JOHN MCNULTY, MBH ARClllTECTS MR EDDY SHEN, LRS ASSOCIATES PLANNING COMMISSION MEETING: February 12, 1991 After notification and public hearing as specified by law on the applications of Eddy Shen (application S 90-12) and John McNulty (application S 90-11) for approval of plans and elevations to allow remodeling and expansion of the existing Campbell Plaza Shopping Center on property known as 2341-2505 South Winchester Blvd. APN 305-36-3,4,5,6,and 7, located in a C-2-S (General Commercial with Site and Architectural Approval required); and, after presentation by the Planning Department, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission made the attached findings labeled exhibit A; and Based on the findings, the Planning Commission does hereby grant the requested Site and Architectural Approval to allow the requested remodel of the Campbell Plaza Shopping Center, subject to the attached conditions: Planning Department 1. Budd Ave. Frontage Landscaping The landscape area in front of the existing commercial building on the Budd Ave. and Winchester Blvd. corner and in front of the existing Winchell's Donut shop shall be replanted to match the plant materials and design of the respective public street frontages. 3. Nido Dr. Frontage Landscaping The landscaping along the Nido Drive frontage shall be designed to screen cars parked in the adjacent parking lots and provide canopy trees to shade the public sidewalk area. Pedestrian and bicycle access shall be provided through the landscape area. The landscaping behind the Safeway Market shall provide a clinging vine or other plant material to grow on the westerly facing wall element. 4. Nido Driveways The existing driveways on Nido Drive shall be eliminated and replaced with landscaping and sidewalks. A single driveway is permitted adjacent to the truck loading dock which serves the Safeway store. If traffic complaints are received, the Planning Commission may review the design and necessity of this driveway and require its removal or modification to address the concerns. The applicant/property owner shall agree to modify or eliminate the driveway at their own expense and accommodate all truck circulation and turnaround on-site. 5. Construction Timing/Integrated Development The two Site and Architectural applications S 90-11 and S 90-12 are located on the same site and integrated in terms of architecture, site and landscape improvements. The building permits for both portions of the southerly portion of the Campbell Plaza Shopping Center shall be released and construction commenced at the same time or ahead of construction of the Safeway portion of the center. If construction is not possible as identified above, the remaining construction shall be guaranteed through a cash deposit, faithful performance bond oreother surety acceptable to the City Attorney. Vehicular Circulation The on-site driveways shall be adjusted to eliminate abrupt curves in the driveway aisle alignments. 7. Pedestrian Circulation Pedestrian connections shall be accommodated from the public sidewalk areas to the Safeway Market and theater buildings along the frontage of the commercial buildings at the north and south ends of the site and from the Budd Ave. sidewalk to the Safeway Store. The pedestrian walkways shall be delineated with special paving treatment where they cross driveway aisles. Additionally, pedestrian and bicycle access shall be provided through the 10 ft. wide Nido Dr. landscape strip. 8. Architectural Compatibility The architectural treatment of the non-Safeway portions of the buildings 2,3, and 4, shall match the style, design and details presented on the exhibits for the Safeway store. The details shall incorporate the materials, colors, roof pitch and height, horizontal sign band element and the dimensions of the vertical support columns. The recently constructed building at the corner of Budd Ave. and Winchester Blvd. shall be exempt from these architectural requirements except that the building color shall be modified to match or blend with the building color used on the other portions of the center. The remaining buildings in the center shall be constructed as indicated on the approved exhibits. The rear of the mansard roof elements shall be faced with a continuous material, such as plywood, and painted out with a neutral color to block visibility of the roof framing members from adjacent residential areas or public street areas. The building colors are approved per the color exhibit submitted by MBH Architects using a dark burgundy roof color and off-white walls and soffits. 9. Foto Mat. Flower Shop Buildings The existing Foto Mat building and the flower shop shall be incorporated onto one pad area with a consistent landscaping treatment and painted to match the remainder of the center. 10. Roof Equipment Screening All mechanical equipment on roofs and all utility meters shall be screened as approved by the Planning Director. 