Gomez c:::.~ Assistant Engineer SUBJECT: 1475 York Avenue, Proposed R-I-9 Single Family Residential Units, Vernon Stuart, Jr., APN 403-18-108 ------------------------------------------------------------------------------------------------------------------ The Public Works Department has reviewed the above application and the following are our comments: A. COMPLETENESS COMMENTS 1. The proposed development site consists of one remnant parcel of land fronting upon public State of California property which is not a public street. Public street improvements have been constructed. A storm drain system has been constructed, however, it does not extend through the frontage of this property. Public utility facilities have been constructed. Public utility facilities are shown as encumbering parts of the development site. The City of Campbell has jurisdiction upon the proposed private development site. The remnant parcel is owned by the SCC Traffic Authority. The parcel is land locked by State of California property. The City of Campbell does not have jurisdiction upon the State of California public property, nor upon the existing roadway, nor upon the public utility facilities. The City cannot grant approval to a development that does not front upon a City of Campbell public street. The City needs to issue encroachment permits for work within the State's property for public street improvements and for public utilities. The City cannot issue permits because the City does not have jurisdiction on State property. The proposed public street rights of way need to be granted to the City of Campbell and the existing roadway improvements need to be relinquished to and accepted by the City Council of the City of Campbell before the City can issue encroachment permits or even approve the site plan. . Gloria Sciara 1475 York November 16, 1994 Page 2 2. The plans submitted with the application include an "Architectural Site Plan" and a "Topographic Survey" map. Each plan is contradictory to the other as to existing physical improvements and/or rights of way and property lines. Neither of the plans show a legend, notes or abbreviations as is normal standard practice. Neither of the plans show the existing and/or proposed public utility facilities. Neither of the plans show the proposed grading and drainage system for the site, nor proposed pad elevations. The topography survey map shows that the property is graded downstream to the north. 3. Revise plans to show existing street centerline and horizontal control monuments, existing and proposed right-of-way line, existing and proposed public street improvements, with dimensions, existing and proposed public utilities including existing and proposed on-site and off-site grading and storm drain system. B. CONDITIONS OF APPROVAL I. Dedicate public street right of way for York Avenue. 2. Submit three sets of grading and drainage plans that show grading and drainage of the property toward the proposed public street right of way. 3. Pay storm drainage area fee in the amount of $429.00 (0.2199 acres @ $1 ,950.00/acre). 4.
