TDD 408.866.2790 RESOLUTION NO. 3704 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL APPROVING A CONDITIONAL USE PERMIT (PLN2005-123) TO ALLOW LATE NIGHT USES AT AN EXISTING RESTAURANT ON PROPERTY OWNED BY CAROL HOCKENBURY ET AL LOCATED AT 1960 S. BASCOM AVENUE IN A C-2-S (GENERAL COMMERCIAL) ZONING DISTRICT. APPLICATION OF MR. DENNIS WUOLLET, ON BEHALF OF TACO BRAVO. PLN2005- 123. After notification and public hearing, as specified by law and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application PLN2005-123: 1. The proposed late night activities are consistent with the General Plan land use designation of General Commercial and the C-2-S (General Commercial) Zoning District. 2. The project site consists of a 10,595 square foot lot, developed with 938 square feet of building area, 1,837 square feet of landscaping, and 7,820 square feet of paving. 3. The existing 21 parking spaces will adequately address the parking needs of the subject site and proposed use. 4. The project site is located on the northeast corner South Bascom Avenue and Fewtrell Drive and is surrounded by commercial uses on the north, south and west sides and a daycare facility to the east. 5. The proposed project is consistent with other developments and uses in the surrounding area. 6. The Police Department has no objections to the proposed project, as conditioned. 7. Business hours shall be restricted to 9:00am to 12:00am Sunday through Thursday and 9:00am to 1 :OOam Friday and Saturday. 8. The project qualifies as a Categorically Exempt project per Section 15301, Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA). Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed project is consistent with the General Plan and Zoning Ordinance. The establishment, maintenance, or operation of the use will not be detrimental to the public health, safety, peace, morals, comfort or general welfare of persons residing or working in the neighborhood of such proposed use, or be detrimental or injurious to property and improvements in the neighborhood or to the general welfare of the City. 3. The proposed use is compatible with the uses in the area. 4. The subject site is adequate in size and shape to accommodate the yards, walls, fences, parking and loading facilities, landscaping and other development features required in order to integrate said use with uses in the surrounding area. 5. The subject site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic such uses would generate. 6. The proposed project as conditioned will aid in the enhancement and the harmonious development of the immediate area. 7. No substantial evidence has been presented which shows that the project, as currently presented and subject to the required conditions of approval, will have a significant adverse impact on the environment. 8. There is a reasonable relationship and a rough proportionality between the conditions of approval and the impacts of the project. THEREFORE, BE IT RESOLVED that the Planning Commission approves a Conditional Use Permit (PLN200S-123) to allow late night uses at an existing restaurant on property owned by Carol Hockenbury et allocated at 1960 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District, subject to the following conditions: Where approval by the Director of Community Development, City Engineer, Public Works Director, City Attorney or Fire Department is required, that review shall be for compliance with all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and regulations and accepted engineering practices for the item under review. Additionally, the applicant is hereby notified that he/she is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to this development and are not herein specified. COMMUNITY DEVELOPMENT DEPARTMENT Planning Division: 1. ADDroved Proiect: Approval is granted for a Conditional Use Permit (PLN200S-123) to allow late night activities for an existing restaurant on property located at 1960 S. Bascom Avenue. The project shall substantially conform to the revised plans Planning Commission Resolution No. 3704 PLN2005-123 --1960 S. Bascom Avenue - Use Permit - Taco Bravo Page 3 prepared by Davco Associates and received by the Planning Division on November 17, 2005, except as may be modified by the conditions of approval contained herein. 2. Conditional Use Permit Approval Exoiration: The Conditional Use Permit approval shall be valid for one year from the date of final approval. Within this one-year period the use must be established on the property and the conditions of approval satisfied. Failure to meet this deadline will result in the Conditional Use Permit being void. 3. Revocation of Permit/Review: Operation of the use in violation of the Conditional Use Permit or any standards, codes, or ordinances of the City of Campbell shall be grounds for consideration of revocation of the Conditional Use Permit by the Planning Commission. The Planning Commission shall conduct a review of the Conditional Use Permit upon the completion of six months of operation from the date of the Planning Commission's approval. Additionally, the Planning Commission may review the Conditional Use Permit based upon verified complaints filed with the Community Development Director. 