RECOMMENDATION:
That the City Council adopt a resolution accepting street improvements at
700 Budd Avenue and ordering a Notice of Completion to be filed.
DISCUSSION:
On December 13, 1989 the Planning Commission approved S 88-21 with plans,
elevations, development schedule, and conditions of approval to allow
construction of a twelve (12) lot subdivision on property known as 700
Budd Avenue. The conditions of the approval included dedication of
additional right of way and construction of public street improvements.
On April 18, 1989 the City Council adopted Resolution No. 7713 approving
final map of Tract No. 8173 accepting the dedication offered thereon and
authorizing the Mayor to execute the agreement for street improvements.
Permit No. 88-263 was issued on April 28, 1989 to allow construction of
the street improvements consisting of asphalt concrete overlay and
construction of curb, gutter and sidewalk.
The work has been satisfactorily completed in conformance with City
standards. It is appropriate for the City council to accept those
improvements at this time and order a Notice of Completion to be filed.

NOW, THEREFORE, BE IT RESOLVED by the City Council that public
improvements be, and the same are hereby accepted, and that the City
Engineer is hereby ordered to record a Notice of Completion of said
improvements.

We have made a final inspection of subject Public Works construction and

we will recommend the acceptance of the work to the City Council. We will

You are responsible for the maintenance, repair and/or replacement of all
work done should any failures occur within one (1) year of this date. To

Dear Mr. Coffey:
As per your request, we observed and tested the excavation and recompaction of
approximately 0.5-1 foot of soils at the subject site. These services included
observations and testing of the subgrade and fill materials for building pad areas of Lots
2, 8, 9, 10 & 11. Our observations and tests were performed on a part-time basis
between June 1-3, 1989.
Eight field density tests performed on the subgrade materials and on-site materials
indicated relative compactions of the subgrade and fills of at least 90% (ASTM Test
Designation D1557-78). Based on these test results and our observations of the overall
grading operation, it is our opinion that the subgrade and on-site materials were placed
and compacted in accordance with the recommendations presented in our report dated
November 4, 1988 (refer to attached summary sheet). Our tests and site visits are for
assisting the contractor in obtaining a good quality work product. The contractor is
responsible for his work product.
Our services consist of professional opinions, conclusions and recommendations made
in accordance with generally accepted geotechnical engineering principles and
practices. This warranty is in lieu of all other warranties either expressed or implied.

Dear Rick,
The following tree types (common) have the same item number as the blueprint plan,
Tree Le9)nd to remain consistent. Only the existing trees are adressed (some are
now gone. Comments, recommendations, and a priority numeral follow' each tree.
Priority 1 would be a required recommendation to minimize the effects of construction
proximity (i.e. altered watering, grade change, compaction, root loss, etc.) Priorit II
adresses trees that need attention not directly related to construction chan0es suc
as pruning to improve their general structure, character enhancement, or dead~'oodinq).
General Recommendations: apply to all trees~'Deep root fertilize with a high nitrogen
fertilizer liquid (such as 20-20-20 or equivalent) and 61bs. per 100 gal. rate. This
should be done as soon as possible and after all the main construction is done (i.e.
compaction) but before any landscaping is started. In addition, each tree should be
flood watered ( sub-soil injection if runoff is a problem) every 3-4 weeks between
fertilizing. Recommended ammounts follow each tree.
2. Erect a construction-period fence to near the dripline of each tree. This may
not be possible in all instances, but efforts to retain as much of this area as
possible will be realized after residents have moved in. This will curtail future
compaction, debris, and contaminants (paint, thinner) from accumulating.
3. No ditches for water, electrical, or sewer should be dug beneath the tree canopy.
4. No increase or deacrease in grade level should be allowed below the tree canopy.
5. Any root cutting should be consulted with and monitored byi)a'h""arborist. Root ends
should then be immediatly covered with plastic and be back filled with wood chips
and loam mix to prevent moisture loss.
6. Cover area within each fence with 4-611 of tree chips to retain the misture wich
is applied.

