be considered by the Planning Commission and would be decided upon at a public
hearing.
Your application has been deemed incomplete. Additional information/documents must
be submitted before your application can be deemed complete and scheduled for a
public hearing. These items are as follows:
1. LandscaDin~: Please provide a conceptual landscape plan indicating the existing
and proposed landscaping. Parcels located in the M-l zoning district are typically
required to provide a minimum of eight percent landscaping. A portion of the
existing and proposed landscaping shown on sheet A-I is located in the public right-
of-way and may not be calculated towards the minimum required landscaping.
Additional landscaping should be provided in the parking areas and around the
buildings.
2. Signage: The existing "Orchard City" freestanding sign is located in the public
right-of-way and must be relocated on to the property.
3. Drivewav: The minimum width for two-way driveways is 20 feet and must be
provided near the entrance of the site between the proposed office building and
parking spaces. Please revise the drawings to provide a minimum 20 foot wide
driveway.

Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for
building permit shall comply with the code in effect at that time. Submit permit application together with
required documents to the Building Inspection Division to obtain a building permit. No construction can be
commenced without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.
TO THE SA TISF ACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL:
I. PERMITS REQUIRED: A building permit application shall be required for the proposed new
commercial structure and addition to (e) commercial structure. The building permit shall include
ElectricallPlumbinglMechanical fees when such work is part of the permit.
2. CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover
sheet of construction plans submitted for building permit.
3. SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4. PLAN PREP ARA TION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be
"wet stamped" and signed by the qualifYing professional person.
5. SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called
out. Site parking and path of travel to public sidewalks shall be detailed.
6. SOILS REPORT: Two copies of a current soils report, prepared to the satisfaction ofthe
Building Official, containing foundation and retaining wall design recommendations shall be
submitted with the building permit application. This report shall be prepared by a licensed
engineer specializing in soils mechanics.

7. FOUNDATION INSPECTIONS: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection. This
certificate shall certifY compliance with the recommendations as specified in the soils report and
the building pad elevation and on-site retaining wall locations and elevations are prepared
according to approved plans. Horizontal and vertical controls shall be set and certified by a
licensed surveyor or registered civil engineer for the following items:
a. pad elevation
b. finish floor elevation (first floor)
c. foundation corner locations
8. TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.
9. SPECIAL INSPECTIONS: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with
U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the
Building Inspection Division Counter.
8. The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
9. TITLE 24 ACCESSIBILITY ~ COMMERCIAL: On site general path of travel shall comply
with the latest California Title 24 Accessibility Standards. Work shall include but not be limited
to accessibility to building entrances from parking facilities and sidewalks.
10. TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
II. APPROVALS REQUIRED: The project requires the following agency approval prior to

5. Utilitv Coordination Plan: Prior to issuance of building permits for the site, the applicant
shall submit a utility coordination plan and schedule for approval by the City Engineer for
installation and/or abandonment of all utilities. Streets that have been resurfaced within the
previous five years will require boring and jacking for all new utility installations.
Applicant shall also prepare pavement restoration plans for approval by the City Engineer
prior to any utility installation or abandonment.
6. Grading and Drainag:e Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a ten-year storm frequency,
prepare an engineered grading and drainage plan, and pay fees required to obtain necessary
grading permits. The plans shall comply with the 1998 edition of the California Building
Code including Chapters 10, II, 18, 33, and Appendix Chapter 33.
7. Drainag:e System: Prior to occupancy clearance, the applicant shall refurbish, remodel, and
reconstruct the on-site drainage system, as necessary, to demonstrate that the facilities are
functioning normally in accordance with the requirements of the City.
8. Santa Clara Vallev Water District (SCVWD): Prior to issuance of any permits for grading,
landscaping, or building, the applicant shall obtain a clearance from the SCVWD, if
necessary .
9. Stormwater Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permit requirements, Santa Clara Valley Water District requirements, and
the Campbell Municipal Code regarding stormwater pollution prevention. The primary
objectives are to improve the quality and reduce the quantity of stormwater runoff to the
bay.
Resources to achieve these objectives include Stormwater Best Management Practices
Handbook for New Development and Redevelopment ("CA BMP Handbook") by the
California Stormwater Quality Association (CASQA), 2003; Start at the Source: A
Design Guidance Manual for Stormwater Quality Protection ("Start at the Source") by the
Bay Area Stormwater Management Agencies Association (BASMAA), 1999; and Using
Site Design Techniques to Meet Development Standards for Stormwater Quality: A
Companion Document to Start at the Source ("Using Site Design Techniques") by
BASMAA,2003.
10. Lot Line Adiustment: Prior to issuance of any grading or building permits for the site, the
applicant shall submit a lot line adjustment application for approval by the City Engineer.
The current application processing fee is $750.00.
11. Vacation of Public Street and Easements: Prior to issuance of any grading or building
permits for the site, the applicant shall submit a vacation of excess right-of-way application
for approval by the City Engineer. The current application processing fee is $2,000.00.

water supply as they pertain to fire department operations, and shall not be
construed as a substitute for formal plan review to determine compliance with
adopted model codes. Prior to performing any work the applicant shall make
application to, and receive from, the Building Department all applicable

2 Required Fire Flow: The fire flow for this project is 1,500 gpm at 20 psi residual
pressure. The required fire flow is available from area water mains and fire
hydrant(s) which are spaced at the required spacing.

