Campbell Avenue 115-133 Dot Avenue Dear Ms. Wright: Thank you for the submittal of administrative applications dated December 4, 2000, to consider the placement of controlled environmental vaults on 2 sites within Campbell. The Community Development Department has had an opportunity to review the submitted information and has made the following determination: I) 51 East Campbell Avenue - The Community Development Director is not supportive of a vault located along this street frontage. This location serves as a prominent entrance to the Downtown, the office building located on this property has been designated as a local Historic Landmark, the landscaping concept ofa bermed lawn area does not effective screen the utilities and hatch, and the level of vehicle activity at this intersection would discourage the placement of a vault at this location. Consequently, a vault as proposed at this location is not supported. 2) 115-133 Dot Avenue - This location is considered acceptable, subject to following conditions: a. Applicant to obtain necessary encroachment permits from Campbell Public Works Department b. Applicant to obtain any necessary electrical/building permits from the Campbell Building Division. c. Applicant to submit a revised landscaping plan. Screening shrubs shall be a minimum 5 gallon size and should be a similar variety to existing plant materials. d. Any trees need to be protected from severe trenching and construction activity. Appropriate measures need to be shown a provided for protection of existing vegetation. St. Room 500 San Jose, CA 95134 RE: Administrat/ve Review Controlled Environmental Vaults - Project Pronto Dear Mr. Addington: Thank you for the submittal of an administrative application to consider the placement of controlled environmental vaults on 5 sites ~vithin Campbell. The placement of these vaults on private properties will be considered as a minor modifications to the architectural approvals for the various sites. It is anticipated that revised landscaping and irrigation plans will be required as a condition of approval for the vault placements. The Communiw Development Department has had an opportuniw review the submitted information and has determined that additional · information is necessary to complete the application. The following information is needed to complete the application: 1) The fin:st four items outlined in the attached letter from Robert Kass, dated May 11, 2000; 2) The submittal of an application fee orS1010.00 for the processing of the modification application and 3) Provision of a completed application form for the vault site requested at Campbell Technology Park. Additionally, the following concerns or issues have been identified regarding the various sites proposed thus far: 1) 115 Dot Avenue -A concern is raised regarding a surface mounted installation at this location. It is recommended that an underground vault be investigated. 2) 2060 S. Bascom Avenue (Denny's) The general placement and location is acceptable. It is recommended that the any supportive utilities be setback from the street frontage so that an acceptable buffer is provided to the adjacent single family use. The landscaping is in poor condition on this site and it is anticipated that the irrigation and landscaping around the vault area will be upgraded and refurbished. 3) 1651 W. Campbell Avenue (Sugia's) The placement calls for the removal of txvo mature pine trees. It is recommended that the vault location be adjusted to allow the retention of these trees. 4) 51 E. Campbell Avenue (Heritage Village Offices) This location is an entrance to the Dowmown Area. An aesthetic treatment such as a bench would be more traditional and architecturally compatible versus the 'rock' concept that has been presented. Perhaps a less prominent location may be found at this site. 5) 605 Campbell Technology Parkway (Campbell Technology Park) The ~rock' and landscaping would be an effective aesthetic treatment at this location. Remington Drive Sunnyvale, Ca 94087 April 20, 2O00 RE: Installation of an underground Fiber-Optic Telephone Facility in the Public Service Easement at 51 Campbell Avenue in Campbell. Dear Ms./Mr. Yue, Pacific Bell would like to inform you of the installation of telecommunication equipment in the public service easement on the above property. The site will be used for fiber-optic telephone facilities on your property. This letter will give you a little information on the project. Although we do not firm date for the installation of the vault, we will be contacting you as the time nears. ProPosed Equipment: The specific equipment would be a buried vault facility. This piece of equipment will increase the existing capacity of telephone and data services. This equipment will expand fiber-optic capabilities in this neighborhood and, potentially, facilitate the installation high-speed T1, ISDN, and ADSL data lines. Depending on how the structure is equipped, up to 2,000 phone lines as well as some of these other services will become immediately available. Benefits: The mOst direct benefit to the property owners in your area is that availability and reliability of phone service will be increased. Specifically, service will be converted from an entirely copper.network to a pdmadly fiber-optic network. A fiber-optic "cable" will be installed from Pac Bell's downtown central office to this neighborhood. Some of the individual phone lines to businesses over short distances may remain copper, but the main feed will be converted. Over long distances, fiber cable is much more reliable and less susceptible to external weather factors than copper cable. An additional benefit is that this equipment provides a "hub" in our network. This is very reliable equipment. However, if the phone system is disrupted, as is possible in an earthquake, these hubs are the first pieces of the equipment that are brought back on-line. As such, properties located closer to the hubs will have telecommunications services restored significantly faster than other surrounding properties. Site Size: The size of the site Would be approximately 13 feet by 35 feet. Part of the equipment will be in the public way. The size of the equipment is much smaller. The portion this is above ground - the "hatchu - is approximately 7' X 4' and 3' feet above ground. Location: Pacific Bell looks for an unobtrusive site that will not interfere with the overall use of the property. We have determined that this site will fit our requirements. Site Safety: Pacific Bell is absolutely committed to safety. Pacific Bell will agree to all reasonable requests regarding site safety- dudng and after construction. Street Room 500 San Jose, Ca. 95134 Existing Buried Utilities: Prior to determining a suitable site, Pacific Bell to undertake "potholing"- a trenching technique used to locate buried utility lines. Such a situation is not expected at this location. We will be potholing the prospective site sometime within the next month. Please call me with a contact name and phone number if you would like us to contact you the week before digging. Construction Time & Entry: For the buried vault equipment, there is a one-day excavation pedod. Once the site is ready, the pre-fabricated CEV arrives in two halves- each half on a fiat bed truck. Both are lowered into the excavated pit by crane and sealed together on-site. The excavated area is then re-filled, usually that same day. Immediately after construction, technicians enter the vault daily for another 1 to 2 weeks until the unit is operating at capacity. After the CEV is running, access to the vault will trail off quickly. Workers will then enter the vault only a few times a year. City Permits: Pacific Bell is responsible for obtaining and paying for all permits for the placement of this telecommunications facility. Restoral: Pacific Bell will restore the site to substantially the same condition as before digging or construction began.
