This would result in a change from 92 to 90 parking spaces for this project, resulting in a parking ratio of 1:207 for the pxisting retail use. This approval is subject to the condition that a revised landscaping plan be submitted for the Planning Director's approval prior to construction of improvements. Principal Planner Stafford reviewed the Staff Report of April 12, 1988, noting that Staff is recommending approval of eliminating 2 parking spaces and replacing the planting strip where these 2 spaces would be removed. This would result in a change from 92 to 90 parking spaces for this project, resulting in a parking ratio of 1:207 for the existing retail use. Commissioner Olszewski reported that this item was considered by the Site and Architectural Review Committee. The Committee concurs with Staff's recommendation. M/S: Stanton, Walker - That the Planning Commission adopt findings as indicated in the Staff Report of April 12, 1988 and attached hereto; and, that the Commission approve the elimination of 2 parking spaces and replacing the planning strip where these 2 spaces would be removed, allowing the subject property to have a parking ratio of 1:207 for the existing retail use, for a total of 90 parking spaces. This proposal would maintain the landscaping strip between the parking area and public improvements along Campisi Way thus maintaining an aesthetically pleasing parking area. ITEM NO. 2 STAFF REPORT - PLANNING COMMISSION MEETING OF APRIL 12, 1988 M 88-04 Prometheus Dev. Application of Mr. Todd Wright for approval of a modification to the approved parking layout on property known as 1777 S. Bascom Ave. in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission adopt the attached findings and approve a revised parking layout for this project. STAFF DISCUSSION As the Commission may recall, the office/hotel proposed at 900 E. Hamilton Ave. requires a number of off-site improvements to mitigate traffic impacts from this project. One of the required improvements is the provision of an additional left-turn lane from northbound Bascom Ave. to Campisi Way. To accommodate this movement, Campisi Way must be widened approximately 4 feet, resulting in a modification to the parking area of the retail center located on this corner. The Planning Commission has received the attached letter, requesting that the Planning Commission approve a modification to the appproved site plan for this project to permit the new traffic island along Campisi Way. The additional street width may be provided by constructing one of the following options: Eliminating the landscaping strip between the sidewalk and the parking area. Eliminating 2 parking spaces and replacing the planting strip where these 2 spaces would be removed. This would result in a change from 92 to 90 parking spaces for this project, resulting in a parking ratio of 1:207 for the existing retail use. Restriping 20 parking spaces from standard to compact so that 2 additional spaces are provided for those lost by the relocation of the landscaping strip. This would maintain the same number of spaces and would result in 37% of the parking being compact. Bike path design--The bike path must meet all State standards for a Class I Bikeway and have a minimum paved width of 10 feet. That would indicate that any grade in excess of 5% must be specifically considered and justified; possibly mitigating measures may be required. Please submit your specific proposal if this is the case. 9. Plans and data required--Please see the William Cotton letter, dated March 11 and forwarded to you on March 23, for his comments. The City will be responding by the end of this week on the needs for complete civil drawings in each of the seven geographical areas. When you feel the plans and specifications in any area are at least 90% complete, please submit 14 copies of everything--including the originals of the drawings, pertinent design studies and calcula- tions--to this office. Plan checking and approval will be expedited if, as soon as complete package is ready in any one of the seven geographical areas, it is forwarded to us. Complete submittals may also be made for any one of the sub-areas on Hamilton or the new street. 10. Project Report for bridge widening--Our comments are'being withheld pending resolution of the Hamilton striping and signal interconnect issues. Upon resolution of Numbers 2 and 11 herein, we will comment on the revised Project Report. 11. Signal interconnect and hardware--We are pursuing ~hese issues with Caltrans. Please see Gary Kruger's March 22, 1988, letter to Caltrans and his March 19 memo to file. Copies are enclosed. 12. Bridge railings--This is being pursued by Bill Helms with Don Wimberly. Bill should respond by March 29. ~3. Breuner's landscaping--Gary Kruger is pursuing this. An answer should be available by April 1. WIMBERLY To: PUBLIC WORKS DIRECTOR ART KEE ~ From: PLANNING DIRECTOR Date: CITY OF CAMPBELL MARCH 15, 1988 Subject:EFFECTS OF RIGHT-OF-WAY ACQUISITION ON ZONING ADMINISTRATION DISCUSSION This memorandum is in response to your memorandum of March 7, 1988, in which you raised the question of the impact of a right-of-way acquistion on the City's zoning regulations, specifically with regard to Mr. Boyce's property. The Boyce property is currently zoned C-2-S (General Commercial). Section 21.42.060 of the Campbell Municipal Code grants authority to the Planning Director to review and decide "minor changes in plans which have previously been approved by the Planning Commission. Minor changes are limited to modification in the plot plan and elevations that will not change the overall character of the proposed development." With the foregoing in mind, it is my opinion that as long as the parking provided for a development remains the same as was approved by the Planning Commission, the Planning Director has authority to approve changes to the site plan brought about by right-of-way acquisition. On the other hand, if parking is reduced, or if the right-of-way acquisition substantially changes the site plan, then the matter would need to be referred to the Planning Commission for approval. Wimberly Director of Public Works Date; Subject: Effects of Right-of-way Acquisition on Zoning Administration March 7, 1988 CITY OF CAMPBELL As you are aware, the Public Works Department has been involved with the Prometheus Company and their attempts to purchase property from the Bascom Finanacial Center for the 900 East Hamilton Project. A couple of weeks ago I attended a meeting between Phil Boyce, Norm Matteoni, Tom Fleschli and Todd Wright. During that meeting Mr. Boyce raised a question~o ~~i~.~C~y~ zo~g re~Uta~eneas ~heYw~uld apply'~oh~s property It seems to me that Mr. Boyce's question needs to be framed somewhat to provide a meaningful answer. I believe one must, for the sake of the essence of the answer, ask the question by first stating, "assuming an equal amount of replacement parking potential is provided does the mere loss of lot area have any impact on a proposed development of the property, all other things being equal." I would appreciate your responding to Mr. Boyce's question as I have phrased it here. He is naturally concerned about whether his development potential is in any way impacted by selling off a portion of his property for the new street to the Prometheus Development. Ail parties to this issue clearly recognize that if he looses the ability to provide parking, that would have the effect of diminishing his development potential. T f',4 ~Z NT Re: 900 East Hamilton Avenue Campbell, California Dear Tim: Thank you for meeting with Bill Helms and myself at the retail center at the corner of Bascom Avenue and Campisi Way, to review the landscape impacts associated with the road widening of Campisi Way. As part of our project, the north side of Campisi Way will be widened approximately four (4) feet to accommodate an additional lane of traffic. The area of the widening is presently landscaped. During our meeting, we reviewed the design of the sidewalk, landscape and parking area. It was your opinion that the City would prefer to maintain a landscape area between the sidewalk and parking area by reconstructing a four or five foot landscape strip. The landscaping will displace two parking spaces. This area is shown as "A" on the enclosed drawing. We also discussed the small landscaped area shown as "B" that will be removed when Campisi Way is widened. This is an area where the loss of landscaping may be acceptable. You intend to discuss these issues with Mr. Kee and provide us with direction. As we are near completion of the off-site drawings, your prompt response would be appreciated.
