Gentlemen:
The parcel in above referenced applioation is a part of a large
oommercial lot. shown on a tentative map presented by HO'.iard Ruth. Jr.
and approved by your Honorable Body on December 16, 19.58.
The plan subPlitted 1i.th this a.pplica.tion does not fully show the
int.erseotion of Hamilton Avenue and Winchester Road. I have added an
enclosure for. your review, shoh'ing the existi..'1g intersection.
This corner ~ temporarily present a traffic problem, pending
further improvement ot Hamilton Avenue by street bond money and/or
improvement of the north side of Hamilton Avenue by adjacent owners.
A residential sidewalk has been 3hoh'n on the plan sUlJ1Ilittedj it is
noted that unle5s a waiver of standards i::> approved by the City Council,
a lO-foot commeroial sidewalk will be requir~d.
It is recommended that the Planning CO~Qission include a condition
to the effeot that the developer enter into a. -written agreement with the
City CouneU, covering such matters as the latter may require~
It is my intention that,sinoe this paroel is part of a tentative
map presently in effect., and in fact probably the most critical corner
of said tentative map, all the conditions of the tentative map approved
December 16, 1958 be included in this "3" zone. In other 'Word.s, I will
recommend that this parcel be treated as a one-lot subdivision applica-
tion. For your review, the oonditions of appr,QVal on the tentative map
are as follows:
1. Construction of improvements in accordance with City
Standards and the requirements of Section 18~12. Ordinance

b) Sanitary sewerage system

Standard "Sit zone approvals usually only call for bonds, curb, gutter,
sidewalk, pavements, storm sew-er, land dedication with a.ppropria.te one-foot
reserve strips, and sametir~s a street improvement plan. As far as this
parcel is concerned, the main dif'f>:renoes between Standard ":';11 L.one conditions
and s-ibdivision conditions are tha.t this developer would also tlave to bear the
cost uf the following:
a) An electrolier, if requested by t'aci.fic Gas and
).,lectric Company.
b) A fire o.ydra.nt if requested by li'ire Chief.
c) A storm sewer deposit ii' st.orm drainage requirements
not in excess of amount in Resolution 217.
d) Submis~ion of an ilr.proverl1ent plan for processing
through utility companies and traffic engineer prior
to approval of City Engineer.
e) Payment of cost.s incurred by the City in checking and
inspecting plans and improvements.
An alternate possibili~ to the above conditions would be to have a lot
tor this service station and the adjoining future streets shown on the final
map tor the proposed S11bdivision, of which this paroel 1s actually a part.
This 1:.J'ould be much simpler for the City, h.owever. it would require :). firm
agreement between Douglas Oil Co. and the Subdivider to determine h"w the
costs of the improvements are to be shared.