3 Fire Department (Engine) Roadway Turn-around Required: An approved fire
department engine roadway turnaround with a minimum radius of 36 feet outside
and 23 feet inside is required. Installations shall conform with Fire Department

the property allows sufficient area for the required turn-around. This center (non
parking use) shall be maintained clear of storage at all times.
4 Emergen<:y Gate/Access Gate Requirements: The existing gate installation shall
conform with Fire Department Standard Details and Specification G-1 and, when
open shall not obstruct any portion of the required width for emergency access
roadways or driveways. Locks, if provided, shall be fire department approved

SCOPE
Maintaining required fire department access to properties while maintaining the
integrity of the security system.
DEFINITIONS
Driveway: A vehicular access roadway less than 20 feet in width and serving no
more than two single-family dwellings.
Access Road: A vehicular access roadway greater than or equal to 20 feet in width.
Security Gate: A gate either manually or electrically operated that separates access
roadways or driveways, allowing the passage of authorized vehicles
and persons only.
Electric Control: An electric device that controls the opening and closing operation of
a gate by the use of keys or coded number pads.
REQUIREMENTS
1. No gate may be installed across a required fire department access road or driveway
without prior approval of the Fire Department. A detailed plan shall be submitted
for review and approval prior to commencing any work. This requirement may
be modified depending upon the complexity of the installation.
2. When padlocks are used to secure gates, they shall only be of a type approved by
the Fire Department. (See also #4)
3. Gates equipped with electric control devices also shall have an override key
switch installed. The key switch shall be of a type approved by the Fire
Department. (See also #4 and #10)
4. Authorization forms for ordering fire department approved key switches and
padlocks shall be obtained by contacting the Fire Prevention Division of the Fire
Department.

5. All electrically controlled gates shall be provided with a manual override to allow
operation of the gate during a power outage.
6. When open, gates shall not obstruct any portion of the required width of the
driveway or access road.
7. Gates shall be adequately supported to prevent dragging.
8. Gates shall be operable by one person.
9. Swing-style gates shall open a full 90 degrees and may swing in either direction.
Sliding gates shall slide parallel to the security fence.
10. All manually operated gates shall be designed so they remain in the open position
when left unattended. Electrically operated gates shall be equipped with a fire
department approved key switch. Activation of the switch shall open the gate(s)
and cause it to remain in the open position until reset by emergency response
personnel.
11. Vertical clearance over the required vehicular access road or driveway shall be not
less than 13 feet 6 inches.

Thank you for your submittal of a preliminary application for the construction of a new
3,255 square foot warehouse building and 900 square foot addition to an existing office
building located at 480 E. McGlincy Lane. The subject property is presently zoned M-l-
S (Light Industrial) and is designated as Light Industrial on the City's General Plan Land
Use Map.
The proposed project would require approval of a Site and Architectural Review Permit
to allow the construction of the new warehouse and office addition. The Site and
Architectural Review Permit approves the site plan, elevations, floor plans and landscape
plan for the subject property. An application for a Site and Architectural Review Permit
is enclosed and will require consideration by the Planning Commission through a public
hearing process.
The Planning Division completed the review of your preliminary application and has the
following comments regarding your proposal:
1. ParkingfDrivewavs: The proposed warehouse building and eXlstmg warehouse
building would generate a parking demand of 17 parking spaces (one space per each
400 square feet) and the existing and proposed office space would generate a parking
demand of 10 parking spaces (one space per each 225 square feet) for a total of 27
required parking spaces for the proposed development. The plans show the location
for 23 parking spaces, which is four short of the required number of parking spaces.
Additionally, the minimum width for two-way driveways is 20 feet and must be
provided near the entrance of the site between the parking spaces and the building.
2. Landscaoing: Typically eight to ten percent of an industrial site is landscaped. This
landscaping should be provided on the site as part of this project. Continuous
landscaping should be provided along the street frontage and additional landscaping
within the parking areas and around the buildings.