4. Postina of Conditions: All conditions of approval related to operations shall be posted on the premises in a conspicuous employee area, approved by the Community Development Director. 5. Prooertv Maintenance: The owner/operator of the subject property shall maintain all exterior areas of the business free from graffiti, trash, rubbish, posters and stickers placed on private property and the public property frontage at all times. Property damaged as a result of such graffiti, posters or stickers shall be repaired immediately after removal. Upon notification by the City of non-compliance with this condition of approval, the owner/operator shall bring the property into compliance within 48 hours. 6. Landscape Plan: The applicant shall submit four (4) sets of a landscape and irrigation plan, within 30 days of the Use Permit approval, to refurbish the existing planting areas along the south and west property lines to the Planning Division for review and approval by the Community Development Director. Landscape and irrigation plans shall be consistent with the City's Water Efficient Landscaping Standards. The landscape improvements shall be installed within 45 days of approval of the submitted landscape plan. 7. Outdoor Storaae: No outdoor storage is permitted on the subject property. No equipment, materials or business vehicles shall be parked and/or stored outside the building or within the parking lot. 8. Noise: Planning Commission Resolution No. 3704 PLN2005-123 - 1960 S. Noise Standard: Any noises, sounds and/or voices, including but not limited to amplified sounds, loud speakers, sounds from audio sound systems, music, and/or public address system, generated by the subject use shall not be audible to a person of normal hearing capacity from any residential property. b. Noise Management: In the event complaints are received by the City regarding noise, the Community Development Director may immediately modify the hours of operation and/or limit the extended hours of operation, subject to the project being brought back to the Planning Commission for review. 9. Ooerational Hours: The operational hours shall be from 9 a.m. to 3 a.m., seven days a week. 10. Parkina and Drivewavs: All parking and driveway areas shall be maintained in compliance with the standards in Chapter 21.28 of the Campbell Municipal Code. 11. On-Site Liahtina: The applicant shall provide one new parking lot light adjacent to the rear parking lot and shall repair and/or replace the existing light fixtures as necessary. Any proposed on-site lighting shall be shielded away from adjacent properties and directed on site. The design and type of lighting fixtures and lighting intensity of any exterior lighting shall be submitted to the Planning Division within 30 days of the Use Permit approval, and reviewed and approved by the Community Development Director. Lighting fixtures shall be of a decorative design to be compatible with the development and shall incorporate energy saving features. The lighting fixtures shall be installed within 45 days of approval of the submitted lighting plan. 12. Sians: No signage is permitted as part of the development application approved herein. New signage shall not be installed prior to approval of a sign permit as required by Chapter 21.30 of the Campbell Municipal Code. 13. Sidewalk Maintenance: The owner/operator of the property shall provide on-going maintenance of the sidewalks and shall pressure wash the sidewalks as necessary or as required by the Community Development Director or Director of Public Works to remove all spills, gum and food. 14. Trash and Recvclina Enclosure: The applicant shall submit details regarding the refurbishment of the trash and recycling enclosure(s), within 30 days of the use permit approval, to the Planning Division for review and approval by the Community Development Director and shall be installed within 45 days of the Director approval. Unless otherwise noted, enclosures shall consist of a concrete floor surrounded by a six-foot high solid wall and have decorative self-closing doors. The enclosure shall be constructed at grade level and have a level area adjacent to the trash enclosure area to service the containers. I cannot attend the City Council meeting tomorrow to give my support to Taco Bravo, but hope this email can have some effect. I am a computer engineer who has lived in this area since 1985, and been a regular visitor to Taco Bravo for most of those 20 years. Taco Bravo is not just another fast-food joint that is open late. It is a social institution. It is not just a place to get a quick taco. It is also a place to meet friends and enjoy the nice outdoor weather we have here in this area. I have taken many an out-of-town business visitor there after late conferences. And a number of my friends have become Taco Bravo "regulars" after a visit. I have always had a memorable time there with friends -- not just some quick food. I've never had a memorable time with friends at Jack-in-the-Box! Silicon Valley is famous for its late-at-night creativity. I recently saw an interview with Max Levchin, the 30 yr old entreprenuer and recent billionaire who founded Paypal.com. He talked about the fact that he had just stayed up all night working, and many of his staff often do likewise. I know quite a few engineers like myself who work late at night. I observe that on Friday nights the back parking lot is a popular hangout for the high- school crowd. Perhaps they are a bit noisy. But consider that at least this is a clean and decent place for them to be. Where will they go now if Taco Bravo is closed earlier? Kids will be kids: they're not going to go home instead. They're going to find other, less acceptable places to go. That is why I consider Taco Bravo an "institution". It performs a valuable social function, much more than just a fast food joint. 