DEALING WITH DEVELOPMENT AND PLANTING
ADJACENT TO OLD OAK TREES
The objectives of the landscape designing professional, when dealing with sites
which include old Oak trees, should include care at every step to avoid damage to
any part of the tree.
This objective, to be successful, must include many steps of instruction and
guidance to others who are involved on the site.
1. The owner must be made aware of potential results in ten to fifteen years of
activities performed today which may be based on his desires rather than
consideration or understanding of the needs of the tree. Often a clear
explanation to the owner of the long-term possible damage done by severe
changes of grade, improper pruning, compaction or paving under the crown, and
various other insults, will create a better understanding of the importance of
the question.
2. Specifications should be included which prevent contractors from operating or
parking equipment under the tree's canopy. A protective fence installed in a
circle the diameter of the tree's canopy is desireable, but a minimum of 2/3
of that diameter is necessary to prevent soil compaction and secondary root
fracturing.
3. Preconstruction conversations with the Architect/Developer are desireable.
These discussions should make them aware of the liability to which they are
exposed if careless planning creates the environment for the tree's decline
such as cutting foundation ditches close to the trunk or paving over the rooty
system.
4. The responsibility of the landscape architect must include suggesting means for
prevention of tree damage created by his plant choice, or irrigation patterns,
or irrigation equipment choice.
5. Lastly, the maintenance procedures which affect the old tree should be speci-
fied, not merely left to the whims of the gardener on site. These should
include specific instruction to prevent summer wetting of the trunk, or
watering more often or in larger volumes than necessary within the root mass
area of the old tree.
If the needs of the tree are considered by all who are involved with the project.

Dear Mr. Patterson:
This letter is to follow up our conversation today regarding the
trees that are to be preserved at the above location. After
consulting with our Park Maintenance people, it was determined
that the trees are showing a high level of stress. Although your
current protection efforts are appreciated, it was pointed out to
you that your present method of watering is probably doing more
harm than good. Therefore, I have asked you to comply with my
letter of July 12, 1989 which directs your firm to hire a
licensed tree service or arborist who will propose a plan for
properly maintaining these trees and then monitoring the
implementation of that plan.
Due to the urgency of this issue, I am requ1r1ng that you provide
me a written proposal and schedule for implementation by either a
licensed tree service or arborist by 5 P.M. Friday, July 28,
1989.' If you do not comply by this date the City will contract
the work out and deduct the appropriate monies from the cash
deposit on the above referenced permit.

Dear Mr. Coffey:
The City is very concerned about the welfare of the trees that are to be
preserved (a condition of the development) at the above location. Due to
the fact that there is no irrigation being provided to the trees (manual
or natural) during construction the City is requesting that you provide
deep feeding to the trees immediately. The care of the trees should be
moni~ored by an arborist or licensed tree service and this care needs to

1. Revised elevations and/or site plan indicating revised setbacks for Lots 1
& 11 to be submitted to the Planning. Department and approved by the
Planning Director upon recommendation of the Architectural Advisor prior to
application for a building permit.
2. Fencing plan to be approved by the PlanninR Director. Property to be
fenced and landscaped as indicated and/or added in red on the plans.
Landscaping and fencing shall be maintained in accordance with the approved
plans.
3. Landscaping plan indicating protection of existing trees to be submitted to
the Planning Department and approved by the Plannin~ Director prior to
application for a building permit.
4. Applicant to submit a plan to the Planning Department, prior to
installation of PG&E utility (transformer) boxes. indicating the location
of the boxes and screening (if boxes are above ground) for approval of the
Planning Director.
5. Building occupancy will not be allowed unti~ public improvements are

6. All parking and driveway areas to be developed in compliance with Chapter
21.50 of the Campbell Municipal Code. All parking spaces to be provided
with appropriate concrete curbs or bumper guards.
7. Underground utilities to be provided as, required by Section 20.36.150 of
the Campbell Municipal Code.
8. Plans submitted t9 the Building Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water. sewer, electric. telephone and television cables. etc.
9. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse. garbage. wet garbage
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to all .
single-family dwellings. multiple apartment units, to all commercial.
business. industrial. manufacturing, and construction e~tablishments.
10. Noise levels for the interior of residential units shall comply with
minimum State (Title 25) and local standards as indicated in the Noise
Element of the Campbell General Plan.

Grades are given from top of stakes. In case of a sidewalk the given grade refers al_ya to the top of a curb; in case of a pipe or flume. it refers to the hei&ht of the
bottom of invert, or inside bottom; the slope of sidewalks as shown on plan.
The contractors are cautioned to observe the following rule in using the grade stakes Biven by this office for putting in curbs, sewers, flumes and all other work.
Three consecutive points that are shown to be on the same rate of slope must be used in common in order that any variation out of a perfect straight grade may be de-
tected, and in case any such discrepancy iB found. the same must be reported. Otherwise this office will not be respoDBible for any error 10 the grade of the ftnished work.
