Harper, on behalf of the Bascom Avenue Associates, for approval of plans to construct two commercial buildings in the rear of property known as 1707-1725 South Bascom Avenue in a C-2-S (General Commercial) Zoning District. (See map attached). STAFF RECOMMENDATION: 1. Approval if landscape and elevation concerns can be resolved at site approval meeting, or 2. Continuance in order that the applicant may submit revised plans. 3. If approved, subject to the attached conditions, STAFF DISCUSSION: The applicant is proposing to remodel two existing commercial buildings and to construct two new commercial buildings. The four structures will cover approxi- mately 18% of the 189,200 square foot site. Building materials are indicated as stucco and wood walls with wood trim and flat tile roofing. The applicant is providing 255 parking spaces which would result in a ratio of one space for every 206 square feet of gross building area. The site plan indicates that approximately 18% of the net lot area will be landscaped. The existing development is non-conforming in that it does not have the required 5'-0" of landscaping between the east property line and the parking area. Staff is of the opinion that either this landscaping should be provided or the applicant should secure an exception to Section 21.51.040 (2) of the zoning code by providing a higher quality of landscaping. The Architectural Advisor is of the opinion that the new buildings look very good and tie in well with the existing remodeled buildings. However, he has expressed some concern with regard to the lack of detailing of the location of the entry structures and tower. Staff is recommending that this item be continued in order that the applicant can (1) resolve the landscaping problem, and (2) provide additional information on the entry design. .CONDITIONS OF APPROVAL - "S" 77-10 Harper, J. May 11, 1978 CITY OF CAMPEi~"LL PLANNING DEPARTMENT Mr. Arthur Kee Planning Direct or City of Campbell 75 North Central Ave. Campbell, California 95008 Dear Mr. Kee: Pursuant to our discussion, please find enclosed proposed parking alteration for Bascom Financial Center in Campbell. We feel that this will be a better arrangement, providing seventeen additional spaces over our original plan. This position reduces the amount of concrete that is around the project which we feel is excessive. In addition, it allows the front planter area to remain undisturbed along with the present street cut. Also, we feel the parking spaces become closer in proximity to the buildings and will generally work better on this modified basis. If you wish us not to proceed on this basis, I would appreciate your contacting me at 244-1700 so that we may make other plans. Thank you once again for your interest. Sincerely, 2 1000'Boyce Saratoga, CA PRB: sl CITY OF CAMPBELL, CALIFORNIA LANDSCAFE AGREE.qENT ~ applicant/~w~e~ of property described I, as follows: do hereby agree to the following condition, which was approved as a part of approved by the Planning Commission of the of Campbell on City In lieu of the landscape bond requested as a condition of the above-mentioned approval, I do hereby agree to the alternate condition that the proposed development as described above shall not receive final building department clearance until the landscaping which was required and accepted as a part such approval has been completely installed and accepted by the Planning Director of the City of Campbell. Handy HMH, Incorporated 1415 Koll Circle San Jose, California 95112 Santa Clara Valley Water District 5750 ALMADEN EXPRESSWAY SAN JOSE, CALIFORNIA 95118 TELEPHONE (408) 265-2600 CITY OF CAMPBELL PLANNINB D---PARTM _'ZNT Dear Mr. Handy: This is .in reference to your letter of July 1, 1977 and develop- ment plans for the Lands of Conner-Dale Corporation. The plans are generally satisfactory; however, we recommend that the 12-inch storm drain outfall be connected to the existing storm drainage system rather than cutting a hole in the existing retaining wall. The area is not subject to flooding from the 1% flood flow on Los Gatos Creek. The creek banks are protected, at present, by an old concrete retaining wall. The ability of this wall to with- stand earthquake forces, erosion, etc. is unknown. Therefore, we recommend that a 2g-foot-wide strip of right of way be dedi- cated to the District, the limit of which would be located 40 feet from the wall. An additional 23-foot easement for ingress and egress of District maintenance equipment should be dedicated adjacent to this easement. Parking would be satisfactory in the 23-foot easement, however, no planters or raised curbs should be installed. Also, an ingress and egress easement from Bascom Avenue to the above easem~ent should be dedicated. At a meeting with the developer on July 26, 1977, it was sug- gested by the developer that the proposed road within the 28- foot right of way be allowed. However, if the wall ever failed in the future, this road would be abandoned and the bank sloped at a 2 horizontal to 1 vertical slope from the toe of the wall. The developer proposed this solution and will sign an agreement to this effect. Please make right of way arrangements with Mr. Don Lawrie of our Real Estate Division at extension 261. We recommend that a fence be installed between the creek and the proposed access road. It should have a 16-foot double- swing access gate at each end of the property. AN EQUAL OPPORTUNITY EMPLOYER Mr. Keith M. Handy -2- July 29, 1977 Please furnish final plans for our review and issuance of a permit. Very truly yours, ORIGINAL ~[GNED BY John L.