1 No one will "hang out" at Jack-in-the-Box. It is not a social institution, it's just another cheap fast food joint. It does not have the "character" that Taco Bravo has. According to the documentation I saw, Taco Bravo gets a significant portion of its business and income in the 12-3 AM time period. I can vouch for the fact that anytime I have arrived there at 2 AM, there were a significant number of other customers there too. I even occasionally bump into people I know there at that time! I will be very saddend to see Taco Bravo close at 1 or earlier. Jack-in-the-Box is not an acceptable replacement. Where will I go at 2 AM if not Taco Bravo? It is one of the reasons I love this area so much. Is the "noise" really a problem, or has there just been one or two vocal neighbors raising a fuss? Has anyone actually done a poll of the neighborhood, or are we relying on just a few vocal opponents? And if it really is a problem, what about building a noise abatement wall behind the parking lot. We do that on miles and miles of highways, why not a hundred feet of parking lot? In any case, please accept my "vote" of support for not closing them any earlier. Thanks for listening! I work odd hours and fmd Taco Bravo's late hours to be very convenient. My family and I have been long time Campbell residents and own a home behind Taco Bravo, off Midway and Patio. We have never had a problem or a complaint with this business establishment. Furthermore, I feel it is extremely unfair to force a business to change it's business hours which will directly hurt profits. Especially when Denny's has been granted permission down the street. Taco Bravo Hi Melinda, As a Patron of Taco Bravo for some 20+ years I can't even comprehend the thought of not having the "Taco Bravo" option for late night food. Why the city of Campbell would impose this on a long standing establishment fully knowing a great percentage of its business is done in the late evening. Yes, I am sure there are several issues outside of the newly imposed hours but it is also my understanding they are willing to cooperate with the city and make any necessary changes. You should also know that people come from miles around to patronize that restaurant and I am not the only one. For example: I live in Los Gatos but make the trek all the time. My sister and her husband live in Fresno and make the trek when ever they come back to town. I have friends who have received formal invitations to dances and wedding ceremonies and so on that would be crushed if it ever closed because of the imposed reduced hours. I hope you will hear me when I say; Keep Taco Bravo open so we can enjoy what has become an enshrined tradition in the city of Campbell. Until my recent move to the Central Valley, I had been a lifelong Bay Area resident and as such have noticed qualities about the restaruant and its impact on the community. It provides a social spot for the town's youth, away from the Gaslighter and upscale downtown area. It offers high quality food at affordable prices, which is quite beneficial to many residents of the area. It's practically a landmark to many. Most upon their return to Campbell, myself included, make a trip to Taco Bravo vital. I hope you understand that Jack in the Box stays open till 3, and the Denny's alongside it is open all night as well. Not to mention the bars and billiard halls within the area. If possible, I will be attending tonight's meeting, but just in case I can't make it, I wanted to make sure I was heard on the subject. I do realize that Taco Bravo is (and always has been) a weekend hang out spot for teens and young adults. I spent the majority of my weekends in that parking lot, so definitely am witness to the fact that noise and rowdiness can escalate into public nuisance. But, I also know that if it weren't there, it would be somewhere else. Maybe the Pruneyard or Tower Records parking lot? In any case, I would like to point out that the residents definitely knew what they were getting into when they moved there. Taco Bravo and noise/traffic/rowdiness from teens is not a new issue. I don't think it's fair to change the hours, which would basically put Taco Bravo out of business. That's not a good solution. Let's put the shoe on the other foot. I live on the other side of the Home Depot wall. It's my understanding that the neighbors banded together to set aside certain regulations before the building was even built. But, over time, new issues popped up. Since the residents basically had no bargaining chips left (the project was already approved and the building was built) all that's left for the residents to do is complain. In recent months we have been trying to get the City to step up and do something about the Day