you are required to replace the trees to be removed within 30 days of the approval letter (on or
before June 11, 2000) per the Tree Protection Ordinance.

Assignment:
At the request of George Vaughan, Construction Manager, Medallion Landscape
Management, Inc., this report reviews the health and viability of thirteen trees that will be
affected by installation of necessary gas and plumbing lines that are reportedly required by the
City of Campbell. This report is revised based on the April 14, 2000 letter from Darcy Smith,
Planner 1, from the City of Campbell Community Development department. No other trees
were observed for this report.
Summary:
There are thirteen trees to be removed for this project; all of these species are considered
'protected trees' as specified in section 21.56.050 of the City of Campbell Ordinance.
The thirteen trees to be removed are as follows: 4 Olive Trees # 2, 5, 7, and 8
2 Monterey Pine Trees # 9, 12
2 Southern Magnolia Trees # t0, t4
2 Liquidambar Trees # 3, 4
1 English Walnut Tree # 13
1 Sycamore Tree # 1
1 Silver Dollar Gum Eucalyptus Tree # 6
Observation and Discussion:
Tree # 1 is a 21" diameter at breast height (DBH) Platanus acedfolia, California Sycamore.
This tree has been previously topped and is currently damaging the building structure from
branch contact. This tree will incur considerable root pruning due to trenching for the new
domestic water installation. Due to the potential for liability and close proximity of buildings and
pedestrian walkways, it would be prudent to remove and replace this tree with a more suitable
species for this location.
Tree # 2 is a 14" combined DBH multi-stem, olea europaea Olive. No stem on this multi-trunk
tree is over 12" DBH. This tree will be impacted by root pruning due to the installation of
necessary water and gas lines. Due to the potential for liability and close proximity of buildings
and pedestrian walkways, it would be prudent to remove and replace this tree with a more
suitable species for this location.
Tree # 3 is a 12" DBH Liquidambar styraciflua, American Sweet Gum. This tree will be
impacted by root pruning due to installation of necessary water and gas lines. Due to the
potential for liability and close proximity of buildings and pedestrian walkways, it would be
prudent to remove and replace this tree with a more suitable species for this location.
Tree # 4 is a 17" DBH Liquidambar styraciflua, American Sweet Gum. This tree will be
impacted by root pruning due to installation of necessary water and gas lines. Due to the
potential for liability and close proximity of buildings and pedestrian walkways, it would be
prudent to remove and replace this tree with a more suitable species for this location.

Tree # 5 is a 16" combined DBH multi-stem, olea europaea Olive. No stem on this multi trunk
tree is over 12" DBH. This tree will be impacted by root pruning due to installation of necessary
water and gas lines. Due to the potential for liability and close proximity of buildings and
pedestrian walkways, it would be prudent to remove and replace this tree with a more suitable
species for this location.
Tree # $ is a 16" DBH Eucalyptus polyanthemos, Silver Dollar Gum. This tree is not a species
protected by the city ordinance. This tree is planted close enough to the building that the
majority of its canopy is over the structure. This tree has also been previously topped creating
a high potential for limb failures that may be catastrophic because of the pedestrian sidewalk
and building in the target area of limbs that could fail. This tree should be removed for public
and safety.
Tree # 7 is a 12" combined DBH multi-stem olea europaea, Olive. No stem on this multi trunk
tree is over 12" DBH. This tree will be impacted by root pruning due to the installation of
necessary water and gas lines. Due to the potential for liability and close proximity of buildings
and pedestrian walkways, it would be prudent to remove and replace this tree with a more
suitable species for this location.
Tree # $ is a 22" combined DBH multi-stem olea europaea, Olive. No stem on this multi trunk
tree is over 12" DBH. This tree will be impacted by root pruning due to installation of necessary
water and gas lines. Due to the potential for liability and close proximity of buildings and
pedestrian walkways, it would be prudent to remove and replace this tree with a more suitable
species for this location.
Tree # 9 is a 31' DBH Pinus radiata, Monterey Pine. This tree will be greatly impacted by
excavation and root pruning for the installation of necessary gas and water lines. This tree
exhibits poor health as evidenced by its very thin canopy of poor color. Furthermore, this tree
is planted so close to the building that approximately forbj percent of its canopy is over the
structure. In combination with the decline of this species outside of its native coastal range and
the ensuing stress it will suffer from the root pruning, it is my opinion that this tree be removed
and replaced with a more suitable species.
Tree # 10 is a 13" DBH Magnolia grandi#ora, Southern Magnolia. This tree will be impacted by
root pruning of an unknown degree at this time. Removal and replacement is recommended
with a more suitable tree for this location.
Tree # t I is identified on the map only for pruning and will not be impacted by construction
activity.

