February 9, 2001 RECEIVED FEB 2 0 2001 CITY OF CAMPBELL PLANNING DEPT. ' Planning Commission City of Campbell 70 N. First St. Campbell, CA 95008 Dear Commissioners: In April of 1999 the Planning Commission kindly approved our use permit to allow late night hours and a general on-sale liquor license with our Russian restaurant, Nevsky's. The City Council also approved a live entertainment permit later that year. The Planning Commission's approval asked for a one-year review of our use permit. It took us a while to get started due to our license from Alcohol Beverage Control, but we have had our first successful year as a traditional Russian restaurant with entertainment as well as beverages. Our original request asked that we could have the restaurant open until 2 a.m. on Fridays, Saturdays and Special Holidays. The Planning Commission restricted our hours to 12 midnight and asked for a one year review of the hours of operation. Consequently, we are ask the Planning Commission to consider these later hours in their one year review of our use permit. We have always tried to be quiet and courteous neighbors. We continue to provide quality and personalized services to our customers by bringing a traditional Russian dining experience to Campbell. Hopefully, the community has experienced our restaurant. Please iet us know if you need any additional information and when we should anticipate your review of our use permit. Feel free to phone us at (408) 379- 1126, if you have any questions. The deli and cafe has accommodated a small delicatessen, cafe and grocery store providing a specialty European/Continental dining experience. We have had numerous requests from our customers to provide a larger menu and a more formal dining experience. Recently we entered a lease agreement with the adjacent property owner at 1740 South Winchester Boulevard to occupy an adjacent retail space which was previous used as a restaurant It is our hope to maintain our current deli business and to bring a fine Russian restaurant to Campbell at this locati?n. Request Rimma and Efim Brisker, the business owners, would like to open a Russian Restaurant with a general on sale liquor license and live entertainment We plan on maintaining the previous restaurant layout and number of seats of the previous occupant It is our goal to expand and increase our revenues as well as the City's and to continue to provide a pleasant eating and drinking establishment We wish to be the first and the best Russian Restaurant in the Silicon Valley. This tenant space has most recently been operated as a Chinese restaurant Providing a traditional and old world dining experience requires that we offer a full liquor service and the ability to have dancing and entertainment on Friday, Saturdays, Sundays and holidays. We consequently are seeking approval of a conditional use permit from the Planning Commission to allow a general on sale liquor license and a live entertainment permit to complement our restaurant. The goal of this venture is to continue to a provide a personable and memorable dining experience similar to that provided in our adjacent deli. Our desire is to always select the finest ingredients and to prepare your meals with the personal care and attention our customers have come to expect We look forward to establishing a local restaurant with an area wide reputation and appeal. Proposed Business Description Tvpe of Business: Russian Restaurant with a general liquor license and entertainment . 60 seats . 2100 square feet Hours of operation: ~onday-Thursday Friday - Saturday Sunday 10:30 a.m. - 9 p.m. 10:30 a.m. - 2a.m. 10:30 am.- 9p.m. Banquet/Private Parties: Friday - Saturdays 7 p.m. - 2 a.m. Special Holidays/Events 10 a.m. - 2 a.m. Parking: The current parking lot has 19 parking spaces which should be adequate for the 60 seats in the restaurant Restaurant customers may also use the adjacent deli parking during the evening hours when restaurant parking is greater and the deli usage is lower. Entertainment: As previously discussed, it is important to provide entertainment; dancing to complement the dining experience. Our desire for entertainment will be on Fridays, Saturdays, Sundays and special holidays and will provide traditional Russian music. Neighborliness: It is our plan to continue to be good neighbors with the adjacent commercial uses and the apartments to the rear of our establishment, as we have been over the past 12 years. The location of the parking area along Winchester Boulevard will result in no impact of noise to the adjacent aparbnents.
