Gentlemen:
Reference to your letter July 30, 1984 pertaining to corrections
for subject Parcel Map. I have addressed all your corrections and
am enclosing prints of same together with your correction print and
letter.
I do take some exception with you on your NOT wanting to show original
LOT LINES. Yours is the ONLY office requiring the removal of ORIGINAL
LOT LiNES. For~on~~thlng th~se ~OLD" lines~act as a point of referen-
ce in re-constructing the Original Deed Descriptions. If we erase all
the old lines....we will have one hell of a time retracing the chain
of title along with title disputes. In our attempt to situate property
proper~ly on the ground we need to review ALL the evidence available
to us which includes a tie-in between the old and new lot divisions.
We locate all the monuments around the property and within the bounds
of the property, and we like to show these found points as evidence
for our approach to a particular boundary location. For instance in
this project we found the rear corner of lots 19 and 20 on the bound-
ary of the subdivision,but because you are asking us to eliminate the
the original lot lines I can't put the found pipe on my map, because
by itself it would be meaningless. This particular pipe was important
to my situating the boundary of the original map.
Most people have trouble reading a simple straight forward Record
Map, but the map interpretation is usually left up to professional
people like you and me, and I have no difficulty separting the lines
within a decent parcel map or record map. Sure)there is some trouble
with some of the Assessor's Maps, but those maps aren't supposed to
be used for anything but a guide for tax purpose identification.
I do have difficulty adjusting to the different interpretations and
requests made upon us by the various local governing agencies, like
yourself, but this is part of my job and I learn to make that adjust-
ment.
I suggest you review your policy concerning the removal of Old Lot
Lines from minor land division maps. I feel the benefits of showing
them on a map tar out-weigh their removal.
I notice that you didn't require us to show a legend on our map which
would indicate what we set and found, altho all the found po~nts are
indicated as to what they are. I have taken the liberty of shown a
legend and I hope this is o.k. with the City.
I am interesting in learning where the City records their Plan-Line
for the widening of Winchester Blvd. Is such a line recorded in the
County Records? Most cities keep this information in their offices,
and I am not certain how this is made public.
I would appreciate some form of notice to reach me when you have
approved this map for technical correctness.

RE: WINCHESTER BOULEVARD PARCEL MAP
Gentlemen:
We are unable to complete our review of the referenced parcel map because
we received only the second sheet of it. Based upon our review of that
sheet only, our comments are as follows:
I. Those lot I ines that are being el iminated by this map should be
removed. Attached is a page from the assessor's book that il-
lustrates the sometimes incomprehensible manner in which the
assessor assigns parcel numbers. The seven parcel numbers at
the northeast corner of Pollard Road and Van Dusen Lane reflect
a redivision of two lots into three, plus a street dedication.
The original lot lines continue to be shown.
2. The Map Act requires that a distinctive border be drawn to show
the boundary of the land being subdivided. One needs to be drawn
on thi s map.
3. Hacienda is Avenue, not Drive; and Winchester is officially South
Winchester Boulevard.
A dedication of four feet is required along the Winchester frontage. If
you choose to make the dedication on this map, the offer should be in-
cluded in the owner's certficiate and acceptance can be done by a City
Clerk's Certificate, as follows:

Our design section has not yet received a submittal of the street improve-
ment plans for South Winchester Boulevard. When those plans are ready
they should be submitted directly to Mr. David Valkenaar. Upon their re-
ceipt we will be able to make an estimate of " the costs for bonding purposes.
The amount of the bonds, as wel I as the legal name under which you will take
title, will be necessary in order for us to prepare the street improvement
agreements.