Tree # 12 is a 21" DBH Pinus radiata, Monterey Pine. This tree will be greatly impacted by
excavation and root pruning for the installation of necessary gas and water lines. This tree
exhibits poor health as evidenced by its very thin canopy of poor color. In combination with the
decline of this species outside of its native coastal range and the ensuing stress it will suffer
from the root pruning, it is my opinion that this tree be removed and replaced with a more
suitable species.
Tree # 13 is an 18" DBH Juglans regia, English Walnut. This tree has a significant cavity and
decay at the root crown, it has also been previously topped creating a very high potential for
failure that may be catastrophic due to the proximity of pedestrian sidewalk and building in the
target area. This tree should be removed for public safety.
Tree # 14 is a 17" DBH Magnolia grandiflora, Southern Magnolia. This tree will be significantly
impacted by root pruning needed to install necessary gas and water lines. Removal and
replacement is recommended with a more suitable tree for this location.
Replacements:
In accordance with City of Campbell Ordinance 21.56.100, the replacement trees are:
1- 36" box Coast Live Oak
6- 36" box Coast Redwood
6- 24" box Purple Leaf Plum

The Campbell Planning Division has received your application for a permit to remove thirteen (13)
trees of various species at 350 Budd Avenue. The Interim Community Development Director has
reviewed your application and is requesting that you submit a full-size landscaping and irrigation
plan that shows the specific location and species of the replacement trees. Contrary to the statement
made in the arborist report, all of the trees that you are proposing to remove are protected trees
under Section 21.56.050 of the Campbell Municipal Code since they were required to be planted or
retained as a condition of approval of the development application for the apartment complex that
was approved by the Planning Commission on July 17, 1972. Please also submit a revised arborist
report with this revision.

The Community Development Director has conditionally approved your application for a Tree
Removal Permit (PLN 2000-41) to remove thirteen (13) trees currently located the above-
referenced property, La Valencia Apartments. The trees to be removed are as follows:

Two (2) Southern Magnolia trees
Two (2) Liquidamber trees

This approval is subject to the following conditions:
Thirteen (13) trees will be planted to replace the trees to be removed within 30 days of
this letter, per the Tree Protection Ordinance. The replacement trees include:

Six (6) 24" Box Purple Leaf Plum
It is recommended that the trees be removed by persons who are experienced and bonded for
the removal of trees and that the stumps be ground out and the roots removed so there will not
be re-growth of the cedar trees.
The Tree Removal Permit has been approved based upon evidence that the trees will be
adversely impacted by installation of necessary gas and plumbing lines on the property. Staff
has determined that the situation cannot be reasonably remedied by means other than removal.
This approval is final in 10 days, unless an appeal is received in writing at the City of
Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Monday, May 22,
2000. No trees may be removed until after the 10-day appeal period has passed and no appeals

Notice is hereby given that the Community Development Director of the City of Campbell has
conditionally approved an application for a Tree Removal Permit (PLN 2000-52) to remove (13) trees

The trees must be installed within 30 days of the final approval date (if no appeals are filed) of the Tree

This report and the values expressed herein represent the opinion of the Arborist, and the
Arbodst's fee is in no way contingent upon the reporting of a specified value nor upon any finding
to be reported.
Sketches, diagrams, graphs, photos, etc. in this report, being intended as visual aids, are not
necessarily to scale and should not be construed as engineering reports or surveys.
This report has been made in conformity with acceptable appraisal/evaluation/diagnostic
reporting techniques and procedures, as recommended by the International Society of
Arbodculture.

No tree described in this report was climbed, unless otherwise stated. We cannot take
responsibility for any defects that could only have been discovered by climbing. A full root collar
inspection, consisting of excavating the soil around the tree to uncover the root collar and major