11. Fencing and Landscaping Property to be landscaped and fenced as indicated and/or indicated in red on the approved plans. Landscaping and fencing shall be maintained in accordance with the approved plans. Planning Commission Staff Report S 90-11 & S 90-12 Pa~e -4- February 12, 1991 12. Utility Box Screening All transformer boxes, above ground meters and PG&E utility boxes shall be located away from publicly visible frontages or screened subject to the approval of the Planning Director, prior to installation. 13. Building Occtqlanc::ylPublic Improvements Building occupancy of the buildings which are expanding will not be permitted until public improvements are installed. 14. Parking /Driveways All parking and driveway areas shall be developed in compliance with Chapter 21.50 of the Campbell Municipal Code. All parking spaces shall be provided with appropriate concrete curbs or bumper guards. 15. Underground Utilities Underground utilities to be provided as required by section 20.36.150 of the Campbell Municipal Code. 16. Underground Utilities Connection Plans submitted to the Building Division for a plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. 17. Sign Approval Sign applications to be submitted in accordance with provisions of the Sign Ordinance for all planned or future signs. No sign to be installed until application is approved and permit issued by the Planning and Building Departments (Section 21.53 of the Campbell Municipal Code) and is found to be in conformance with the comprehensive sign program delineated on exhibit A-3. The existing Safeway freestanding sign shall be removed. The Safeway tenant sign and logo located over the market entrance are approved. 18. Garbage Collection Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse, garbage, wet garbage and rubbish produced within the limits of the City of Campbell shall be made with Green Valley Disposal Company. 19. Trash Container and Recycle Area Trash containers and recycle bins of a size and quantity necessary to serve the development shall be located in areas approved by the Fire Department. All enclosures to be constructed at grade level and have a level area adjacent to Planning Commission Staff R~port S 90-11 & S 90-12 February 12, 1991 Pa~e -5- the trash enclosure area to service these containers. All screening to be approved by the Planning Director. The recycling bins shall be located on a separate pad area in the front parking lot along Winchester Blvd. Alternatively, the applicant may utilize individual recycling machines located in front of the market to satisfy the State laws requiring recycling on-site. The existing recycling bins shall be eliminated or relocated from the corner of Budd Ave. and Nido Drive to the Winchester Blvd. frontage prior to commencement of demolition or issuance of building permits. 20. Handicapped Requirements Applicant shall comply with all appropriate State and City requirements for the handicapped. Public Works Department 21. Easements for IngresslEgress and Parking The applicant shall either record vehicular and pedestrian ingress/egress easements on and over the respective parcels involved in the subject application or demonstrate that satisfactory easements currently exist. If any of the parcels are currently under one ownership the easements shall be placed in escrow and recorded simultaneously with any sale or transfer of ownership of any of the affected parcels. Alternatively, the applicant may consolidate any or all of the existing separate parcels to eliminate or simplify the easements required under this condition. Provide evidence of reciprocal parking easements where necessary to ensure that all independent parcels meet the parking standards of the Campbell Municipal Code. 22. Bus DuckoutlDeceleration and Acceleration Lane Provide a combined bus duckout/ deceleration & acceleration lane at the northerly Winchester Boulevard driveway subject to approval by the City Engineer. The bus duckout shall include a concrete pad and bus shelter located clear of the sidewalk area. 23. Encroachment Permit Obtain an encroachment permit, pay fees, and post a surety for relocating driveways, constructing curb gutter and sidewalks and for any other work required in the public right-of-way. 24. Grading/Drainage Plans Provide five sets of grading and drainage plans including the Safeway building site and landscape or site changes, for review by the City Engineer. Remove existing electroliers on the Winchester Blvd. frontage and replace as directed by the City Engineer. b. Remove and replace existing curb, gutter, and sidewalk as directed by the City Engineer. c. Provide plans for any non-standard driveway approaches to the City Engineer for approval. d. Obtain an excavation permit, pay fees and post surety for all improvements within the public right-of-way. 26. Budd Ave./Winchester Blvd. Improvements a. The northerly driveway on Winchester Blvd. shall accommodate a physical barrier to direct traffic to a right turn into and right turn out of the driveway, thereby prohibiting left turns into or out of the driveway. b. Modify the Budd/Winchester signal as follows; 1. Restripe Budd as directed by the City Engineer to provide separate eastbound right and left turn only lanes. Parking along the south side of Budd to be prohibited between the easterly driveway on Budd Ave. and Winchester Blvd. 2. Provide a right turn on arrow only condition for eastbound Budd Ave. Install right turn arrow signal heads for this purpose. 