DECEMBER 14, 2006 East Campbell Avenue Master Plan BACKGROUND On May 16, 2006, the City Council authorized issuance of a Request for Proposals (RFP) for the development of the East Campbell Avenue Master Plan. The Master Plan study area includes East Campbell Avenue from Railway A venue to Union Avenue. The Master Plan will expand the vision for the redevelopment of the study area as well as address issues such as traffic and pedestrian circulation, on street parking, land use development standards and public improvements, including possible widening of the Campbell Avenue bridge over Los Gatos Creek. On September 11, 2006, the City Council authorized the Public Works Director to execute a consultant services agreement with a team of consultants who will prepare the Master Plan work. The team includes Korve Engineering, in partnership with Terry Bottomley Planners. DISCUSSION The East Campbell A venue Master Plan is intended to tie historic downtown Campbell to the Pruneyard Shopping Center to create a more connected, pleasing and effective downtown corridor. The Plan will establish guidelines and policies for private development and public improvements in the study area. Several key areas to be investigated by the Korve/Bottomley team with the Master Plan include: . Improving pedestrian, bicycle, and traffic flow . Bridge widening and bicycle lane alternatives . Accessibility improvements . Future private development opportunities that will allow this corridor to function more effectively as an extension of Downtown . Development guidelines and standards for private development . Highlighting the entryway to Historic Downtown Campbell . Ability to direct traffic Downtown rather than on to the loop streets . Improvements to the Highway 17 underpass, such as murals, lighting and public art . Review of street re-alignment possibilities at Page, Dillon and Gilman Avenues . Review of pedestrian crossings for E. Campbell Avenue . Connections to the Los Gatos Creek Trail . Possible addition of on-street parking at selected locations The General Plan provides clear direction to the community with regard to land use. The area is planned for mixed use development with ground floor commercial and residential or office above at a density of up to 27 residential units per acre. Staff is hoping that the Planning Commission will provide direction and comment on the physical development of the study area. This would include massing, architectural styles, height and general development patterns that would best accomplish the physical transition desired. As part of the master plan development, the City has conducted one community meeting and will schedule another community meeting early next year. In between the community meetings, a study session with the Planning Commission and one with the City Council is scheduled to solicit feedback for the staff and consultants to provide direction in the formulation of this important development policy. Subsequently, Planning Commission and City Council public hearings will be held as part of the formal adoption process. The following schedule is anticipated for the remaining Community, City Council and Planning Commission meetings: Planning Commission Public Hearing on Final Master Plan and March 2007 Conc tual Desi PUBLIC COMMENT A community meeting was held on November 30, 2006 in the City Council Chambers to solicit input on the East Campbell A venue Master Plan. The City noticed all residents, businesses and property owners within a five-hundred foot radius of the project area, or beyond, where neighborhood cohesion warranted additional noticing. In addition, the meeting notice was sent to the Campbell Chamber of Commerce, Downtown Business Association, City Council and Planning Commission. Forty-six members of the public, three City Council members and one Planning Commissioner attended the meeting. The main concerns voiced by members of the public attending the meeting included, traffic, property acquisition, pedestrian/bicyclist safety, beautification, parking and type of new businesses coming into the project area.
