount of parking presently existing on the site is sufficient for this site with the proposed addition, or 3. Approval, subject to the attached conditions. STAFF DISCUSSION The applicant is proposing to construct a 1,100 square foot storage addition to the rear portion of an existing industrial building. The existing building is approximately 11,000 square feet in size and covers 42 percent of the 26,228 square foot site. The proposed addition and the existing building will cover approximately 46 percent of the site. Building materials are indicated as a metal roof with wooden walls on three sides and a concrete block wall on the west side of the proposed addition. The plans for the existing building, which were approved in 1967, indicated that a total of 33 parking spaces would be available for this office, industrial, and manufacturing building. The resulting parking ratio (as approved) was one parking space for every 333 square feet of gross building area. The present proposal calls for the elimination of five of the approved parking stalls, as well as the approved location for the trash container enclosure. If this application is approved, a total of 26 parking spaces would remain available for automobile use, resulting in a ratio of one space for every 465 square feet of gross building area. The applicant's letter, which is attached, indicates that no additional employees wil) be employed as a result of the addition. It should be noted that the Commission does have authority under Section 21.50.030 to modify the parking requirements for a particular use at a particular location. Staff, however, cannot justify a parking ratio of one space for every 465 square feet of gross floor area for a building which is predominantly used for manufacturing purposes. The Architectural Advisor is of the opinion that certain modifications to the proposed additions would be desirable.
