Dr.
STAFF DISCUSSION
At its meeting of October 22, 1985 the Planning Commission requested
Staff to monitor the traffic controls measures which were installed
at the subject intersections as a result of neighborhood complaints.
The traffic control measures consisted of striping, as indicated on
the attached exhibits.
The Public Works Staff has monitored the intersections in accordance
with the Planning Commission's request. The intersections are
functioning very well at this time with no apparent problems.

Description of the Proposed Development
Pinn Bros. Construction Company proposes to build
~sing1e family homes on a parcel of land located on the
south side of Smith Avenue about 300 feet east of San
Tomas Aquino Road. The houses would front on a new pri-
vate street to be constructed down the center of the pro-
perty. Figure 1 is a reduced scale copy of a Tentative
Map prepared by Civil Engineering Associates, showing the
layout of the development.
Figure 2 is a portion of a 500-sca1e cadastral map
prepared by Santa Clara County showing the location of
the site in relation to the surrounding street system
that provides access to the site. The natural routes to
and from the site are by way of Smith Avenue to San Tomas
Aquino Road or by way of Smith Avenue and Linda Drive to
Virginia Avenue.
The adjoining areas of Campbell are primarily resi-
dential. There is a small shopping center on the north-
west corner of Smith Avenue and San Tomas Aquino Road
and a small store at the southeast corner of the same
intersection. Along Smith Avenue, for about 700 feet
from San Tomas Aquino Road easterly, there is a mixture
of single family residential and mUlti-family residential
development, with some vacant lands. From 700 feet
easterly of San Tomas Aquino Road to Virginia Avenue,
along Smith Avenue and along Linda Drive, there are single
family houses.
Existing Traffic
In order to determine the project traffic impacts
on Smith Avenue and Linda Drive, traffic counts were
made at the intersections of Smith Avenue/San Tomas Aquino
Road and Linda Drive/Virgini.a Avenue on Tuesday, April 1,
1986, during the hours of 7:00 to 9:00 AM and 4:00 to 6:00
PM. The peak traffic hours were from 7:30 to 8:30 AM and
from 5:00 to 6:00 PM. Traffic counts are shown as Exhibits
A and B.
Traffic flowed freely through both of these intersec-
tions, and no delays were observed at either location.
From these counts it was determined that there is an
approximate 55 percent/45 percent directional split for
existing traffic which originates within the area tributary

to Smith Avenue and Linda Drive, to and from San Tomas
Aquino Road and to and from Virginia Avenue.
The traffic counts that were made in the field show
AM peak hour traffic volumes of 85 vehicles on Smith Avenue
near San Tomas Aquino Road and 88 vehicles on Linda Drive
near Virginia Avenue. PM peak hour traffic volumes were
122 vehicles on Smith Avenue near San Tomas Aquino Road and
100 vehicles on Linda Drive near Viginia Avenue. Total
daily traffic on Smith Avenue is estimated to be 1200
vehicles; on Linda Drive, total daily traffic is estimated
to be 1000 vehicles. These streets would both be clas-
sified as lightly traveled local streets.
Project Traffic
Trip generation for the project has been calculated
based on rates found in the Institute of Transportation
Engineer's Trip Generation Handbook, Third Edition, for
single family detached housing. These rates are 10.0
daily vehicle trips per dwelling unit, with an AM peak
hour factor of 7.6 percent and a PM peak hour factor of
10.0 percent. Using these rates, project traffic gener-
ation from the 18 unit development will be 180 daily
vehicle trips, 14 AM peak hour trips and 18 PM peak hour
trips.

Project traffic has been distributed to the surroun-
ding street system in accordance with present travel
patterns in the area. Peak hour project traffic assignment
is shown on Figure 3. In order to show the maximum traffic
impacts on Smith Avenue and on Linda Drive, all project
traffic has been assigned to these two streets. Reference
to Figure 2 shows that it would be possible for project
traffic to also use Wellington Place or Sonuca Avenue;
however, this would be indirect routing and the amount of
project traffic that would be found on these streets would
be insignificant.
Project Traffic Impacts
The project will add some additional traffic to Smith
Avenue and to Linda Drive. Table 1, below, shows a com-
parison of existing traffic and project traffic on Smith
Avenue and Linda Drive.

The project traffic numbers are too small to be sig-
nificant. An increase of ten cars per hour is equivalent
to one additional car every six minutes. An increase of
six cars per hour is equivalent to one additional car every
ten minutes.

BEING AN ORDINANCE AMENDING THE ZONING MAP OF THE
CITY OF CAJ~BELL, CALIFORNIA (ZC 86-03 ).
The City of Campbell does ordain as follows:
SECTION ONE: That the Zoning Map of the City of Campbell, together with
amendments thereto, is hereby changed and amended. Said amendments being
outlined on the map attached hereto entitled Exhibit A.
SECTION TWO: This Ordinance shall become effective 30 days following
its passage and adoption and shall be published once within IS days upon
passage and adoption in the San Jose Mercury News, a newspaper of general
circulation in the City of Campbell, County of Santa Clara.

