Thank you for your submittal of a Site and Architectural Review Permit for the construction of
new two-story single-family residence at 287 Harrison Avenue. The granting of a Site and
Architectural Review Permit will require approval by the Planning Commission and will be
decided upon at a public hearing.
Your application has been deemed incomplete. The following additional information and details
are needed in order to deem your application complete and schedule it for meetings with the Site
and Architectural Review Committee and the Planning Commission:
I. Colored Streetscape Elevation: Provide a colored streetscape elevation of the proposed
project as it relates to the massing and scale of adjacent residential structures.
2. Submitted Plans: The full-size plans include three sheets that are not included with the
reduced-size set of plans, which are the Existing Landscape Plan, Conceptual Landscape
Plan, and Drainage Plan, Please provide complete reduced-size plans. Additionally, it is
very difficult to read the 8 Y:z" x II" plans provided. Please provide II" x 17" reduced-size
plans.
3, Proposed Drivewav: The full-size plans and reduced-size plans show two different driveway
layouts. Staff recommends the curved driveway layout shown on the reduced-size plans,
Please revise sheet I, 8 & 9 on the full-size plans.
4. Proiect Summarv: Please revise the lot coverage calculation to include all covered porches.
The maximum lot coverage is 40% or 3,096 square feet. It appears that the proposed house
exceeds this requirement by 2% or 209 square feet.

5. Site Lavout & Architecture: Please consider the following comments from staff:
a. Most privacy impacts are due to the number, placement, and size of second floor
windows. To minimize adverse impacts on neighboring properties, carefully consider the
placement of windows to avoid privacy impacts on neighboring yards. Staff recommends
simplifying the roofline and eliminating the second floor gable on the left side elevation.
This will eliminate any potential privacy impacts with the adjacent property.
b, Show the chimney on the rear and left side elevation,
c. Minimize the use of windows on the side elevations facing the adjacent single-family
homes. Use frosted glass on bathroom windows and indicate this on the elevations.
d. Please indicate the location of all gas roof vents on the elevations and the roof plan.
Please coordinate the mechanical and plumbing plans to minimize the number of roof
vents that are visible from the street frontage.
e, Staff recommends using a decorative garage door style or two single-car garage doors to
provide consistency with the neighborhood.
Your application was routed to the Building Division, County Fire Department, and Public

RECOMMENDATION:
Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for building
permit shall comply with the code in effect at that time, Submit permit application together with required
documents to the Building Inspection Division to obtain a building permit. No construction can be commenced
without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.
TO THE SATISFACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL:
I. PERMITS REQUIRED: A building permit application shall be required for the proposed new
single family dwelling structure. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit.
2. CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permit.
3. SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall be
24 in. X 36 in.
4. PLAN PREP ARA TION: This project requires plans prepared under the direction and oversight of
a California licensed Engineer or Architect Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
5. SOILS REPORT: Two copies of a current soils report, prepared to the satisfaction of the Building
Official, containing foundation and retaining wall design recommendations shall be submitted with
the building permit application. This report shall be prepared by a licensed engineer specializing in
soils mechanics,
6. SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall be
prepared by a licensed engineer and shall also include site drainage details.

7. FOUNDATION INSPECTIONS: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection. This
certificate shall certify compliance with the recommendations as specified in the soils report and
the building pad elevation and on-site retaining wall locations and elevations are prepared
according to approved plans. Horizontal and vertical controls shall be set and certified by a
licensed surveyor or registered civil engineer for the following items:
a. pad elevation
b. finish floor elevation (first floor)
c. foundation corner locations
8. TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Compliance forms CF-IR and
MF-I R shall be blue-lined on the construction plans. S% X II calculations shall be submitted as
well.
9. SPECIAL INSPECTIONS: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with U.B.C
Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the Building
Inspection Division Counter.
10. The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter,
II. APPROVALS REQUIRED: The project requires the following agency approval prior to issuance
of the building permit:
a. West Valley Sanitation District (37S-2407)
b. Santa Clara County Fire Department (378-4010)
c. School District:

12. P.G.& E.: Applicant is advised to contact Pacific Gas and Electric Company as early as
possible in the approval process. Service installations, changes and/or relocations may require
substantial scheduling time and can cause significant delays in the approval process. Applicant
should also consult with P .G. and E. concerning utility easements, distribution pole locations and
required conductor clearances.

