Boyce for approval of plans to construct a financial building at 1777 South Bascom Avenue in a C-2-S zone. (See attached map). Approval, subject to the attached conditions. STAFF DISCUSSION: The applicant is proposing to construct an office and financial complex in two phases. Phase One will consist of the financial building, shown on the plans as Building "A". Phase Two will consist of the office building (Building "B") and the rear parking lot. When completed, the two phases will occupy approximately 2.9 acres of land. The remainder of the existing 8 acre parcel is shown for future development and is not a part of this develop- ment. The application which is before the Commission at this time refers only to Phase One of the complex. This will consist of the financial building and all parking and landscaping facilities to a depth of 310 feet from the westerly line of South Bascom Avenue, in the area which is currently zoned C-2-S. The rear portion of the property, on which Phase Two is to be developed, is currently zoned P-D, and a separate application will be required for this phase. Phase I: Financial Building Under Phase One, the applicant is proposing to construct a two-story financial building. There will be a ground floor area of 7000 square feet, and an upper floor consisting of 5000 square feet. The land to be developed under phase one consists of approximately S2,000 square feet and the resulting building coverage is 19 percent. Landscaping accounts for some 20 percent of the Phase One area. This figure is higher than the average due to the fact that this is phase one of two phases, and the applicant has concentrated the landscaping for both phases in the area of Bascom Avenue. The applicant shows 41 parking spaces for Phase One. This results in a parking ratio of one parking space for every 244 square feet of floor area. Although the Code requires a ratio of one space for every 1S0 square feet, staff is not overly concerned due to the fact that the completed complex will have more parking than is required by the Code, and also the fact that one of the conditions of approval is that the applicant submit a parcel map for the entire complex. The area of greatest danger and the seat of the fi re incidents referred to in the report, has been designated in the Planning Com- mission Review Committee Comment Sheet for "future development and parking.:' The Fire Department considers it essential that it be made a condition of approval that the area designated for "future development and parking" be leveled, and adequate sterilization and weed control maintained. This area has caused us severe problems in the past, and further development will only pose additional problems unless the area is maintained in a fire-safe condition at all times. As you can see by the staff report on the matter, we have been exploring alternate means of dealing with this problem, and this could be just the solution we've been looking for. LOT LOCATION - OWNERSHIP - DESCRIPTION: Ao The large vacant area in question is bordered on the west by Los Gatos Creek, on the east by 13ascom Avenue, and on the south by the Aloha Apartments and The PruneYard. The area is comprised of three parcels totaling approximately 8.12 acres. The following are currently listed by the County Assessor as assessees of the above property: 1. Parcel Nos: 287-25-060; 287-25-058 A1 & Lena Campisi', 2520 Pfeffer Lane, San Jose, Ca. 95128 2. Parcel No: 287-25-059 Freddie & Mason Shaw, 220 Old Adobe Road, Los Gatos, Ca. 95030 The property in question is covered with large chunks of concrete, logs, tires, cans and other debris normally found at a dump site. Much of the area is covered with mounds where garbage and debris have been deposited and subsequently covered with dirt, either partially or totally. In the areas of the lot not covered with mounds and debris, the soil is ex- tremely hard with a high rock c6ntent. All areas of the lot are characterized by the extensive growth of weeds and indigenous grasses which attain such large growth as to be a fire menace to adjacent improved property. Il. WEED ABATEMENT - IMPEDIMENTS A. Normal weed abatement procedures are ineffective and/or impossible on this property due to the following conditions: 1. The large quantity of concrete, trash, and debris strewn about the p rope r ry. 2. Numerous hills, mounds, ditches, and other deviations in the terrain which preclude the performance of normal discing operations. 3. The extremely high rock content of much of the surface soil. The only weed abatement performed by the property owners was the discing of a section bordering Bascom Avenue in the southeast corner of the lot, and a narrow strip parallel to the Aloha Apartment fence on the southern perimeter of the lot. This narrow strip is used for access to the rear of the property, thus debris has not been allowed to amass in the corridor. -2 Ill. These two particular areas (please see attached diagram) are the only parts of this lot on which normal weed abatement techniques (discing) can be effected. On May 21, 1973, the C'ity of Campbell attempted to perform weed abatement operations on this property in accordance with provisions of Ordinance ilo. 888, Chapter 7.54 of the Municipal Code. The City weed abatement contractor worked for approximately two hours on the relatively small~ level area in the center of the lot. After a two hour attempt to disc this section the contractor reported that the effect on the weed growth was negligible and that further attempts to disc the area would be wasted effort. The fact that one of the contractor's tractors broke a tread in attempti.ng to work the area is an indication of the hardness and rocky nature of the ground. The contractor did succeed in cutting a narrow firebreak along the edge of Los Gatos Creek. Fl RES - A RECURRENT PROBLEM Ao Every year the Campbell Fire Department r~sponds to periodic grass fires on this piece of property. F. ireground operations are extremely difficult on this lot due to the following: I. The area of greatest fi re danger and frequency (the southwest corner) is 800-1,000 feet from a street hydrant. The terrain is such that fire engines cannot be driven across it; a fact which vastly compounds the problems of conducting effective fi reground operations. When ignition occurs, fire burrows into the mounds of garbage and debris and actually begins to smolder underground. Such fi res are extremely difficult to extinguish and frequently rekindle hours or even days later. A high percentage of fires occurring on this property actually begin in the Los Gatos Creekbed area--an area frequented by juveniles. The creekbed provides concealment from sight, which is a major con- tributing factor in the high frequency of both accidental and malicious fires set by juveniles in this area. 5. The lot is adjacent to high value commercial development which could be endangered whenever a grass fi re develops on the lot. Within the fifteen day period from June 5 to dune 20, 1973, the Campbell Fire Department responded to four fires at this particular location.