Laborers. The Home Depot represents a huge tax base for Campbell, so they are "working on it" (no results in over 6 months - more day laborers and bikes locked to trees than ever, public drunkenness, rude and lewd activities towards women at Rotten Robbie's, etc). If the residents had their way, they would close the place down, forbid loitering and bicycles locked to trees and all the other inconveniences and ugliness of living next door to a Home Depot. The City continues to "work" with both Home Depot and the residents to "agree" on fair rules and laws. The City is basically saying, but not directly, "Home Depot isn't going anywhere, so if you don't like the noise and traffic and day 12/13/2005 Message Page 2 of2 laborers, move somewhere else." So, why is the City threatening a small business, but allowing big business to trample all over their residents? Even worse, why is the City leaning on a bunch ofteen-agers (US citizens), but looking the other way when non US citizens decide to trash the place? I have for 20 years enjoyed Taco Bravo with many, many friends and family and have as a result poured thousands of dollars into this business. I would wager the City of Campbell would not benefit from a closure of this business. While it seems reasonable that others in the neighborhood might not like to put-up with the traffic at the late hours, I think it is equally reasonably the Taco Bravo be allowed to put into action a series of steps it and its patrons that can effectively accomplish that would mitigate the neighbors' issues. I would like to propose that the City of Campbell consider giving Taco Bravo a 6 month permit to operate under its existing hours, with the following understandings: 1. Taco Bravo would place signage at its order windows and at its exits, something to the following effect: ""Patrons of Taco Bravo: We need your cooperation to allow us to serve you late at night. Be respectful of our neighbors. Please pick up your trash. Please keep the noise down after 11pm and by all means avoid racing your cars down any of the nearby streets." I'm sure a bit of wordsmith can produce a better sign. 2. Require Taco Bravo to place extra trash containers, especially the parking lot and side picnic benches. 3. Have a sign-up sheet at the counter for those to join the Patron Stewards of Taco Bravo, indicating they understand their ability to help keep trash and unruly noise down is directly related to their ability to continue to enjoy Taco Bravo's food. Such people would give their email address and be notified of future events that impact Taco Bravo's operation and serve notice to the City of Campbell that the patrons of Taco Bravo can have a direct impact on this situation by merely agreeing to hold a higher standard of conduct while at Taco Bravo. In fact, a sign-up sheet for the proposed Patrons Stewards of Taco Bravo is being circulated tonight, to demonstrate the commitment the patrons have in working with the 1 City of Campbell and Taco Bravo to help the proximate neighbors with their concerns. Based upon my anecdotal experience at Taco Bravo, I haven't as of late (perhaps the last year or so), witnessed unruly or trashy behavior. Others I have discussed this with agree. Furthermore, it seems very reasonable that if Denny's is allowed to operate on a around- the-clock basis, that an effort be made to allow Taco Bravo to operate under its preferred hours as well, especially of the above and/or similar provisions are put into action. As I am writing this to you, I have just received a call from Scott A. Bennett, M.A. Office of Community Services for the Administration for Children and Families, U.S. Department of Health and Human Services. He is already responded to my call to action and will be working this issue from a Federal level. Scott will express himself in his own words from his position, but suffice to say this issue cannot be handled in a summary motion by a planning commission to effectively shut-down a viable economic force that has and should continue to serve the greater public interest. I am a longtime Campbell resident and own a home in downtown Campbell on Harrison Ave. I have grown up in the San Jose area and have been a patron of Taco Bravo since childhood. Taco Bravo is one of the few late night eateries in the vicinity and the majority of my visits have been after midnight. I have seen a few unruly individuals, just as I have seen them at the pruneyard, Katie Blooms, Denny's, Spoons, Nob Hill and STARBUCK's for goodness sakes! The majority of times, I have seen a casual crowd just trying to get some food. I am a staunch supporter of Taco Bravo, its owner Dennis, its employees and its patrons. I am vehemently opposed to having new hours imposed on this establishment. There are numerous things that can be done to abate any issues coming from the neighbors. It is the City of Campbell's responsibility to make efforts to establish a compromise between the business owners and residents. Until all avenues are exhausted, I think it is utterly unfair to force Taco Bravo to limit its hours of service. I agree with many of the suggestions that Brett Houston voiced and I would be willing to volunteer to help out in any way possible. Unfortunately, I cannot attend the meeting tonight as I am in Japan