13. CONSTRUCTION FENCING: This project shall be properly enclosed with construction
fencing to prevent unauthorized access to the site during construction. The construction site shalJ
be secured to prevent vandalism and/or theft during hours when no work is being done. AlJ

1. Preliminary Title Report: Prior to issuance of any grading or building permits for the site,
the applicant shall provide a current Preliminary Title Report.
2. Street Improvements Prior to issuance of any grading or building permits for the site, the
applicant shall execute a street improvement agreement, cause plans for public street
improvements to be prepared by a registered civil engineer, pay various fees and deposits,
post security and provide insurance necessary to obtain an encroachment permit for
construction of the standard public street improvements, as required by the City Engineer
The plans shall include the following
a. Removal of existing curb, gutter and driveway approach and necessary sidewalk.
b. Installation of City standard curb, gutter, sidewalk and ADA compliant driveway
approach
c. Installation of street trees and irrigation at 30' on center within park strip area.
d. Construction of conforms to existing public and private improvements, as
necessary .
3. Water Meter(s) and Sewer Cleanout(s) Proposed water meter(s) and sewer cleanout(s)
shall be installed on private property behind the public right-of-way line.
4. Utilities: All on-site utilities shall be installed underground per Section 21.18.140 of the
Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall
comply with all plan submittals, permitting, and fee requirements of the serving utility
compames.
5. Utilitv Coordination Plan: Prior to issuance of building permits for the site, the applicant
shall submit a utility coordination plan and schedule for approval by the City Engineer for

installation and/or abandonment of all utilities. The plan shall clearly show the location and
size of all existing utilities and the associated main lines; indicate which utilities and services
are to remain; which utilities and services are to be abandoned, and where new utilities and
services will be installed. Joint trenches for new utilities shall be used whenever possible.
6. Pavement Restoration: Based on the utility coordination plan, the applicant shall prepare a
pavement restoration plan for approval by the City Engineer prior to any utility installation
or abandonment. Streets that have been reconstructed or overlaid within the previous five
years will require boring and jacking for all new utility installations. Harrison Avenue has
not been reconstructed or overlaid in the last 5 years. The pavement restoration plan shall
indicate how the street pavement shall be restored following the installation or abandonment
of all utilities necessary for the project.
7. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site,
the applicant shall pay the required Storm Drain Area fee, currently set at $2,120.00 per net
acre, which is $376.00.

PURPOSE
The Site and Architectural Review Area is intended to promote
orderly development; to enhance the character, stability, and
integrity of neighborhoods and zoning districts; to secure the
general purpose of the City's Zoning Ordinance and General
Plan, and to assure high quality architectural design and
optimum site design through the architectural review process.
PROCESS
Pre-Aoolication Review: It is recommended that the applicant
make an appointment with a planner prior to submitting - an
application to discuss the preliminary design of the project.
This will help the applicant detennine if the proposal is
consistent with existing review standards and ordinance
requirements.
Filine of Aoolication: The completed application must be
filed with the Planning Department along with the appropriate
fee and all required data. The staff planner who is on duty
will give the application and data a cursory review for
completeness. The application cannot be accepted if the
submittal is incomplete.
After the project has been assigned to a planner, it will be
reviewed in more detail for completeness, A letter stating if
the application is complete or if additional information is
required will be sent to the applicant within 30 days after
receipt of the application,
Environmental Review: Nearly all Site and Architectural
Review requests are required to have an environmental
assessment to determine if it will be necessary to prepare an
Environmental Impact Report or a Negative Declaration,