3. Provide an illuminated "No U-Turn" sign for the northbound traffic at this intersection. Install sign as directed by the City Engineer. 4. Provide a protected left turn condition for northbound Winchester Blvd. traffic. Install new signal standard and mast arm on the northeast corner as directed by the City Engineer. 5. Lengthen the northbound left turn lane on Winchester Blvd. and res tripe the two-way left turn lane as directed by the City Engineer. 27. Street Trees An alternate street tree acceptable to the the Public Works Department shall be planted instead of the Liquidambar styraciflua. Submit a proposed street tree plan to Public Works for approval. 28. Southerly Winchester Blvd. Driveway Provide a deceleration lane for the southerly driveway on Winchester Blvd., as directed by the City Engineer. Fire Department 29. Fire Hydrants All portions of new buildings shall be within 150 ft. travel distance of a municipal or on-site fire hydrant. February 12, 1991 30. Property LineslFire Protection Exterior wall and opening protection is required at property lines dividing the shopping center. 31. Driveway Clearance The required driveway width shall be maintained to a clear height of 13 ft. 6 inches. 32. Fire Sprinklers The building shall be provided with supervised fire sprinkler protection throughout. 33. Firehoses Provide firehose outlets for new construction as detailed in UFC, Sec. 10.311 (f) as amended. Building Division 34. Building Code The building plans shall meet all relevant building code requirements at the time of review. Applicant shall provide a code analysis to include square footage, type of construction, area increases etc. 35. Pedestrian Crossings Between Buildings Show all pedestrian crossings between buildings to include curb ramps for handicapped and access from public sidewalks via established stripped walkways, signage etc. (handicapped access begins at the project boundary or property line). 36. Handicapped Requirements The existing site plans shall comply with handicapped requirements. 37. JOHN MCNULTY, MBH ARCHITECTS MR EDDY SHEN, LRS ASSOCIATES PLANNING COMMISSION MEETING: JANUARY 22, 1991 The Planning Commission of the City of Campbell finds as follows with regards to Site and Architectural Permit Application No. S 90-11 and S 90-12: 1. The proposals are consistent with the General Plan and Zoning District which permits commercial land uses. 2. The proposals meet the General Commercial zoning district requirement for 10% landscape area with a continuous landscape treatment along public street frontages, and 3. The proposal meets the parking requirements of the zoning ord., and 4. The application coordinates the architectural and landscape treatment for the shopping center; and S. The proposed project is of an appropriate scale and design and is compatible with the existing commercial and residential development in the area. Based on the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed project, subject to the conditions imposed, is consistent with the General Plan; and 2. The proposed project, subject to the conditions imposed is consistent with the General Commercial zoning ordinance requirements relating to parking, landscaping standards, and 3. The proposed project will aid in the harmonious development of the immediate area; and 4. The proposal complies with the purpose of the Site and Architectural Review Area to enhance the character and integrity of the surrounding neighborhood. S. I believe the report is complete and factual. I have reached somewhat different conclusions than the authors on the basis of city policy regarding pedestrians and traffic safety generally. These form the basis for my recommended conditions on permitting the development. Recommendations: 1. I recommend that left turns be prevented from entering or leaving the northernmost driveway (driveway #1 in the traffic report). This can be done in a number of ways: a raised median, a painted non-traversable median or a driveway design oriented to force right turns in and out. Left turns into Campbell Plaza could be allowed at the southern driveway (ie. driveway #3). 