3. Architectural Comoatibilitv: The proposed building and addition should match the
existing buildings on site in terms of architecture and exterior building materials and
colors.
4. FencingfScreening: Any use conducted on the project site shall be effectively
screened at the property line from any abutting residentially zoned properties. The
screening required shall include a masonry wall not less than six feet in height. Such
screening shall also include trees and plants to help buffer the buildings and uses from
the adjacent properties. Any existing on-site fencing or walls will be evaluated at the
formal application stage and upgraded screening may be required as part of the
project.
Your application was distributed to the Public Works Department, Building Division,
Planning Division, Redevelopment Agency and County Fire Department. In addition to
the Planning Division's comments contained in this letter, please find enclosed comments
from the Building Division, Public Works Department and County Fire Department.

8. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the
applicant shall pay the required Storm Drain Area fee of $2,500.00 per net acre, which is
$1,825.00.
9. Santa Clara Valley Water District (SCVWD): Prior to issuance of any permits for grading,
landscaping, or building, the applicant shall obtain a clearance from the SCVWD, if
necessary.
10. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements, the California Storm Water Best Management
Practices Handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley
Water District requirements, and the City of Campbell Municipal Code regarding storm
water pollution prevention.
The City will provide the applicant with information to assist in complying with this
condition of approval. The primary objective is to improve the quality and reduce the
quantity of storm water runoff to the Bay.

RECOMMENDATION:
Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for
building permit shall comply with the code in effect at that time. Submit permit application together with
required documents to the Building Inspection Division to obtain a building permit. No construction can be
commenced without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.
TO THE SATISFACTION OF THE BUILDING DIVISION MANAGERlBUILDING OFFICIAL:
1. PERMITS REQUIRED: Building permit applications shall be required for each proposed
structure. The building permits shall include ElectricallPlumbingiMechanical fees when such
work is part of the permit.
2. CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover
sheet of construction plans submitted for building permit.
3. SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4. PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be
"wet stamped" and signed by the qualifying professional person.
5. SOILS REPORT: Two copies of a current soils report, prepared to the satisfaction of the
Building Official, containing foundation and retaining wall design recommendations shall be
submitted with the building permit application for the new building. This report shall be
prepared by a licensed engineer specializing in soils mechanics.
6. SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called
out. Site parking and path of travel to public sidewalks shall be detailed.

7. FOUNDATION INSPECTIONS: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection. This
certificate shall certifY compliance with the recommendations as specified in the soils report and
the building pad elevation and on-site retaining wall locations and elevations are prepared
according to approved plans. Horizontal and vertical controls shall be set and certified by a
licensed surveyor or registered civil engineer for the following items:
a. pad elevation
b. finish floor elevation (first floor)
c. foundation comer locations
8. TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.
9. SPECIAL INSPECTIONS: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with
U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the
Building Inspection Division Counter.
10. The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
11. TITLE 24 ACCESSIBILITY - COMMERCIAL: On site general path of travel shall comply
with the latest California Title 24 Accessibility Standards. Work shall include but not be limited
to accessibility to building entrances frorn parking facilities and sidewalks.
12. TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
13. APPROVALS REQUIRED: The project requires the following agency approval prior to
issuance of the building permit:
a. West Valley Sanitation District
b. Santa Clara County Fire Department
c. School District:
i) Campbell Union School District (378-3405)
ii) Campbell Union High School District (371-0960)
iii) Moreland School District (874-2900)
iv) Cambrian School District (377-2103)

14. P.G.& E.: Applicant is advised to contact Pacific Gas and Electric Company as early as
possible in the approval process. Seryice installations, changes and/or relocations may require
substantial scheduling time and can cause significant delays in the approval process. Applicant
should also consult with P.G. and E. concerning utility easements, distribution pole locations and
required conductor clearances.

1 Review of this Developmental proposal is limited to acceptability of site access and
water supply as they pertain to fire department operations, and shall not be
construed as a substitute for formal plan review to determine compliance with
adopted model codes. Prior to performing any work the applicant shall make
application to, and receive from, the Building Department all applicable
construction permits.
2 Required Fire Flow: The fire flow for this project is 1,500 gpm at 20 psi residual
pressure. The required fire flow is available from area water mains and fire
hydrant(s) which are spaced at the required spacing.
3 Emergency Gate/Access Gate Requirements: Gate installations shall conform with
Fire Department Standard Details and Specification G-1 and, when open shall not
obstruct any portion of the required width for emergency access roadways or
driveways. Locks, if provided, shall be fire department approved prior to
installation.
4 Fire Department Key Box Required: The building shall be equipped with a
permanently installed emergency access key lock box (Knox), conforming to Fire
Department Standard Detail and Specification sheet K-l. At time of final inspection,
access keys shall be provided to the fire department. Note: This requirement is
specific to access through the existing swinging panel gate.
