Reason for Granting Tree Removal The Tree Removal Permit has been approved based upon the City's determination, with a supporting recommendation by a Certified Arborist, that the tree is diseased and dying. Staff has determined that the situation cannot be reasonably remedied by means other than removal. Conditions of Approval for Tree Removal The applicant is required to plant one (1) 36-inch box Coast Redwood tree within the property. The tree must be installed on or before September 30, 2001 (if no appeals are filed.) This approval is final in ten (10) days unless an appeal is received in writing at the City Clerk's Office, 70 N. One (1) 36-inch box Coast Redwood tree will be planted on the property to replace the pine tree on or before September 30, 2001, per the Tree Protection Ordinance. The Tree Removal Permit has been approved based upon the City's determination, with a supporting recommendation by a Certified Arborist, that the tree is diseased and dying. Staff has determined that the situation cannot be reasonably remedied by means other than removal. It is recommended that the trees be removed by persons who are experienced and bonded for the removal of trees and that the stumps be ground out and the roots removed so there will not be re-growth of the Pine tree. This approval is final in 10 days, unless an appeal is received in writing at the City of Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Thursday, August 30, 2001. The tree may not be removed until after the 1 O-day appeal period has passed and no appeals have been received. If no appeals are filed, staff will send you a letter to let you know that the Tree Removal Permit is final. A notice of tree removal will be posted on the property where it is visible to the public. The notice will also be sent out to all the property owners within 300 feet of your property. Millich Drive in Campbell. The Valley Forge Home Owners Association has instructed Lewis Tree Service to obtain a permit from the City for the purpose of removing the evergreen tree to the right of the property located at 560 Millich. The reason we are asking for the removal is because the tree is dying. The lower braches on the tree are completed dead. The HOA is afraid of the risk and potential liability if the tree fell and hurt someone or damaged property. Since this tree is next to the Little League entrance, we would like to get this tree removed as quickly as possible. Species: Size: Average Canopy spread: Monterey Pine 31" DBH (Diameter at Breast Height); 70' Tall 40' full crown This tree is located approximately forty feet south of 560A Millich Drive in Campbell. The general health and vigor is poor and considered to be in decline. Several large lower limbs on the western side of the canopy are dead and a large amount of frass is visible around the base of the tree trunk. Frass is evidence of a pine bark beetle known as the red turpentine beetle (Dendroctonus valens). One of the beetle species most commonly responsible for the rapid decline of individual Momerey pines in this area is Dendroctonus valens, the red turpentine beetle. These beetles can attack a wide variety of pine species, usually selecting weaker specimens. Although large enough populations can and do kill otherwise healthy trees, they are usually attracted to trees that are already stressed by other factors, such as those infected with pitch canker. The beetles leave a conspicuous tube of resin that marks the location at which they burrowed into the tree. The tube is normally reddish in color and appears s6mewhat wet when fresh, and fades to a crusty white when older. Typically scattered below the these tubes is a coarse residue, or frass, produced as a by product of the beetles during their activity. Red turpemine beetles are monogamous, and mated couples emit pheromones attracting other beetles to the tree. When a few beetles locate a suitably weak tree, it usually succumbs in a relatively short time to large-scale infestation. In addition, the trunk and scaffold limbs have been colonized by sequoia pitch moths. Basically this tree is dying. In time large limbs will begin to fail posing a significant hazard to automobiles using the street and/or pedestrians using the walkway.
