approved a Sign Exception for the above referenced property to allow a second wall sign.

This approval is effective in ten days, unless appealed in writing to the City Clerk. The
time within which judicial review of this decision must be sought is governed by
California Code of Civil Procedure, Section 1094.6.

BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A SIGN EXCEPTION TO ALLOW
A SECOND WALL SIGN (PLN2001-06) FOR DENTPRO ON PROPERTY
LOCATED AT 2205 S. WINCHESTER BOULEVARD IN A C-2-S
(GENERAL COMMERCIAL) ZONING DISTRICT. APPLICATION OF
ROSCIANO CONSTRUCTION, INC., ON BEHALF OF DENTPRO. FILE
NO. PLN2001-06.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
ARer due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2001-06:
1. The proposed wall signs style and design are architecturally compatible with the building.
2. The proposed aggregate sign area of 32.8 square feet is less than 38.5 square feet permitted
under the sign ordinance.
3. The proposed sizes of the wall signs are proportional to the building and the use would not
be adequately identified with only one wall sign.
The approval of two wall signs versus a wall sign and a freestanding sign is desirable in this
situation due to the proximity of the building to the street frontage and the limited area for a
freestanding sign.

The location of the proposed wall signs will not comprise the architectural style of the
building and will reduce the need for a freestanding sign due to the layout and location of
this site and building.

The proposed wall sign will promote the economic viability of the City by providing
adequate identification and visibility of the new business, and will also best serve the public
welfare and be in keeping with the principles and purposes of the City's Sign Ordinance.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed wall signs are consistent with the purposes of the Sign Ordinance by
preserving and improving the visual character of the community.
2. The proposed signs will not be detrimental to the public welfare or persons in the
neighborhood or the City as a whole and allows for reasonable business identification.

3. The proposed signs promote the economic vitality of the city by maintaining the
identification, visibility and individual character of the business.
Further, the applicants are notified as part of this application that they are required to comply
with all applicable Codes and Ordinances of the City of Campbell and the State of California
which pertain to this application and are not herein specified. And, that this approval is granted
subject to the following Conditions of Approval.
Approved P!~ns: Approval is granted for an exception to the sign regulations to allow a
second wall sign on the building to be located at 2205 S. Winchester Blvd. Plan submitted
for building permits shall substantially comply with the plans as submitted by Apple Signs,
except as herein modified by the Planning Commission. The total wall sign area shall not
exceed 32.8 square feet.

Dent Pro, for approval of a Sign Exception (PLN 2001-06) to allow a
second wall sign on a new commercial building at located at 2205 S.

STAFF RECOMMENDATION
That the Planning Commission take the following action:
1. Adopt a Resolution, incorporating the attached findings, approving a sign exception allowing
a second wall sign, subject to the attached conditions of approval.

DISCUSSION
Background: The Community Development Director approved the applicant's proposal for a
wall sign identifying his business and a small directional sign on January 25, 2001, consistent
with the provisions of the sign ordinance. The issue of a second wall sign identifying the
business requires the Planning Commission approval. Businesses that are not located on comer
properties are tyPically permitted one wall sign and a freestanding sign.
Applicant's Proposal: The applicant, Mr. Robert Poulin, on behalf of DentPro, is requesting
approval of a Sign Exception (PLN 2001-06) to allow a second wall sign on the fagade of a new
commercial building on South Winchester Blvd. This second sign is in lieu of a freestanding sign
in front of his business.
ANALYSIS
Sign Requirements: Under Section 21.53.090(D) of the Sign Ordinance a commercial business
is permitted one wall sign and one freestanding sign. The business owner is permitted one square
foot of sign area for each linear foot of business frontage, with a maximum sign area of 50 square
feet and a minimum sign area of 20 square feet. The applicant would be allowed one 38.5 square
foot wall sign and one 38.5 square foot freestanding sign under this standard.
Signage which is consistent with these standards may be approved administratively by the
Community Development Director. However, sign proposals which vary from the type, size and
number permitted must be considered by the Planning Commission for approval.
Sign Proposal: The proposed wall signs will be mounted on the building wall above the building
entrance. The two proposed wall signs measure a total of 32.8 square feet in area which is less
than 38.5 square feet permitted per street frontage by the sign standards. The applicant is
requesting that the Planning Commission grant the Sign Exception to allow the two wall signs to
be placed above the building entrance tenant space in lieu of one wall sign and one freestanding
sign.
Design: The proposed wall sign consists of individual illuminated channel letters with a raceway
below that will be mounted on the building walls. The sign design is considered to be
architecturally compatible with the building design.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed this proposal at its meeting of February 13, 2001 and is supportive of the exception
subject to a restriction that a freestanding sign not be installed. This restriction is reflected in the
conditions of approval.
