Boyce for approval of plans to construct the Westlands Bank Building on property known as 1777 South Bascom Avenue in a C-2-8 Zone. (See mag attached.) STAFF RECOMbIENDATION: 1. Approval subject to the attached conditions. STAFF DISCUSSION: The applicant is proposing to construct a 9,300 square foot bank building on the front 72,000 square feet of a three acre lot. The Planning Commission previously granted approval of a request for a temporary structure which is now located on the property. A ~er- manent structure previously proposed and approved is quite different than the proposal submitted at this time. Building materials are indicated as mortor wash on slump block veneer, with heavy rough sawn wood trim. Site plans indicate a parking ratio of one space per 250 square feet of floor space, or 52 spaces total. Code would require approximately 85 spaces. The parcel is large enough, however, to provide addition- al parking if necessary or needed. The applicant is proposing to landscape 22% of the net lot area of this section of the parcel. The Architectural Advisor and staff prefer this design to the previous submittal, however, it is not clear how this design will relate to what is planned for the rest of this parcel. With Planned Develop- ment Zoning on the remainder of the parcel, however, the City should have adequate review procedures for the remaining area. CONDITIONS OF APPROVAL "S" 74-43 Boyce, PhilliR R. All mechanical equipment located on roofs shall be screened as approved by the Planning Director. 6. Applicant sign an agreement satisfactory to the City Attorney that additional parking will be provided if necessary. The applicant is notified as part of this application that he is required to meet the following conditions in accordance with Ordinances of the City of Campbell. Commissioner Samuelson moved that "S" 7q-37, "S" 74-40 and "S" 74-q3 be approved as recommended, seconded by Commissioner Lubeckis and unanimously adopted. Vice Chairman Alexander asked Mr. Stafford for a further report on the application of Kjartan Armann, "S" 74-41. Mr. Stafford stated that the applicant is proposing to remove the existing abandoned service station at the corner of Hamilton and Central Avenues and construc~ a liquor store on the site. The Public Works Department has recommended that the most westerly driveway on Hamilton Avenue.be closed which will, if approved, necessitate the redesign and reorientatloh of the parking stalls on site. Also, a three foot side yard is required in the C-1 zone along the easterly property line. This will necessitate a shift of the building three feet or a reduction of the building by three feet along the easterly property line.. The staff cannot justify the property owner having to have a three foot side yard in the Crl zone and owner of property in the C-2 zone being able to build to the~ property line. 'This requirement is an inconsistency in the c~de. The applicant did submit a revised parking layout'and he asked }{elms to comment on the revised plan. Mr. }{elms stated that their concern on a multi-lane arterial such as Hamilton is to restrict the number of driveway openings if it does not pose an undue hardship on the owner. They would prefer to have them orient their entrance driveways to the side street and exit to the main arterial. He was of the opinion that the project could function without one of the driveways on Hamilton Avenue, and recommended that the westerly driveway be eliminated and have vehicles enter on Central Avenue and exit on Hamilton Avenue. They prefer to have driveway openings as far back from arterial intersections as possible. Mr. Armann stated that they would prefer to have the first plan approved and Mr. Helms suggested that they meet to work out a solution.
