This letter is to follow up on December 14, 2010 correspondence (copy enclosed) from the
Campbell Community Development Department sent to you regarding the Valley Transportation
Authority (VTA) Eco Pass program. As was stated in that letter, your store has an obligation to
participate in the Eco Pass program per a City requirement related to the construction of the Bed,
Bath, and Beyond, and Kohl's buildings.
As a reminder, please make necessary arrangements to begin the registration process for the Eco
Pass program no later than March 1, 2011. You may contact Angela Sip, Public Communications

Gentlemen,
In 2004, when the Kohl 's and Bed, Bath, & Beyond project was approved, the City of Campbell
required participation in the Eco Pass program (see City Council Resolution No. 10331, Page
l0). The Eco Pass program is an employee sponsored public transportation fare-pass program
administered by the Valley Transportation Authority (VTA). The Eco Pass program was
designed to give employees an incentive to leave their cars at home, allowing them to spend less
time in traffic, lower their commuting needs, and help reduce air pollution. Participation in this
program was applied to this project due to the proximity of the Hamilton Avenue light-rail
station and nearby bus lines. For your information, documentation on the Eco Pass program from
VTA, including a price schedule, is enclosed with this letter.
During a routine review of project files, it came to the attention of the Community Development
Department that your stores have not registered for the Eco Pass program. As a condition of
approval of a City issued development permit, your participation in this program is required by
the Campbell Municipal Code.

Therefore, at your earliest possible convenience, please make necessary arrangements to begin
the registration process for the Eco Pass program. By no later than March 1, ?011, please
