The parcel you inquired about at 57 Page Street is cun'ently zoned P-D (Planned Development)
and the current General Plan land use designation is Commercial. The City is in the process of
updating its General Plan and has proposed to change this land use designation to Low-Medium
Density Residential (6-13 units/Gross Acre). This change is proposed since it is unlikely that
such a small parcel will be developed with a commercial use and due to the presence of
residences directly across the street from the subject parcel and to the north. However, please note
that this proposed change has not been approved yet and will not go before the City Council for
approval until November. A notice will be sent out to the property owner at that time and he/she
will have the opportunity to comment on this proposed change. Il'this change occurs, the property
will be suitable for only one residential unit based on the density of 6-13 units per gross acre (the
gross lot area is 6,400 sq. ft.).
Staff investigation has revealed that there are two residences currently on the property. It appears
that the rear residential unit was converted from a former garage. A building permit was issued in
February of 1962 for the construction of a single car garage with a storage room on the rear of the
lot that measured 20 feet by 24 feet. The rear residential unit is therefore illegal and a non-
conforming use and building, unless you can provide proof of permits for the conversion of the
garage to living space. The front residential unit is also a non-conforming use and building. It
may be illegal since there are no permits for the that unit either; however, it may have been
constructed prior to the issuance of building permits by the City or County.
Illegal units cannot be rebuilt and must be demolished if they bum down or are damaged.
However, if you can provide proof of permits for the conversion of the garage to living space
after 1962, the unit may be restored under section 21.64.050: Restoration of Damaged Buildings
of Chapter 21.64: Nonconforming Buildings (enclosed).