on business. It is my understanding that, while there were issues in the past, that there have been no complaints from Neighbors for the last several months, and that police response trending shows that (for the last year) there are no ongoing serious issues. Late night "fud runs" are a long standing tradition in the high tech industry, and Casa Bravo is a landmark in the South Bay. I think it would be a shame to shutdown a local institution, and redirect this business to large food chains like Taco Bell or McDonalds in neighboring communities. Bascom Avenue. Background: On April 3, 2001 the City Council adopted Ordinance No. 2002, which is intended to eliminate non-permitted late night uses. The ordinance requires businesses in the City's commercial zoning districts to obtain a Conditional Use Permit to operate between 11 :00 p.m. and 6:00 a.m. Even businesses that were previously "grand fathered" are required to comply with the standard hours of operation or obtain a Conditional Use Permit from the Planning Commission for late night operations. Complaints received by the City regarding late night noise generated from the Taco Bravo site was one of the reasons that late night activities were amortized and a Use Permit is now required for existing businesses operating after 11 :OOpm. The subject property is currently developed with a single-story fast food restaurant constructed in 1967 under a Site and Architectural Review Permit (S 67-53) for "Taco Joe's". The building has been used as a fast food restaurant since its construction. Taco Bravo was established in 1976 and has been operating until 3:00am since it was established. Taco Bravo is now requesting approval of late night activities, pursuant to the requirements of Ordinance No. 2002. Project Location: The project site is located on the northeast comer of South Bascom Avenue and Fewtrell Drive and is surrounded by commercial uses on the north, south and west sides, and a small commercial daycare use to the east. ANALYSIS General Plan Designation: The General Plan land use designation for the project site is General Commercial. The proposed late night activities in conjunction with the existing fast food restaurant are consistent with this land use designation. Zoning Designation: The zoning designation for the project site is C-2-S (General Commercial). The C-2-S Zoning District allows late night activities occurring between 11 :00 p.m. and 6:00 a.m. with approval of a Conditional Use Permit. The proposed project will be consistent with the Zoning Ordinance with approval of a Conditional Use Permit. Late Night Activities: The applicant is requesting approval to maintain the operation of the restaurant until 3:00am. The existing business currently operates from 9:00am to 3:00am and the owner has indicated in the attached business description (Attachment #3) that a major portion of the business revenue is collected after 11 :OOpm. Other commercial businesses in the area such as Denny's (24-hour service), Jack-in the Box, Wienerschnitzel, and various uses in the Pruneyard operate after 11 :OOpm. Given the nature of the business and the number of complaints received by the City, staff is recommending reduced hours of operation, similar to the adjacent Wienerschnitzel, of 9:00am to 12:00am Sunday through Thursday and 9:00am to 1 :OOam Friday and Saturday. A condition of approval has been added that allows for review of the Conditional Use Permit by the Planning Commission if verified complaints are received by the City. The existing building has 14 covered seats and 12 outdoor seats and yields a parking requirement of 9 parking spaces. The current parking configuration provides 21 parking spaces (20 standard, 1 accessible). Landscaping: Approximately nine percent of the project site is approved for landscaping. These areas have not been maintained in accordance with the approved landscape plans. Staff is recommending a condition of approval that the landscaping areas adjacent to Fewtrell Drive and South Bascom Avenue be refurbished with trees, shrubs, and ground cover to provide an attractive landscaping design as they are highly visible from Bascom Avenue. Lighting: Staff is recommending the installation of an additional lighting fixture adjacent to the rear parking lot for security and safety measures. The Conditions of Approval require the applicant to submit lighting details for review and approval prior to installation. Exterior Modifications: No exterior modifications to the building or project site are proposed in conjunction with the late night operations request. Police Department Review: The Campbell Police Department has reviewed the application and has no objections to the late night activities request with the provision that Conditions of Approval be adopted that establish a review procedure in the event that late night activities at this location significantly impact calls for police service. Use Permit Review: Staff is recommending a six-month review of the Use Permit Approval from the date of the Planning Commission approval. The Planning Commission shall conduct a review of the Conditional Use Permit at the applicant's cost, upon the completion of six months of operation from the date of the Planning Commission's approval. Additionally, the Planning Commission may review the Conditional Use Permit, at the applicant's cost, based upon verified complaints filed with the Community Development Director. 