ORDINANCE NO. 1601
BEING AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CM1PBELL APPROVING PLANS, ELEVATIONS, DEVELOPMENT
SCHEDULE AND CONDITIONS OF APPROVAL FOR 18 TOWNHOMES
TO BE LOCATED ON PROPERTY KNOWN AS 1164, 1176 & 1180
SMITH AVE. IN A PD (PLANNED DEVELOPMENT) ZONING DISTRICT.
(APPLICATION OF ~m. ALAN PINN, ZC 86-03).
The City Council of the City of Campbell does ordain as follows:
SECTION ONE: That the Zoning Map of the City of Campbell is hereby
changed and amended by adopting the attached Exhibit A entitled Plans and
Elevations; Exhibit B entitled Development Schedule; Exhibit C entitled Map of
Said Property; and Exhibit D entitled Conditions of Approval, as per the
application of Mr. Alan Pinn for approval of plans, elevations and development
schedule to construct 18 townhomes on property known as 1164, 1176, & 1180
Smith Ave. in a PD (Planned Development/Low-Medium Density Residential)
Zoning District. Copies of said exhibits are on file in the Planning
Department.
SECTION TWO: This Ordinance shall become effective 30 days following
its passage and adoption and shall be published once within 15 days upon
passage and adoption in the San Jose Mercury News, a newspaper of general
circulation in the City of Campbell, County of Santa Clara.

The applicant is notified as part of this application that he/she is required
to meet the following conditions in accordance with the Ordinances of the City
of Campbell and the Laws of the State of California.
1. Property to be fenced and landscaped as indicated and/or added in red on
the plans. Landscaping and fencing shall be maintained in accordance with the
approved plans.
3. Landscaping plan indicating type and size of plant material. and location
of irrigation system to be submitted to the Planning Department and approved by
2he Site and Architectural Review Committee and/or Planning Commission prior to
issuance of a building permit.
3. Fencing plan indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning Director
prior to issuance of a building permit.
4. Applicant to either (1) post a faithful performance bond in the amount of
$10.000 to insure landscaping. fencing. and striping of parking areas within 3
months of completion of construction; or (2) file written agreement to complete
landscapin~. fencing. and striping of parking areas. Bond or agreement to be
filed with the Planning Department prior to application for a building permit.

5. Applicant to submit a plan to the Planning Department. prior to
installation of PG&E utility (transformer) boxes. indicating the location of
the boxes and screening (if boxes are above ground) for approval of the
Planning Director.
6. Building occupancy will not be allowed until public improvements are
installed.
7. All parking and driveway areas to be developed in compliance with Chapter
21.50 of the Campbell Municipal Code. All parking spaces to be provided with
appropriate concrete curbs or bumper guards.
8. Underground utilities to be provided as required by Section 20.16.070 of
the Campbell Municipal Code.
9. Plans submitted to the Building Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water. sewer. electric. telephone and television cables. etc.
10. Sign application to be submitted in accordance with provisions of the Sign
Ordinance for all signs. No sign to be installed until application is approved
and permit issued by Planning and Building Departments (Section 21.68.030 of
the Campbell Hunicipal Code).

11. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, garbage, wet garbage and
rubbish produced within the limits of the City of Campbell shall be made with
Green Valley Disposal Company. This requirement applies to all single-family
dwellings, multiple apartment units, to all commercial, business, industrial,
manufacturing, and construction establishments.
12. Applicant shall comply with all appropriate State and City requirements
for the handicapped.
13. Noise levels for the interior of residential units shall comply with
minimum State (Title 25) and local standards as indicated in the Noise Element
of the Campbell General Plan.
14. Applicant is hereby notified that he will be required to pay Park
Dedication In-Lieu Fee which will be assessed at the time the subdivision map
is subnitted.
15. The applicant is hereby notified that the property is to be maintained
free of any combustible trash, debris and weeds, until the time that actual
construction commences. All existing structures shall be secured by having
windows boarded up and doors sealed shut, or be demolished or removed from the
property. Sect. 11.201 & 11.414, 1979 Ed. Uniform Fire Code.
BUILDING DEPAR!}ffiNT
16. No comments at this time, except one-hour walls required when less than 3'0
to property lines - no openings less than 3'0" to property line. Overhangs not
permitted over property line - Table SA, 1982 U.B.C.
PUBLIC WORKS DEPART}ffiNT
17. File and process a tract map.
18. Install street improvements as required by Director of Public Works.
19. Submit three copies of on site grading and drainage plan for review by the
Director of Public Works.
20. Pay storm drain area fee.
21. Obtain an excavation permit, pay fees and post surety for all work in the
public right of way.
FIRE DEPARTMENT
22. Provide two on-site municipal fire hydrants; one at the corner of Smith and
the driveway and one at the end of the cul-de-sac.
23. Fire hydrants shall be capable of supplying a fireflow of 1500 gallons per
minute.
