Dear Bi 11 :
This letter is to follow up on our telephone conversation of October 23,
1985 concerning handling of the off-site storm drainage system for subject project.
The civil engineer our firm consulted regarding our on-site and off-site storm
drainage system wrote me to discuss what he thought would be an eventuality re-
garding a storm line assessment district for South Winchester Boulevard, in front
of our site. He states that he reviewed, with the City engineering staff, a re-
quirement to extend a 2111 storm drain line, southerly on Winchester Boulevard from
Hamilton Avenue to serve our property frontage. He states that from the plans he
has inspected and the meetings held with staff, he believes that the City will ul-
timately require this extension.
We are now pursuing, with your departments concurrence, a storm drain extension
from our site, east, to a 2411 storm line in Esther Avenue. Such requires that we
redesign our present 1I0n-sitell grading and drainage system to go in that direction,
which is opposite to the natural flow to Winchester Boulevard.
My concern is that an assessment district could be formed, in the future, and
we be made to participate in such either financially or via a physical tie in of
our site drainage system or both. Such would result in the following financial
burdens for this development:
1. Costs of a second 1I0ff-sitell storm drainage system of considerable extent.
2. Cost of completely redoing the 1I0n-sitell storm drain system to flow in the
opposite direction to Winchester Boulevard.
3. Abandonment of a costly easement over private property to allow the storm
drain system to go to Esther Avenue (financial consideration for granting
of this easement is being discussed with private property owners at this time.)
4. Financial loss for costs of improvements built within the easement area such
as new precast concrete/masonry fence and replacement of landscaping etc.,
(not necessary if storm system assessment district is formed)

If your office proposes or anticipates proposing or has knowledge that a
future storm drainage assessment in South Winchester Boulevard is likely we would
request that our present plans be abandoned and in lieu thereof we would agree
to the following:
1. Enter into an agreement with the City to participate in the future assess-
ment district formed for the storm line easement in South Winchester Boulevard.
2. Be allowed to discharge our lIon-sitell drainage through the face of curb onto
Winchester Boulevard until the assessment district work is performed.
3. Tie our 1I0n-sitell drainage system into the new storm drain line in Winchester
when provided by the assessment district.
This would certainly appear to be a reasonable approach assuming an assess-
ment district storm drain line is desirable and inevitable for South Winchester
Boulevard along our property frontage.
Confirming our conversation on October 23, you have assured me of the following:
1. You don1t see any possibility of a storm drain assessment district becoming a
reality for the South Winchester Boulevard area concerned.
2. We cannot be made to participate in such improvement district unless it bene-
fits us. The fact that we would have provided a storm drainage system to
Esther Avenue previously, would render the assessment district in Winchester
Boulevard of no benefit to us and therefore no participation required.
The reason I am being so specific, is so we can get the proper signals from
your department and proceed in the least costly manner for the overall project with
present and future concerns in mind.
If you do not believe I have represented our conversation fairly or have other
concerns you would like to discuss, please contact me immediately. We need to
aggressively pursue this projects time schedule due to the impending winter season.
We would like any comments from your department, no later than November 11, 1985,
regarding this letter. If we have not heard anything by November 11, we will
finalize our drainage plans to Esther Avenue.

All parking and driveway areas to be developed in co~liance with
Section 21.50 of the Campbell Municipal Code. All parking spaces
to be provided with appropriate concrete curbs or bumper ~uards.
Underground utilities to be provided as required by Section
20.16.070 of the Campbell Municipal Code.
Plans submitted to the Building Department for plan check shall
indicate clearly the location of all connections for underground
utilities including water, sewer, electric, telephone and tele-
vision cables, etc.
Sign application to be submitted in accordance with provisions of
the Sign Ordinance for all signs. No sign to be installed until
application is approved and permit issued by the Building Depart-
ment (Section 21.68.030 of the Campbell Municipal Code).
Ordinance No. 782 of the Campbell Municipal Code stipulates that
any contract for the collection and disposal of refuse, garbage,
wet garbage and rubbish produced within the limits of the City of
Campbell shall be made with Green Valley Disposal Company. This
requirement applies to all single-family dwellings, multiple apart-
ment units, to all commercial, business, industrial, manufacturing,
and construction establishments.
Trash container(s) of a size and quantity necessary to serve the
development shall be located in area(s) approved by the Fire De-
partment. Unless otherwise noted, enc1osure(s) shall consist of
a concrete floor surrounded by a solid wall or fence and have
self-closing doors of a size specified by the Fire Department.
All enclosures to be constructed at grade leve1~ and have a level
area adjacent to the trash enclosure area to service these containers.
Applicant shall comply with all appropriate State and City re-
quirements for the handicapped.
Noise levels for the interior of residential units shall comply
with minimum State (Title 25) and local standards as indicated
in the Noise Element of the Campbell General Plan.
Applicant is hereby notified that he will be required to pay
Park Dedication In-Lieu Fee which will be assessed at the time
the subdivision map is submitted.
STANDARD FIRE HAZARD ABATEMENT COMMENT: The applicant is hereby notified that
the property is to be maintained free of any combustible trash, debris and weeds,
until the time that actual construction commences. All existing structures shall
be kept secured by having windows boarded up and doors sealed shut, or be demolish-
ed or removed from the property. Sect. 11.201 & 11.414, 1979 Ed. Uniform Fire Code.

A. All south elevation windows shall be wire glass in steel frames.
FIRE DEPT.
B. Window openings on the south wall shall be protected (wire-glass in steel frames)
due to proximity to property line.
C. Sum area of openings on south wall shall not exceed 50% of the total area of
the wall in each story.
D. South wall shall be provided with a 30" parapet.
E. Provide an automatic sprinkler system to be supervised by a Central Station Alann
Company.
F. Provide an on-site municipal type fire hydrant at the rear of the building.
G. Exit doors shall swing in direction of egress and be equipped with panic hardware.
H. One-hour corridor construction shall be maintained between exit doors.
I. Exitways & corridors shall have emergency lighting units.
J. Provide 2A:10BC fire extinguishers.
