Provax for approval of a free-standing building for Cee's Flower Shop to be located in the parking area of the Campbell Shopping Center approximately behind the pole sign for Mod Market at l7l3 Winchester Boulevard in a C-2-S Zone. (See map and applicant's state- ment attached). STAFF RECOMMENDATION: Approval, suhject to the attached conditions. STAFF DISCUSSION: The applicant is proposing to locate a free-standing, heavy-gaqge steel kiosk for the sale of cut flowers~ potted plants and other related items in the parking lot of the Campbell Shopping Center located at Latimer Avenue and Winchester Boulevard. This will be a move-in building and will be directly opposite the Mod Market and west of the Mod Market sign. The unite is a 10'8" high octagonal building located on an outdoor carpet covered 16' diameter pedestal 811 in height. The outdoor plat- form is shaded by a two-colored awning projecting from the top of the building. This unit is being relocated from the Wes~ Park Shopping Plaza at Winchester and Payne and is identical to the structure now located in the Riverside Plaza at Hamilton and San Tomas Expressway. Pictures of the building are on file in the Planning Department. As stated in the app1ication'ofFotomat Corporation for approval of a photographic development service and supply building to be located in the Campbell Plaza Shopping Center at 2415 Winchester Boulevard, the Chamber of Commerce Committee has endorsed the concept of small drive-up businesses such as this which meet requirements in size and parking. It was also recommended that such places conform to the architecture and sign requirements of such shopping centers. A determination of compatibility should he made by the Planning Commis- sion. Staff has recommended a condition that the final location and land- scaping be approved by the Planning Director prior to issuance of a building permit. CONDITIONS OF APPROVAL Provax, W. L. "S" 72-60 l. Property to be fenced and landscaped as indicated and as added in "red" on plans. 2. Landscape plan indicating type of plant material, location of hose bibs or sprinkler system and type of fencing to be submitted for approval of the Planning Director at time of application for building permit. All planter areas to be enclosed within four inch to six inch raised concrete curbs. 3. Landscaping shall be maintained in accordance with the approved landscape plan. 4. Faithful performance bond in the amount of $500 to be post~d to insure landscaping, fencing and striping of parking area within three (3) months of completion of construction, or applicant may file written agreement to complete landscaping,fencing and striping of parking area prior to final building department. 5. Trash containers of a size and quantity necessary to serve the development shall be located in area(s) approved by the Fire Depart- ment. Unless otherwise noted, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self- closing doors of a size specified by the Fire Department. 6. Approval of final location and landscaping to be approved by the Planning Director prior to issuance of a building permit. The applicant is notified as part of this application that he is required to meet the following conditions in accordance with Ordinances of the City of Campbell. A. All parking and driveway areas to be developed in compliance with Section 2l.50 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. B. Underground utilities to be provided as required by Section 20.l6.070 of the Campbell Municipal Code. C. Plans submitted to the building department for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. D. Sign application to be submitted in accordance with provisions of the sign ordinance for all signs. No sign to be installed until application is approved and permit issued by the building department. E. Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse~ gnrbage. wet garbage and rubbish produced within the limits of the City of CONDITIONS OF APPROVAL - "S" 72..60 Provax, W. This requirement applies to all single family dwellings, multiple apartment units, to all commercial, business, industrial, manufacturing and construction establishments. F.