4. Posting of Conditions: All conditions of approval related to operations shall be posted on the premises in a conspicuous employee area, approved by the Community Development Director. 5. Propertv Maintenance: The owner/operator of the subject property shall maintain all exterior areas of the business free from graffiti, trash, rubbish, posters and stickers placed on private property and the public property frontage at all times. Property damaged as a result of such graffiti, posters or stickers shall be repaired immediately after removal. Upon notification by Attachment #2 Page 2 of3 the City of non-compliance with this condition of approval, the owner/operator shall bring the property into compliance within 48 hours. 6. Landscape Plan: The applicant shall submit four (4) sets of a landscape and irrigation plan, within 30 days of the Use Permit approval, to refurbish the existing planting areas along the south and west property lines to the Planning Division for review and approval by the Community Development Director. Landscape and irrigation plans shall be consistent with the City's Water Efficient Landscaping Standards. The landscape improvements shall be installed within 45 days of approval of the submitted landscape plan. 7. Outdoor Storage: No outdoor storage is permitted on the subject property. No equipment, materials or business vehicles shall be parked and/or stored outside the building or within the parking lot. 8. Noise: a. Noise Standard: Any noises, sounds and/or voices, including but not limited to amplified sounds, loud speakers, sounds from audio sound systems, music, and/or public address system, generated by the subject use shall not be audible to a person of normal hearing capacity from any residential property. b. Noise Management: In the event complaints are received by the City regarding noise, the Community Development Director may immediately modify the hours of operation and/or limit the extended hours of operation, subject to the project being brought back to the Planning Commission for review. 9. Operational Hours: The operational hours shall be limited to 9:00am to 12:00am Sunday through Thursday and 9:00am to 1 :OOam Friday and Saturday. 10. Parking and Driveways: All parking and driveway areas shall be maintained in compliance with the standards in Chapter 21.28 of the Campbell Municipal Code. 11. On-Site Lighting: The applicant shall provide one new parking lot light adjacent to the rear parking lot and shall repair and/or replace the existing light fixtures as necessary. Any proposed on-site lighting shall be shielded away from adjacent properties and directed on site. The design and type of lighting fixtures and lighting intensity of any exterior lighting shall be submitted to the Planning Division within 30 days of the Use Permit approval, and reviewed and approved by the Community Development Director. New signage shall not be installed prior to approval of a sign permit as required by Chapter 21.30 of the Campbell Municipal Code. 13. Sidewalk Maintenance: The owner/operator of the property shall provide on-going maintenance of the sidewalks and shall pressure wash the sidewalks as necessary or as Attachment #2 Page 3 of3 required by the Community Development Director or Director of Public Works to remove all spills, gum and food. 14. Trash and Recycling Enclosure: The applicant shall submit details regarding the refurbishment of the trash and recycling enclosure(s), within 30 days of the use permit approval, to the Planning Division for review and approval by the Community Development Director and shall be installed within 45 days of the Director approval. Unless otherwise noted, enclosures shall consist of a concrete floor surrounded by a six-foot high solid wall and have decorative self- closing doors. The enclosure shall be constructed at grade level and have a level area adjacent to the trash enclosure area to service the containers. I for one would be very against this measure. Taco Bravo is not only is great place to eat, but it's almost a city landmark, as I often ate there in the 80's when I was in high school. The late night eating aspect was one of the things that really made it special, and I have never felt it to be unsafe nor a problem in our great city. Taco Bravo is not merely a late night food stand, it is a South Bay institution. It is a landmark more identifiable with Campbell than the water tower, the Pruneyard, or any of the shops/clubs/restaurants in downtown. Despite living in Gilroy it is common on a Saturday aftemoon to get together with friends on a "Bravo run". I am concerned that if the permit request is not granted we will be losing more than a food stand, we will lose something that makes the South Bay unique and gives it character. Next to Taco Bravo there is a late night Wienerschnitzel and across the street there is a 24 hour Jack In The Box. I've never patronized these businesses on my trips to South Bascom. The reason: I can get both of those in Gilroy or anywhere else for that matter. I'm imploring you to grant Taco Bravo's permit request and keep the tradition alive in Campbell.