Architectural Review Committee, and the Planning
Commission will consider the following in the review of Site

Staff Review: The Planning Staff will evaluate the request by
conducting an investigation of the site and considering the
proposal in relation to adjoining structures. Staff will prepare a
written report for the Planning Commission which will analyze
the development proposal and provide staff recommendations,

Site and Architectural Review Committee (SARC): Prior to
the Planning Commission meeting your application will be
reviewed by SARC. The Committee reviews the application
for site layout and building design and then forwards a
recommendation to the Planning Connnission.
Public Notice: At least 10 days prior to the public hearing,
property owners within 300 feet of the subject property will be
notified by mail of the hearing. In addition, a notice of the
public hearing will be published in the Campbell Express.
Plannine Commission Meetine: The Planning Commission is
required to review and approve detailed site, building, and
landscape plans. Staff will present an oral report and
recommendation for the proposed project. This presentation
will be followed by testimony from the applicant and then by
any interested persons who may wish to comment on the
application. The Planning Commission may then close the
public hearing and make a decision approving or conditionally
approving the request, denying the request, or postponing the
decision to a later date, Unless an appeal is filed, the Planning
Commission's decision is final.
City Council: Site and Architectural Review applications are
not required to go before the City Council, unless the Planning
Commission's decision is appealed within ten calendar days.

Please take notice that no vested right to a building permit shall accrue as the result of the granting of
any land development approvals and applications. Pursuant to the adoption of Ordinance 9.045 by West
Valley Sanitation District 4, the agency providing the above described parcel( s) with sewer service, if
the District's Manager and Engineer makes a determination that the issuance of a sewer connection
permit to a building, or proposed building, on the above described property, will, in his opinion, cause
the District to exceed its ability to treat adequately the waste water that would result from the issuance
of such connection permit, then said permit may not be issued, and, hence, no building permit may be

Thank you for your submittal of a preliminary application for a proposed residential addition at the above
referenced address. The subject property is presently zoned R-1-6 (Single Family Residential, 6,000
square foot minimum lot size) and is designated as Low Density Residential (less than 6 units per gross
acre) on the City's General Plan Land Use Map,
The proposed project will require the approval of a Site aud Architectural Approval Permit by the
Planning Commission at a public hearing in that the floor are ratio (FAR) for the proposed project
exceeds .45 but is below.50. An application has been enclosed.
The Planning Commission may approve a F.A.R. of up to 0.50 with approval of a Site
and Architectural Review Permit when it makes both of the following findings:
a. The perceived scale and mass of the home is compatible with the adjacent
homes and the homes in the surrounding area.
b. The home minimizes the use of design features that make it appear significantly
larger than the adjacent homes and the homes in the surrounding area,

PUBLIC WORKS DEPARTMENT PRELIMINARY CONDITIONS OF APPROVAL
I. Preliminary Title Report: Prior to issuance of any grading or building permits for the site,
the applicant shall provide a current Preliminary Title Report
2. Street Imorovements: Prior to issuance of any grading or building permits for the site, the
applicant shall execute a street improvement agreement, cause plans for public street
improvements to be prepared by a registered civil engineer, pay various fees and deposits,
post security and provide insurance necessary to obtain an encroachment permit for
construction of the standard public street improvements, as required by the City Engineer
The plans shall include the following:
a. Removal of existing curb, gutter and driveway approach and necessary sidewalk
b Installation of City standard curb, gutter, sidewalk and ADA compliant driveway
approach.
c. Installation of street trees and irrigation at 30' on center within park strip area.
d. Construction of conforms to existing public and private improvements, as
necessary.
3. Water Meter( s) and Sewer Cleanout( s): Proposed water meter( s) and sewer cleanout( s)
shall be installed on private property behind the public right-of-way line.
4. Utilities: All on-site utilities shall be installed underground per Section 21.18.140 of the
Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall
comply with all plan submittals, permitting, and fee requirements of the serving utility
compames.
5. Utility Coordination Plan: Prior to issuance of building permits for the site, the applicant
shall submit a utility coordination plan and schedule for approval by the City Engineer for
installation and/or abandonment of all utilities. The plan shall clearly show the location and