2. I recommend that both driveway #1 and #3 have deceleration lanes designed into the site plan. The deceleration lanes should be 10 feet wide at a minimum, and 120 feet long with a 90 foot transition from the existing curb location. Total length of each deceleration lane and transition, then, would be 210 feet with a minimum of a 10 foot radius return at the driveway. The bus duckout for the stop just south of Budd could be combined with the deceleration lane. I realize that this increases the bus/traffic conflicts, but the low number of busses per hour will not result in any actual increase in traffic hazards for busses and cars turning right into the driveway. I believe that the busses could stop in advance of the driveway. The deceleration lane at this location would need to conform to county duckout design standards which, to the extent they exceed the requirements I stated above, would govern the actual design. The transit authority should be contacted for advice. GEK: CMBLMEMO.311 Michelle Quinney, Safeway Development January 22, 1991 Page 2 3. I recommend that Budd be restriped to provide one 11 foot right turn only lane and one 11 foot left turn only lane for eastbound traffic. This slightly modifies the traffic consultant's recommendations in that they suggest a shared right and left turn lane. I have recalculated capacity and levels of service with this alternate configuration, and the level of service remains unchanged (ie. LOS B in the p.m. peak). Parking will need to be prohibited between Driveway #2 on Budd and Winchester with red painted curb or signs prohibiting stopping or parking. 4. I recommend that a protected left turn signal phase be added for northbound left turns from Winchester to Budd. This is necessitated by the restrictions on left turns into driveway #1 and the need to protect pedestrians from unobservant drivers attempting left turns against oncoming traffic. The addition of the left turn traffic exceeds the capacity of the unprotected left turns and increases pedestrian accident hazards at the intersection. A new signal standard and mast arm will be needed on the northeast corner. 5. I recommend that a right turn arrow signal head be provided for eastbound right turns. Right turns would be prohibited on red, but we would program an overlap and allow eastbound right turns at the same time we serve northbound protected left turns. Northbound u-turns would be prohibited, and an illuminated sign would be needed for this restriction, installed on the new mast arm and signal standard on the northeast corner. 6. I agree that the northbound left turn lane should be lengthened on Winchester at Budd, but the length should be increased from 60 feet to 175 feet due to the anticipated increase in left turns due to restrictions on the driveways. 7. The bus stop at the south end of Campbell Plaza will need to be moved south to the new signalized intersection of Camden and Winchester. However, this should not be made a condition for this permit. The need for moving the bus stop is based upon city actions to remove the midblock crosswalk and signalize a new intersection nearby. GEK: CMBLMEMO.311 Michelle Quinney, Safeway Development January 22, 1991 Page 3 Rationale: My recommendations diverge from the consultants due to a different emphasis on traffic policy by the City of Campbell. We have an adopted pedestrian safety program which has, as two of its strategies, the provision of protected left turns at all signalized intersections and efforts to control right- turn-on-red pedestrian accidents. In this case, the provision of the right turn signal and prohibition of right turns on red is consistent with the policy. The pedestrian accident at this intersection was of this type, and accidents prior to 1988 also involve left turning vehicles into pedestrians. The 1990 accidents, are unfortunately, under-reported in our database, so I believe there is a good chance that some accidents at the driveways were just not included this past year. This finding was only made during our safety audit on January 17th by the University of California research team. There is a clear pattern of driveway related accidents, and the additional traffic volumes will certainly exacerbate these problems. The point is, they are correctable accidents, and I recommend that we move to correct them. The restrictions on left turns in are not too onerous in that the motorists attempting to get to Safeway will be able to turn left at Budd with a protected left turn phase. Basically, we place higher value on correcting accident problems when it is clear they can be corrected. The City traffic engineer has therefore requested further review and analysis of the accidents at the two Winchester Boulevard driveways in the Campbell Plaza Shopping Center analyzed in the study. These driveways are referred to as driveways 1 and 3 in the study. (See Figure 3 for driveway locations.) Each of the 34 accident records in the accident analysis are summarized by year, date, and accident record number for analysis. (See Attachment 1.) The location and a brief description of the accident is included. Of the 