It has come to the attention of the Planning Division that you may have expanded your occupancy of the
building at 700 West Hamilton Avenue into another suite that offers education services to a younger age
group than described in the school use approved by the Planning Commission in 1996. This expansion
and change of use would require approval of a Modification to the prior Conditional Use Permit.
Prior to the formal submittal of such an application it is recommended that you process the enclosed Pre-
Application. This recommendation is to facilitate a building occupancy determination regarding your
proposed school and the implication ofthis occupancy from a Building Code standpoint.

BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL, APPROVING A
CONDmONAL USE PERMIT TO ALLOW A COMMERCIAL
COMPUTER AND LANGUAGE SCHOOL (CALIFORNIA
COLLEGE OF COMMUNICATIONS) WITHIN AN EXISTING
OFFICE BUILDING ON PROPERTY LOCATED AT 700 W.
HAMILTON AVE IN A C-2-S (GENERAL COMMERCIAL)
ZONING DISTRICT. FILE NO. UP 96-02.
After notification and Public Hearing as specified by law to approve a
Conditional Use Permit, and after presentation by the Community
Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows with respect to File No. UP 96-02:
1. Commercial schools are permitted in a C-2-S Zoning District subject to the
approval of a Use Permit.
2. The proposed school will occupy 2,923 square feet of an existing 56,500 square
foot building (5% of the building area).
3. The proposed school is a compatible use within the existing commercial
office building and the surrounding neighborhood.
4. The establishment of the proposed school will not entail exterior
modifications to the building or site.
Based upon the foregoing findings of fact, the Planning Commission concludes
that:
1. The proposed project is consistent with the General Plan and the City's
zoning ordinance.
2. The proposed project, as conditioned, will aid in the harmonious
development of the immediate area; and
3. The establishment, maintenance or operation of the use applied for will not
be detrimental to the health, safety, peace, morals, comfort or general welfare
of persons residing or working in the neighborhood of such proposed use, or
be detrimental or injurious to property and improvements in the
neighborhood or to the general welfare of the City.

The applicant is hereby notified, as part of this application, that he/she is
required to meet the following conditions in accordance with the Ordinances of
the City of Campbell and the State of California. Additionally, the applicant is
hereby notified that he/she is required to comply with all applicable Codes or
Ordinances of the City of Campbell and the State of California that pertain to
this development and are not herein specified.
1. Approved Project: Approval is granted for a Use Permit allowing for the
establishment of a 2,923 square foot private vocational school within an
existing commercial office building located at 700 W. Hamilton Avenue.
Project shall substantially comply with project plans submitted with the
application on January 16, 1996, by Orner Uyuklu. The project shall also
substantially comply with the letter dated January 12, 1996, and submitted by
the applicant, which identifies the type of classes to be offered, days and
hours of operation, floor area to be used and the number of students,
instructors and staff at anyone given time.
2. A,pPToval Expiration: The Use Permit approval (UP 96-02) or this project is
valid for a period of one year from the Planning Commission approval. All
conditions of approval specified herein must be completed within one year
from the date of approval or the Use Permit shall be void.
3. Central Fire District: The applicant shall augment existing automatic fire
sprinkler system as may be required to maintain proper fire sprinkler
coverage.
4. Si~ns: A sign application shall be submitted to the Community
Development Director in accordance with the provisions for the Sign
Ordinance for all signs. No sign shall be permitted until the application is
approved and a permit issued.

Tim,
The existence of the American Ed Learning Center came to the attention of
County Fire during routine inspections of the Professional Culinary
Institute. We observed some signs and inquired about the use informally. I
was instructed by my supervisor to refer the matter to the Building
Official for classification of the use based on the Building Code. It was
the opinion of Bill Bruckart that the occupancy as described could best be
classified as a Group E, Division 2 occupancy. It seems that Dr.Uyuklu has
expanded his use to include suite 200 without obtaining a use permit.
Suite 210 is the California College of Communications for which their is a
valid use permit.
It was decided that a Community Development letter would be sent to Dr.
Uyuklu asking him to confirm in writing his intended uses of the building.
This would be handled at the preapplication stage so the review could be
done with minimal cost to the applicant.

feet which is only 16.. of the second floor or 5.. of the whole buDdIng. Our
hours of operation are from 8:00 AM to 10:00 PM, Monday thru Friday.
Eventually, we will also have weekend d..'le$. The total number of .tudents
plus Instructors and .taff 1140 to 60 (It varies from session to sesslon).
The school is a private post-sea:mdary vocationallnstitut!on and II .1"1'aond
by the State Department of Education In Sacramento. Our purpoee II to train
or retrain people for mmputerlzed office management. compUterIzed
accounting, Internet and other multi-medla l'Iosrams IlleS aIIo for vocational
English sldlls. We designed our traInIng rooms small for the Ilze 018 to 10
people. Altogether, we have 4 computer-lab type tralnIng rooms IlleS 2
lecture-style rooms (see Floor Plan).
Knowing the above facts about our operation, I believe tile offices at 700 West
Hamilton Ave, are more than adequate and suitable to our needs. We Idndly
request your approval for a Use Permit for our institution to amtinue to
operate.