size of all existing utilities and the associated main lines; indicate which utilities and services
are to remain; which utilities and services are to be abandoned, and where new utilities and
services will be installed. Joint trenches for new utilities shall be used whenever possible.
6. Pavement Restoration: Based on the utility coordination plan, the applicant shall prepare a
pavement restoration plan for approval by the City Engineer prior to any utility installation
or abandonment Streets that have been reconstructed or overlaid within the previous five
years will require boring and jacking for all new utility installations. Harrison Avenue has
not been reconstructed or overlaid in the last 5 years. The pavement restoration plan shall
indicate how the street pavement shall be restored following the installation or abandonment
of all utilities necessary for the project
7. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site,
the applicant shall pay the required Storm Drain Area fee, currently set at $2,120.. 00 per net
acre, which is $376.00.

Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for building
permit shall comply with the code in effect at that time. Submit permit application together with required
documents to the Building Inspection Division to obtain a building permit No construction can be commenced
without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.
TO THE SATISFACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL:
I, PERMITS REQUIRED: A building permit application shall be required for the proposed complete
remodeling and addition to the existing structure. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit.
2, PROJECT DESCRIPTION: This project is proposed as a "remodel and addition to an existing
dwelling". The scope of work proposed under this project more closely reflects the construction of
a new single-family dwelling. The Building Inspection Division will consider this project as new
construction, and fees will be calculated based on the comparative similarities to new construction.
3. PLAN PREP ARA TION: Portions of this project require plans prepared under the direction and
oversight of a California licensed Engineer or Architect. Plans submitted for building permits shall
be "wet stamped" and signed by the qualifying professional person.
4. CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permit.
5. SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall be
24 in, X 36 in.
6. SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details.

7, TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Compliance forms CF-IR and
MF-IR shall be blue-lined on the construction plans. 8% X 11 calculations shall be submitted as
well.
8. SPECIAL INSPECTIONS: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with U.B.C
Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the Building
Inspection Division Counter.
9. The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
10, APPROVALS REQUIRED: The project requires the following agency approval prior to issuance
of the building permit:
a. West Valley Sanitation District (378-2407)
b. Santa Clara County Fire Department (378-4010)
c. School District:
i) Campbell Union School District (378-3405)
H) Campbell Union High School District (371-0960)

Obtain the School District payment form from the City Building Division,
after the Division has approved the building permit application.
d, Bay Area Air Quality Management District (Demolitions Only)
11, P.G.& E,: Applicant is advised to contact Pacific Gas and Electric Company as early as
possible in the approval process. Service installations, changes and/or relocations may require
substantial scheduling time and can cause significant delays in the approval process. Applicant
should also consult with P.G, and E, concerning utility easements, distribution pole locations and
required conductor clearances,
12. INTENT TO OCCUpy DURING CONSTRUCTION: Owners shall declare their intent to occupy
the dwelling during construction, The Building Inspection Division may require the premises to be
vacated during portions of construction because of substandard and unsafe living conditions
created by construction.

Review of this Developmental proposal is limited to acceptability of site access and
water supply as they pertain to fire department operations, and shall not be
construed as a substitute for formal plan review to determine compliance with

We are submitting a pre-application for 287 Harrison Ave, Campbell.
Currently, house that exists is 1018 sq. ft. and was built 64 years ago. I propose to totally
remodel existing house, leaving most of the house and adding on to it, totally changing it's
appearance. Moving garage from back to front, adding 2822 sq ft. to the house including garage.
Attached are site plans, floor plans, and elevations, This project would enhance the
neighborhood. It is a two-story building, but we designed it to not look so massive and boxy from
the front.