34 accidents occurring in the 3 year period under study, 23 were on Winchester Boulevard. Seven of these Winchester Boulevard accidents were in the vicinity of Campbell Plaza Driveways #1 and #3. Of these, 5 accidents occurred while vehicles were entering or leaving Driveways #1 and #3. Attachments 2, 3, and 4 provide detailed information on the 7 accidents. Year 1990 accidents occurring at or in the nearby vicinity of Driveways #1 and #3 have the following characteristics (See Attachment No.2): Accident of 9/14/90 (referred to as accident #1) - This sideswipe collision occurred in the northbound lanes and is not related to the Campbell Plaza Driveways. Accident of 1/23/90 (#2) - This non-injury, right angle collision accident was caused by V-I (driver inattention). V-I was exiting DW #1, failed to see V-2, and ran into V-2. Mr. McNulty January 18, 1991 Driver (D-l) was cited for failure to yield right of way to V-2. V-2 was cited for driving at an unsafe speed for conditions. There was major damage to the vehicles but no injuries. Accident of 7/18/89 (#2) - V-I rwended V-2 as V-2 was southbound turning into DW #3. Driver 0-1 was cited for driving too fast for conditions. Persons in V-2 were injured. Accident of 8/25/89 (#3) - V-I struck V-2 as V-I was exiting DW #3. Driver D-l was cited for failure to yield. There were no injuries. Accident of 12/28/89 (#4) - As V-I was exiting normally from DW #1 making a right turn, V-2 overtook V-I in a similar maneuver and struck V-I. V-2 then fled the scene (HIT and RUN). Driver D-2 caused the accident. There were no injuries. Year 1988 Accidents are shown below: (See Attachment #4.) Accident of 2/12/88 (#1) - This right angle collision was caused by inattention of Driver 0-1 of V-I. V-2 was travelling northbound in the number I lane and attempted but was unable to avoid being struck by V-I. There were no injuries. This accident is not related to DW #1 or DW #3. There were no injuries. CONCLUSIONS Of the 5 reported accidents at the subject driveways, there was 1 accident in 1990 and 4 in 1989. There were no accidents at the driveways in 1988. Of the 5 accidents, 1 involved a vehicle northbound in the median left turn lane. This was caused mainly by a speeding southbound vehicle. The other 4 accidents involved vehicles either entering or exiting the driveways. In our opinion, the number and severity of accidents for the 3 year period is not is not significant. The principal causes of these accidents are driving too fast for conditions on Winchester Boulevad and inattention on the part of most drivers involved. FAX ONLY (415) 820-3892 Dear Mr. Shaghaghi: I have reviewed your request to design the deceleration right turn lane into the north driveway of proposed Safeway expansion at Campbell Plaza and reluctantly agree with your proposal. The shortened taper and lane length is below recommended minimums (copy of the policy attached), but we can support a 60 foot taper and 60 foot deceleration lane length as we have marked on the plan you faxed us on March 5, 1991. Our review of the parking bay layout reveals that the parking angle cannot be adjusted sufficiently to realign the bays with the driveway location I proposed, and moving the driveway further south will result in a potential for left turns out of the driveway, something we wish to restrict. Your solution as modified by us appears to be desirable. One maj or change we insist on is that the roadway intersecting the throat of the main drive closed off. Where the driveway spacing is less than that necessary to accommodate a right-turn deceleration lane (Figure 6-4) and still have substantial lengths of curb between successive driveways, a continuous right-turn lane should be considered (Figure 6-5). Any continuous right-turn lane should terminate at signalized intersections. The termination should be accomplished by a channelizing island which forces all traffic in the lane to turn right at the intersection. Whenever a channelizing island is used at the terminus of a right-turn bay or lane, the inside curb return radius should be a minimum of 75 feet. This will provide an island of sufficient size to allow for landscaping and enhanced visibility. The absolute minimum radius necessary to provide for an island of minimum legal size is 50 feet. Designs to Restrict Certain Movements In some instances, it is desirable to prohibit certain movements through the use of channelizing islands (Figure 6-6). Signing and pavement markings are not effective in eliminating prohibited movements. The geometry must physically define and block the movements which are prohibited. Use of a channelizing island which prohibits left turns in and out (Figure 6-6) is suggested on arterials without a median and on one-way streets. The installation of supplementary one-way drives reduces the number of turning vehicles at a T-intersection on a divided arterial having a barrier median (Figure 6-7).
