BASCOM AVENUE IN A C-2-S-O (GENERAL COMMERCIAL/OVERLAY) ZONING DISTRICT. FILE NO. PLN2003- 60. After notification and public heating, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the heating was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application PLN2003-60: 1. The proposed project consists of the establishment of a 424 square foot commercial travel school in an existing 10,000 square foot office space, on the fifth floor of Pruneyard Tower I. 2. The development of the proposed project will result in a use that is consistent with the General Plan land use designation of General Commercial for this area. The proposed commercial travel school is consistent with the commercial land use designation of the C-2-S-O (General Commercial) zoning designation for the site with approval of a Use Permit. 4. The proposed use is located within an established commercial center and is compatible with the surrounding development and uses. 5. The existing parking will adequately meet the demands generated by the change in use, and will not be detrimental to the overall parking and circulation in the area. 6. The proposed operational hours of 9:00 a.m. to 5:30 p.m. are typical of commercial uses in the vicinity. 7. The project qualifies as a Categorically Exempt project per Section 15301, Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA). Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed project is consistent with the General Plan and Zoning Ordinance. 2. The subject site is adequate in size and shape to accommodate the yards, walls, fences, parking and loading facilities, landscaping, and other development features required in order to integrate said use with uses in the surrounding area. 6. The subject site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic such use would generate. 7. There is a reasonable relationship between the use of the fees imposed upon the project and the type of development project. 8. There is a reasonable relationship and a rough proportionality between the Conditions of Approval and the impacts of the project. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission approves a Conditional Use Permit (PLN2003-60) to allow the establishment of a commercial travel school in an existing commercial building owned by Equity Office located at 1901 $ Bascom Avenue, subject to the following conditions: Where approval by the Director of Community Development, City Engineer, Public Works Director, City Attorney or Fire Department is required, that review shall be for compliance with all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and regulations and accepted engineering practices for the item under review. Bascom Avenue, Suite 500 Page 2 of 2 existing office building located at 1901 S. Bascom Avenue, Suite 500. The proposed use is located on the fifth floor of Pruneyard Tower I in the Pruneyard. No alteration of the exterior of the building or the parking area is proposed as part of the application. The commercial travel school would occupy 424 square feet of the 10,000 square feet on the fifth floor of Tower I. The commercial travel school would employ 2 people as trainers and up to 12 clients. The applicant states that typical hours of operation for training classes are from 9:00 a.m. to 5:30 p.m. Monday to Friday. Background: The subject property, the Pruneyard, is located at Campbell and Bascom Avenues. The property is currently developed with three office buildings, parking garage and a retail/hotel complex. The Pruneyard Tower I is an eighteen-story office building that was built in 1974. ANALYSIS General Plan Designation: The General Plan land use designation for the project site is General Commercial. The proposed commercial travel school is compatible with the land use designation of the site. Zoning Designation: The zoning designation for the project site is C-2-S-O (General Commercial Overlay). A Conditional Use Permit is required for the establishment of a commercial school in the C-2-S-O zoning district. The proposed project will be consistent with the Zoning Ordinance with approval of a Conditional Use Permit. Parking: Pursuant to the Campbell Parking and Loading Ordinance, one parking space is required for each 225 square feet of gross floor area for an office use. The tenant space is 424 square feet and yields a parking requirement of 1.88 parking spaces. The establishment of the commercial travel school at this location would not have an impact on the necessary parking required for the site and, no additional parking is required for the project. We offer training classes Monday through Friday from 9am to 1 pm. Each session lasts approximately 2 ½ months. Enclosed are 2 sets of 15 copies each on the site/floor plans, and a check for $1796 for Use Permit approval. The proposed new classroom (highlighted) at 1901 S Bascom, Suite 500, Campbell, CA is approximately 16' x 22' which will seat about 8 students maximum. See attached drawing. The whole fiflh floor is approximately 10,000 sq ft. Go Western Travel School's classroom is about 352 sp ft of 10,000 sp ft. The school/associate director's office is 8' x 9' which is next to our classroom. There are 2 employees employed by Global International Inc. dba Travel Insiders-Go Western Travel School. Our office hours are from Monday to Friday 9am to 5:30pm. We often do not get walk in business, and 95% of our business is generated on telephones and internet services.
