The subject property is zoned R-I-6 (Single-Family Residential) and is located within the San Tomas Neighborhood. Additions to existing structures in the R-I-6 Zoning District in the San Tomas Neighborhood shall be permitted only after the project receives Site and Architectural Review by the Community Development Director. The Community Development Director has reviewed and approved the proposed plans. The proposed addition is found to be in conformance with the development standards and design guidelines of the San Tomas Area Neighborhood Plan. The next step would be to submit for a building permit. The following information should be included on building permit plan submittal: 1. Indicate the dimension to the centerline of both adjacent streets. 2. lndicate the correct front lot line dimension. Our records indicate that the length is 52.51 feet to the radius. 3. The site is an corner lot located on the east side fawn drive at the intersection with Westmont drive The site is flat with typical; residential landscaping, and does not contain any cultural, historical, or scenic considerations. The existing dwelling located on the site is a 1 story "ranch style" tract home dwelling about 1860 sq.ft. This home was constructed in the late 1960's or early 1970's and is unremarkable historically and architecturally. The existing house has a small covered porch facing west which has been retained in concept in the proposed design. The proposed design includes additions of 125 sq.ft. of floor area to the front of the 1st floor extending the current living room and kitchen areas. The proposed design also includes an addition of 661 sq.ft. to the 2nd floor for a master bedroom suite The site is bounded on all sides by similar size homes on similar sized lots. The development surrounding the site is fairly homogeneous in terms of scale and intensity. There have been other two story additions added to other 1 story homes in the same development. The subject property is zoned R-I-6 (Single-Family Residential) and is designated as Low Density Residential (less than 6 units per gross acre) on the City's General Plan Land Use Map. Your property is located within the San Tomas Neighborhood and is therefore subject to the development standards and design guidelines of the San Tomas Area Neighborhood Plan (STANP.) The Planning Division completed the review of the pre-application and has the following comments regarding the proposal: 1. Proiect Summary: Covered porches are included in the lot coverage calculation and should be reflected in the project summary. Covered porches are not included in the Floor Area Ratio (FAR) calculation. 2. Architecture: The following comments are intended to ensure compliance with the design guidelines of the ST ANP: . The kitchen window on the front elevation should be moved down to be centered on the wall plane. . The proposed dormer on the right side of the front elevation appears to be buried behind the first floor roof and presents an awkward appearance from the street. Staff recommends that the dormer be removed or the window made smaller so that it looks proportional to the wall as viewed from the street. . Architectural elements of additions should be compatible with the existing home. Details regarding the use of exterior building materials and colors, window style and window 70 North First Street. All of these architectural elements should match the existing home unless the entire exterior elevation is being replaced to match the new addition. 3. Plan Consistencv: The floor plan indicates a second window on the right elevation that is not depicted on the elevations. Please revise the plans to ensure consistency between the elevations and floor plans. Your application was distributed to the Public Works Department, Building Division, Planning Division and County Fire Department. In addition to the Planning Division's comments contained in this letter, please find enclosed comments from the Building Division. Comments from the Public Works Department were not available at the time of this mailing and will come under separate cover, if applicable.
