After notification and public heating, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the heating was closed. The building permit shall include Electrical/Plumbing/Mechanical fees when such work is part of the permit. 5. Construction Plans: The conditions of Approval shall be stated in full on the cover sheet of construction plans submitted for building permit. 6. Size of Plans: The maximum size of construction plans submitted for building permits shall be 24 inches by 36 inches. Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant shall execute a street improvement agreement and shall cause plans for public Street Improvements to be prepared by a registered civil engineer, pay fees, post security and provide insurance necessary to obtain an encroachment permit for construction of the standard public street improvements, as required by the City Engineer. The fee for a non- utility encroachment permit is $245.00. The plans shall include the following: a. Construction of conforms to existing public and private improvements as necessary. b. Installation of surface treatment or reconstruction of one-half street pavement as determined by City Engineer after review of applicant-provided field testing. c. Construction of curb, gutter, sidewalk, tree wells, and irrigation system. d. Construction of standard streetlight in accordance with Street Lighting Policies. 21. Soils Report: Prior to issuance of any grading or building permits for the site, applicant shall provide a Soils Report prepared by a registered geotechnical or civil engineer. 22. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the applicant shall pay the required Storm Drain Area fee, which is $2,000.00 per acre. 23. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permitting requirements and the California Storm Water Best Management Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water District and the City of Campbell Municipal Code regarding Storm Water Pollution Prevention. 24. Parr Avenue Page 2 DISCUSSION Applicant's Proposal: The applicant is requesting approval of a Site and Architectural Review Permit to allow the construction of a new two-story, single-family residence at 1079 West Parr Avenue. The project site is located on the north side of West Parr Avenue, between Hack and Vale Avenues. Single-family residences surround the property on three sides, and the Los Gatos Community Hospital is located across the street. ANALYSIS General Plan Designation: The General Plan land use designation for the project site is Low Density Residential (less than 3.5 units per gross acre). The density of the proposed project site is 2.9 units per gross acre, which is consistent with the General Plan land use designation. The project site is located in the San Tomas Neighborhood and is subject to the San Tomas development guidelines. Staff finds the proposal consistent with the development guidelines with the recommended conditions of approval. Zoning Designation: The zoning designation for the project site is R-l-10 (Single-Family Residential, 10,000 square foot minimum lot size). The proposed project is consistent with the zoning designation and meets the minimum setbacks, height restriction, lot coverage, building area, floor area ratio and parking requirements of the R-1-10 Zoning District. Site Layout and Unit Design: The site has a unique design that obscures the visibility of the project's two garages that provide a total of three covered parking spaces. A one-car garage is oriented with the back elevation facing West Parr. This elevation is finished to appear as living space, utilizing a central window with shutters and a gabled roof to match the main structure. The garage door is not visible from the street. The site plan is located on page 2 of Attachment 3. The second garage, a two-car structure is entered via the porte cochere and is not highly visible from the street. The use of the port cochere creates an auto court that can be used as a children's play area when not in use for parking. The front entry of the home faces W. Parr Avenue. The second floor is setback from the first floor on all sides. A portion of the second floor cantilevers over the motor court. The proposed residence utilizes hip and gable roof design, stucco siding and composition asphalt shingle roofing. Additional architectural features include a 100 square-foot porch, 300 square- foot covered patio in the rear, divided window treatments, and roof brackets surrounding the building. Portions of the front wall, the chimney and the front pomh posts are designed with a masonry veneer. The building design is consistent with the design criteria of the San Tomas Neighborhood Plan. The trim for the eaves, fascia and brackets will be painted dark brown. The roof color is dark brown. Landscaping: The site plan indicates that 51 percent of the project site will be landscaped. The applicant is not removing any protected trees from the site. The applicant plans on keeping an existing oak tree on the east side of the property, as well as three other trees. In addition to the existing trees, the applicant plans to plant six new trees. The San Tomas guidelines require that six trees be planted. Street Improvements: The applicant is required to install a curb, gutter, sidewalk and streetlight per the San Tomas Area Neighborhood Plan. Condition #20 enumerates the extent of street improvements that are required for installation for this project. Site and Architectural Review Committee: The Site and Architectural Review Committee reviewed this application at its meeting of November 28, 2000, and is supportive of the submitted plan.
